Agriculture Day is observed each year to promote unity in the food and agricultural community and to provide an opportunity for the non-fanning public to learn more about agriculture. To highlight the vital contributions farmers and agribusinesses make to our state and the nation, the Georgia Department of Agriculture and the Georgia Agriculture in the Classroom Council Inc, sponsored a statewide essay and photo/art contest for Georgia students: On March 20, winners of the various contest categories will be announced during a ceremony at the Georgia Department of Agriculture. Commissioner Tommy Irvin will present a cash prize and a special certificate of recognition to all the winners. Those students receiving Honorable Mentions for their entries also will be recognized during the ceremony. Scottie Mayfield, .president of Mayfield Dairies, will be the guest speaker at the event. Before the ceremony March 20, the first, second and third place. winners of the ph,oto/art category will appear with Commissioner' Irvin on the "Good Day Atlanta" program which is broadcast at 7 a.m. weekdays over the Atlanta FOX network affiliate WAGA TV channel 5. Also, Governor Zell Miller will bring greetings to the winners at the State Capitol and present the Commissioner with a special proclamation designating March 20 as Agriculture Day in Georgia Wmners and Honorable Mentions of the contest will be listed in the March 25 issue of the Market Bulletin, and some of the winning entries will be published as space allows. Commodities Coming To State's Welcome Centers Area marketing' coordinators for the Georgia Department of Agriculture are planning promotional events .featuring Georgia-grown commodities at several of the state's Welcome Centers. Department representatives will be on hand at the Welcome Centers to provide free samples of Georgia agricultural commodities as well as recipes, . nutritional information and issues of the Farmers and Consumers Market Bulletin. Irvin recently answered questions from reporters after announcing proposed legislation concerning cotton marketing in front of the Bulloch County Judicial Annex. USDA 'PWi'UUtt Funding Provided for Fish, Wildlife Habitats u.S. Agriculture Secretary Dan Glickman recently announced that the U.S. Department of Agriculture's Wildlife Habitat Incentives Program (WHIP) will provide $24 million during FY 1998 to help landowners improve fish and wildlife habitat on their private lands. Georgia's share is $620,929. "WHIP continues the traditioIl<-of our conservation programs." Glickman said. "It is a voluntary incentive-based approach which operates from a fundamental belief that given the proper technical and financial resources, farmers want to do right by the land." WHIP is administered by the USDA's Natural Resources Conservation Service (NRCS). It is designed to be flexible enough to improve habitat for all types of fish and wildlife. Priorities are developed through a locally led process in each state to identify the type of habitat or species that local people wish to target for improvement. NRCS provides technical assistance, including helping participants prepare a wildlife habitat development plan, and financial assistance -'up to 75 percent of the cost of implementing practices, such as planting native vegetation, streambank restoration, and aquatic habitat restoration. Potential participants should contact their local USDA Service Center for further information. Georgia Commissioner of Agriculture Tommy Irvin recently announced in Statesboro pending legislation that would require cotton warehouses and gins to obtain written permission from producers before transferring or selling their cotton. The proposed legislation was drawn up by Irvin in response to a crisis in Statesboro and the surrounding area in which up to $17 million worth of cotton receipts may have been misappropriated by a local cotton broker. . Farmers, gins and cotton mills have made claims that the broker may have sold some of the cotton without the farmers' permission. Some farmers were given checks that bounced, and others were never paid at all. Irvin's announcement came during an Ogeechee Circuit Superior Court hearing in Statesboro that listened to claims by farmers, gins, brokers and mills about who is the lawful owner of the cotton in question. Some of the cotton bales in question may be returned to the producers. Irvin said the crisis in Statesboro is unprecedented in Georgia history. (Continued on Page 12) Special Handicraft Editon See Pages 11-12 Department Coordinates Hay Shipments To Areas Affected by Recent Flooding Due to the recent flooding in southwest Georgia, the Georgia Department of Agriculture has received requests from farmers and ranchers for assistance in locating hay. With pastures covered in floodwaters, livestock have been unable to graze in some areas and farmers have had to feed more than normal amounts of hay. On March 11, 250 head of cattle had to be moved from a flooding area in Miller County. The same day the department received a donation of 75 rolls of hay and the department coordinated the shipment with the Georgia Forestry Commission to deliver the hay to the site. The Georgia Department of Agriculture is continuing efforts to help get hay to' farmers and ranchers in these areas. The Albany State Farmers Market, located at 701 Gaines Avenue in Albany, has been designated as a receiving and distribution site for donated hay. Any farmers or ranchers who have hay they are willing to donate may call Buddy Wrenz in Albany, at (912) 430-4245 or Dr. Paul Williams in Atlanta at 1-800- 282-5852 (toll-free statewide). Department personnel will be at the market during. normal business hours, 8 a.m. - 4:30 p.m.,to receive and distribute the hay to farmers and ranchers on a case by case basis. "I urge all Georgia farmers not in areas affected by flooding to notify our department if they have any hay to donate," said Georgia Commissioner of Agriculture Tommy Irvin. "Our department will continue to work with other agencies to coordinate efforts to get hay to affected farmers as soon as possible!'
