GEORGIA DEPARTMENT OF AGRICULTURE TOMMY IRVIN,COMMISSIONER Voi.SO, No. 1________________ Wetlands Reserve Signup Now Continuous, Flexible Landowners with qualifying wetlands can sign up for the Wetland Reserve Program (WRP) at their own conve nience with the new continuous signup offered by the U.S. Department of Agriculture's Natural Resources Conservation Service (NRCS - formerly the Soil Conservation Service). During previous signups, WRP was offered only during a brief period each year. This third WRP signup, which began Oct. 1 with the passage of the 1996 Farm Bill, gives Georgia's landowners more flexi bility in their farming operations. The WRP helps protect and restore degraded or altered wetlands. Eligible WRP land can be entered into permanent easements, 30-year ease ments, or restoration cost-share agree ments (10-year agreements). Eligible land for permanent or 30-year easements must have been owned for 12 months (except in a case of inheritance) and the owner must have clear title to the land. Landowners interested in cost-share agreements only need to show evidence of ownership. The land must have the potential to contribute to the functions and values of a wetland ecosystem. Eligible lands include: -- agricultural land with restorable wet lands -- wetlands farmed under natural con ditions -- farmed wetlands --prior converted cropland -- commenced conversion wetlands -- farmed wetland pasture -- land substantially altered by flooding Restored wetland is land that has been restored to wetland conditions either privately or through a state or fed eral restoration program. Degraded wetlands eligible must have the hydrol ogy restored to 50 percent or more of original condition and maximize wildlife benefits. Land adjacent to wetlands must con tribute significantly to wetland values and adjacent land must not exceed 50 percent of the easement area. This includes uplands and non-cropped natur al wetlands. Conservation Reserve Program (CRP) is land eligible for WRP that is likely to return to production after the CRP expires and was not established to trees or alley cropping. Reparian areas are areas along a stream or other waterway that link two or more wetlands or conservation areas pro tected by an easement or other similar agreement. Now that the New Year has arrived and the weather has turned colder, many Georgians are stocking up on firewood for the winter. Although most firewood sellers are reputable and honest business people, there are some unethical people looking to make a quick profit from unin formed buyers. The Fuel and Measures Division of the Georgia Department of Agriculture regulates firewood sales within the state of Georgia; however, the department can not monitor each transaction between buyer and seller. The old adage, "an informed consumer is a smart shopper" certainly applies to firewood purchases. Consumers are advised to observe the following guidelines when buying fire wood to assure they get the quantity and quality they expect: * Purchase firewood only in measure ments of a `cord', which is exactly 128 cubic feet (usually stacked 4' x 4' x 8'), or fraction of a cord. According to Georgia Department of Agriculture regulations, wood of any type, sold as fuel for fire- In Georgia Agriculture Secretary to Host Forum U.S. Department of Agriculture Secretary Dan Glickman will conduct a regional listening forum for minority farmers to voice their concerns and prob lems with USDA services and program delivery. The forum is scheduled for 10 a.m., Monday, Jan. 6, at the Albany Civic Center located at 100 West Oglethorpe Boulevard in Albany, Georgia. Registration begins at 9 a.m. In addition to the Secretary, the listening panel will be made up of top USDA offi cials, USDA agency representatives, leg islators and members of a newly formed USDA civil rights action team. The forum is a regional event, and minority farmers anywhere in the South may attend and speak to the panel. Attending farmers will have an opportu nity at registration to sign up for fiveminute blocks to address the panel. All comments will be recorded and taken back to Washington for review and action. Secretary Glickman's expecta tions for the forum are to improve the department's outreach and service, uncover new ways USDA can build part nerships and, ultimately, bring about an intensified effort to help minority farmers continue their family traditions and remain on the land. Glickman also has initiated other mea sures to correct uneven service by the department: directing each USDA agency to establish outreach offices to work directly with minority constituents; call- ing for statewide listening forums to extend the results of the regional forum planned for Jan. 6; requesting investiga tions into discrimination complaints and the levels of minority participation in farm loan programs; and creating a civil rights action team to audit and recom mend , solutions to USDA civil rights issues inside and outside the department. The secretary has made civil rights enforcement the responsibility of every USDA employee, and has affirmed that he is "committed to creating an environ ment in which every customer who comes to one of our offices is treated fair ly, effectively and efficiently." The department also regulates these sales and requires bundled fire wood to be labeled by cubic measure, or by weight and count. The label also should include the name and address of the packer/distributor so that consumers will have a contact source for questions or complaints. * Avoid dealers advertising or repre senting firewood by terms such as "face cord," "truck load," "rack " or "pile." These terms have no measurable quanti ties and are not legitimate for advertising or offering firewood for sale in Georgia. * Department rules also require that, when designated by species, firewood must be within 10 percent accuracy as to the type or species. For instance, a cord may be advertised as 50 percent oak and 50 percent hickory as long as each of the figures is not off by more than 10 percent. * Shop around for the best price, wood quality and vendor. Some questions to consider are: Does the price include delivery and stacking? Will the wood fit the fireplace? Is the wood split? Is it aged hardwood? Can the seller provide you with references? * When firewood is delivered, make certain you "get a receipt," showing the seller's name, telephone number and address, as well as the date, price, quanti ty and kind of wood purchased. Also, if possible, write down the license plate number of the delivery vehicle. * If stacking is included, measure the wood once it is stacked. If stacking is not included in the selling price, ask the delivery person to wait while you stack the wood and measure it. In the event you cannot measure the stack at the time of delivery, do not use any of the wood until you can verify the quantity received.
