Bud Edwards of Lake Oconee, proudly displays an 18-irich wide cabbage he grew in his garden. Page 12 WW 16 Toughness, durability and a long bloom period helped earn Japanese aster a Georgia Gold Medal Award for 1998. In garden centers it sometimes is labeled Asteromoea instead of Kalimeris, but regardless of which name is used, it is considered a "must-have" plant by gardeners and landscape professionals. Japanese Aster, Kalimeris pinnatifida, is one of the perennial species that can be planted withoul fear of failure or poor performance. It is very tolerant of Georgia soils, grows well in north and south Georgia, and can withstand being ignored by busy gardeners. The plant develops large displays of pure white, double, composite flowers, which contrast well to its pleasant, lightgreen foliage. Japanese aster is a sun-loving plant closely related to Boltonia and asters; however, the plant will grow and bloom nicely in partial shade as long as competition is not intense and it can be under trees. Like most asters, it grows slowly at first, but it fills out nicely by midsummer. A mature plant will grow to a height of two feet and have an equal spread by late summer. Japanese aster blooms from mid-May through August if given moderate care. The best use for Kalimeris is as an accent plant grown in front of hollies, junipers and other dark-green shrubs, and it looks good against red brick, stone and wooden. fences. When grown in large colonies, Japanese aster can brighten dark pockets of shrubbery well. It spreads its stems into the clumps of upright foliage, softening the effects and adding brightness where standard green prevailed. Kalimeris can be grown from seed, but like most asters, the seed of these plants can be challenging fo grow. Gardeners probably will have greater . success by buying strong, healthy plants and expanding the number of plants through division. Young plants can be established in early spring from March through April. Larger one-gallon specimens do well when planted in late fall. Young plants established_ in early spring will need more attention to watering and fertilizer. Keep fertility high during the first two months to ensure a good root and foliage system. Once established, Kalimeris is very heat-tolerant. The best way to propagate Kalimeris is by division. Under usual garden conditions, it benefits from division every three years. Divisions are best done in the late fall, before frost but after summer's heat has passed. Separating the clump by hand is (Continued on Page 11) THE MARKET BULLETIN Wednesday April 29, 1998 Seed Laboratories Webb Named (Continued from Page 1) light and moisture while the seed are in storage. For this reason, the state seed law requires that seed offered for sale bear a tag showing the test date and seed may be marketed for nine months beyond this date. However, an exception is made for small packets of vegetable seed sold at retail, which may state the particular growing year for which they were packaged. As with other products, consumers are the final inspectors of seed. Consumers should check seed tags for germination and purity information before purchase. Once consumers have purchased seed, they should store them properly until the .appropriate planting time. Farmers who purcha8e field seed for planting always should insist that the dealer provide a bill of sale or invoice which shows the number of bags purchased, lot number and kind and variety of seed purchased. This record should be retained until the farmer is satisfied that the seed was labeled correctly. If a problem develops, such records help the seed lab trace other samples from the same dealer. For any seed that fails to conform to the label, a seed arbitration complaint must be filed with the Commissioner ofAgriculture before a legal action can be filed. A $75 filing fee must accompany the complaint. Once filed, the seed seller is notified and given opportunity to respond. The case is then referred to the Georgia Seed How to Have Seed Tested Arbitration Council for investigation, informal hearing, findings and recommendations on the complaint. Recommendations may be accepted or rejected by the parties to the complaint and the documented investigation may be utilized in future legal action. Any seed that is advertised must meet the requirements of the Georgia Seed Law. For this reason, any ad sent to the Farmers and Consumers Market Bulletin must include a laboratory report that is no more than nine months old from the state seed lab or private laboratory that provided germination results. Varieties of certain seeds that are developed by private companies and some agricultural experiment stations may be sold only as a class of certified seed. Advertisements for certified seed may be published only if the Georgia Crop Improvement Association recognizes the advertiser as a grower of certified seed. It is a violation of,the Federal Plant Variety Protection Act (PVPA) and the Federal Seed Act for anyone to advertise or offer for sale a protected variety of seed Unless the ad complies with the terms of the PVPA. Seed companies may take legal .action against growers who advertise certified seed if they are not growers of these protected varieties. ''As a result of our seed quality program, we have had no major crop failures in recent years due to seed-related problems;' . said Irvin. ''Although no farmer can .be guaranteed of a successful harvest;' said Irvin, ''we can help to insure that the seed he or she plants are of the quality needed to get a crop offto the proper start." Member Of '98 Cotton Coalition Leary, Ga. resident and cotton producer James Webb recently was chosen to become a member of the 1998 Cotton Coalition, a group of advocates for the U.S. Cotton Industry. Webb joined 10 other producers from 10 states in the Cotton Belt at a seminar recently in Princeton, N.J. to gather . information and learn James Webb skills to educate the media, governmental officials, and the public about U.S. cotton. The cotton coalition is a professional development program sponsored by American Cyanamid Company and the National Cotton Council's Cotton Foundation. Since the program was instituted in 1992, its members have worked to increase industry understanding of environmental, trade and other key issues that affect cotton industry profitability. This year's program focused on key national cotton issues, including the environment, trade, budget, and farm policies. Webb received a B.S. in Agricultural Economics from the University of Georgia, and recently was elected alternate delegate for the State of Georgia to the NCC through the year 2000. He's supervisor of the Flint River Soil Conservation District, and farms 700 acres of cotton, 350 acres of peanuts, and 300 acres of com. Farmers should adhere to the following steps in order to have seed tested at a state seed laboratory: 1. Send lretween 1 to 2 pounds of any large seed, such as soybeans; peanuts or com and about a half to a quarter pound, depending on seed size, of smaller seed. 2. Include the kind and variety, lot number or other identifying mark, along with your full name, address and telephone number. 3. Mail seed samples in a cardboard box or similar container to protect them. 4: Allow 2-4 weeks for testing .to be completed, depending on seed kind. 5. North Georgia farmers should send seed to Georgia Department of Agriculture, Room 535, 19 Martin Luther King, Jr. Drive, Atlanta 30334. South Georgia farmers should send seed to Georgia Department of Agriculture Tifton Laboratory Building, PO Box 1507, Hwy. 41 S., Tifton 31793-1507. If you have any questions regarding seed testing, please call (404) 656-3635 (Atlanta) or (912) 386-3147 (Tifton) for more information. Atlanta Mounted Police Need Horse Donations The Atlanta Mounted Police are looking for horses to be donated to their unit :for service with the Atlanta Police Department. These donations could be considered taxdeductible. Horses to be donated need not have any prior experience working on streets, near crowds, noise or traffic, etc.. Upon acceptance to the unit, rookie horses work alongside veteran horses and usually become accustomed to the various sights and sounds they will be exposed to on the streets. Each horse is allowed to progress at its own pace, taking up to two years to work into a dependable police horse. Horses which don't work out as police horses are offered back to the original donor. The Mounted Police generally patrol the downtown business district during weekdays... The horses are used mainly where large, concentrated crowds are expected, such as those during the Summer Olympics, Atlanta Braves .playoffs and World Series games, the Atlanta Arts Festival and New Year's Eve at Underground Atlanta. They're also used for neighborhood and business area patrols at peak tiine, such as near city malls during the holiday season. Criteria for potential police horses is as follows: - Horses must be healthy and sound, free of physical problem8 which would be exaggerated by working on pavement. ~. - Horses must be geldings, preferably between the ages of five and 12, but other ages will be considered. Horses must be at least 15 hands tall. - The preferred breed is a quarter horse or quarter horse type,. but other breeds will be considered on an individual basis. Dark, solid colors are preferred, but light colors will be accepted. - Horses must have sensible attitudes and be willing to learn. Horses with vices such as kicking, biting, rearing or throwing riders cannot be used. The horses are well cared for, receiving routine vaccinations, deworming, teeth and hoof care. They are shod with rubber shoes for shock absorption and traction on pavement. The Mounted Patrol facility is located at 1001 Cherokee Avenue, three blocks south of Grant Park. Normal operating hours are 7 a.m. to 6 p.m. Monday through Friday. If you have a horse that might make a go.od police -horse, call Sgt. Robert Bailey or stable manager Sue Zaybal of the Mounted Patrol at (404) 624-0690 for further information. Your agricultural census report form wouldn't be hiding, would it? Have you been meaning to complete your report and drop it in the m.ail? If so, it is not too late. The Georgia Agricultural Statistics Service urges all farmers to complete and return their forms. Georgia's agricultural community has a big stake in the 1997 Census of Agriculture. Producers across Georgia have responded well to the report forms showing up in their mailboxes. As of mid-April, more than 70 percent of farmers have responded. The process now begins to reach the other 30 percent to make sure we have an accurate census. We will mail, telephone and visit those producers not responding to make sure every farming operation in Georgia is counted. It is vital to have an accurate picture of Georgia's number one industry. Our guest columnist this week is Robert T. Bass, State Statistician of Georgia Agricultural Statistics Service, Stephens Federal Building, Suite 320, Athens, Ga. 30601. The census is conducted every five years and is vital to measure changes and trends in the industry. Snapshots of Georgia agriculture, dating back to 1840, are a valuable resource to farmers, farm organizations, agribusinesses, and policy makers at all levels of government. Examples of how the data are used include: * Developing and allocating funds for farm programs * Helping agribusiness develop plans for supplying the necessary farming inputs and planning efficient marketing strategies * Assisting with economic development * Allocating Cooperative Extension resources and research activities * Gauging the effects of changes in farm legislation * Measuring the economic impact of agriculture on local communities * Educating legislators concerning the importance of production agriculture No industry caQ. promote itself without accurate information, nor can an industry respond to citizen concerns without the facts. Agriculture is no exception. A complete counting of Georgia's agricultural industry will benefit those dire"tly and indirectly involved with producing. our food and fiber. Decisions are made every day that affect agriculture. Wouldn't you prefer these decisions be (Continued on Page 12) Wednesday April 29, 1998 Department's Seed Laboratories Provide Services to Georgia Farmers and Consumers When Georgia farmers and gardeners plant their seed, they want to be confident that the seed will grow provided they are given the proper water, nutrients and care. Under the state's seed law, agricultural seed must meet certain minimum requirements before they can be offered for sale. Through its state seed laboratories in Atlanta and Tifton, the Georgia Department of Agriculture makes complete lab services available for testing seed at no charge to Georgia farmers and consumers. Seed dealers licensed in the state of Georgia also may utilize the laboratories' services for a fee. The main.function of the seed labs is to test seed samples collected by the department's Plant Industry Division inspectors frorir"' retail and wholesale establishments throughout the state. This service ensures that seed offered for sale are correctly labeled and meet the minimum requirements of the state seed law. Throughout the year, department inspectors routinely visit farm supply stores, plant nurseries, hardware stores and other outlets where seed are sold to collect ag consumer line I have some cheddar-block cheese in my refrigerator that has some mold on it. Can I just cut the mold off or should I discard the whole thing? If you find mold .on hard block cheeses, such as cheddar, you can cut it off and save the rest of the product. Cut off at least an inch around and below the mold and keep your knife from touching it. Rewrap the cheese in fresh wrap. If you find mold on individual cheese slices, soft cheese, cottage cheese, cream, sour cream or yogurt, food safety .experts with the U.S. Department of Agriculture advise that you throw these products away and do not try to save them. *** Is it safe to use oven cooking bags in the microwave? Oven cooking bags are made from a very tough nylon material, so they are safe to use in the microwave. They also promote even cooking, which helps meats to reach safe temperatures throughout. If you have problems or questions about products or services regulated by the Georgia Department of Agriculture, write: Consumer Services, Room 226, Agriculture Building, 19 M.L. In addition, the inspectors check seed packets to ensure they are properly labeled and that the weight stated on the packet is correct. Most seed sold in Georgia, with the exception of peanuts, ~oybeans and small grains, are produced out of state. An estimated 90 percent of grass seed planted in Georgia is imported, as are most of the cotton and com seed. "Inspection at the wholesale level is critical to ensure uniform quality for the seed us_ed by our farmers and consumers to plant their crops, lawns and gardens; said Georgia Commissioner of Agriculture Tommy Irvin. "Such inspections are beneficial to wholesale seed dealers because they enable us to detect problems before seed lots are distributed statewide," Irviri said. '"This-enables these dealers to avoid bigger problems and it helps maintain good relations with retailers and consumers." Seed samples are tested for purity to determine the amount of pure seed, other crop seed, weed seed, noxious weed count, and inert matter that are present in the sample. Seed also are tested for total germination to determine the normal germinable seed as well as hard seed or dormant seed that may be present in the sample. Categories of seed samples tested include certified, service and official. Certified seed samples are those submitted by certified growers under programs of the Georgia Crop Improvement Association. Service samples may be submitted by anyone for testing, but only seed dealers are charged for tests. Official samples are collected by inspectors to check for violations of state law. The department may impose a "stop sale" order on seed that are in violation of the law. The germination of seed can be affected by length of storage time and environmental conditions such as heat, (Continued on Page 12) Pick-Your-Own Edition Scheduled May 27 The Market Bulletin will publish its special Pick-Your-Own . Brucellosis is a bacterial disease that causes abortions and infertility in cattle. The disease is contagious to humans and is known as undulant fever. Georgia was. once one of the "dirty dozen," the 12 states with the most brucellosis infection. "We have made great strides in the past few years in order to eradicate the disease," said. Georgia Commissioner of Agriculture Tommy Irvin.
