I've noticed that cat and dog food products have nutritional labeling similar to that which is on the food I buy for my family. The guidelines and standards for the nutritionminfonnationli~edonanimm feed is set by the Association of Feed Control Officials (AAFCO). This nonprofit association of federal and state officials develops guidelines for production, labeling and sme of animal feed. These standards require that animal feed be formulated to meet specific nutritional profiles based on the needs of the target animal. In addition, manufacturers are required to conduct tests that attest to the fact that animms that are fed the feed products will thrive. Our Plant Food, Feed and Grain section samples animal feed from manufacturers and demers throughout the state but these tests are conducted to verify the accuracy of the label with regard to content. General Assembly Legislation that will require cotton warehouses and gins to obtain written permission from producers before transferring or selling their cotton has been passed by the Georgia General Assembly, Georgia Agriculture Commissioner Tommy Irvin recently announced. AHiItule Ouwfly More Charges Result Of Dept. Investigation Further investigation by the Georgia Department of Agriculture has led to additional charges for a Gilmer County woman arrested March 19 on 46 counts of animal cruelty, according to Georgia Commissioner of Agriculture Tommy Irvin. The new discoveries bring the num~er of animal cruelty charges filed against Hess to 63. Other charges have been filed against her as well. Jane Hess was arrested by the Gilmer County Sheriff's Department after an initial investigation by the Georgia Department of Agriculture in cooperation with Gilmer County Sheriff Billy Bernhardt and Chief Deputy Andy Key. The agriculture departrrient began its investigation after Ms. Hess requested to be licensed as a dog breeder and the department received complaints from consumers who had bought diseased puppies from her. After the arrest, 75 dogs and puppies as (Continued on Page 12), Commissioner Irvin worked closely with Representative Bob Lane of Statesboro and other lawmakers to develop the legislation in response to a crisis in Bulloch County and the surrounding area in which up to $17 million worth of cotton receipts may have been misappropriated by a local cotton broker. Commissioner Irvin said the legislation will help protect cotton farmers from losses if a crisis like the one in Bulloch County develops in the future. "This is a tragic situation that may result in some cotton farmers in southeast Georgia having to give up farming," Commissioner Irvin said. ''I'm hopeful that the court system will be able to resolve the present crisis, but our legislation should keep this from happening again." The legislation, which came as an amendment to an agriculturally-related bill already moving through the Assembly, will require an initial receipt to be issued in the name of the cotton producer when he deposits cotton to be stored. Transfers or sales from the cotton producer must then be authorized by the producer in writing before the sale can be finalized. "This is a common sense approach to cotton trading that doesn't create red tape, 'but will provide some protection for everyone involved in cotton trading," Commissioner Irvin said. "I feel confident that Governor Miller will sign the bill into law very soon." .
