Although it can be sold earlier, the optimum time for selling and harvesting pine timber in Georgia is after 30 to 40 years of growth. The actual transaction of selling timber, however, can actually take 30 minutes or less. Our guest columnist this week is David Westmoreland, Director, Georgia Forestry Commission, P.O. Box 819, Macon, GA 31298-4599._____________ Most landowners only sell timber once or twice in a lifetime, while buyers pur chase timber on a regular basis --it's their job. Based on this single fact, it is obvious that the landowner can be at a disadvantage when all alternatives are not considered. This possible disadvantage can be eliminated through unbiased assistance from a registered forester. All registered foresters, in the public and private sec tors, are familiar with Best Management Practices (BMPs) and can identify vital timber sale factors, such as: streamside management zones, and roads and skid trails properly developed to protect water quality. The Commission offers services of registered foresters from the public sec tor, but maintains a policy on how many days foresters are allowed to work with a landowner. In many cases, this limited time fulfills the needs of a landowner. It should also be noted that Commission (state) foresters are not allowed to partic ipate in timber sales. In essence. Commission services are required to be general, while private con sulting foresters may be specific. Regardless of services obtained, any landowner selling timber should get com petitive bids before making a decision (at least three bids is a good rule of thumb). Statistical studies show that landown ers receiving professional assistance on timber sales receive an average of more than 50 percent greater return than those who sell without such assistance. Positive fringe benefits from professional assis tance include having more timber and more pine seedlings left after harvest -- in contrast to landowners who received no professional assistance. Contracts Only a properly written contract -- tailored to the needs of the buyer and sell er -- can protect both parties in a timber (Continued on Page 12) Naval Stores Industry Began When Ga. Was First Founded Prairie Dogs Naval stores products have been a part of Georgia agriculture since 1733 when stores production from 1880 until about 1905 when Florida took the lead. Georgia Illegal Importation Poses Possible Health Risk to Ga. Gen. James Oglethorpe brought the first settlers here. In a few years, this industry grew, as Georgia began to export tar, pitch, turpentine and rosins. A topic of Colonial legislation during this time was the regulation of naval stores, as minimum weight and volume were soon specified for a barrel of pitch, tar and turpentine, and the items were required to be checked for purity and quality before export. It turned out Georgia's pines proved to have a higher rosin content than the trees of other colonies, where the naval stores industry began. Because of this, the industry moved here on a large scale in the 19th Century, quickly prospering along the coast until the Civil War. The war almost ruined the industry, but large forest acreage still remained and forest products, including naval stores, became one of the most feasible industries for the state to develop. Turpentine distilleries began to move into southwest Georgia, and in 1872, regained its position as top producer in 1923. Except for improved methods of chip ping-trees and more advanced equipment for receiving and processing gum, the basic techniques of the tar and turpentine industry have changed little since its beginnings. In the early days, a cavity or "box" was cut into the base of the tree itself to serve as a reservoir for the gum. Boxes normally were cut eight to 12 inch es above the ground, and held about three pints of gum. The boxing system did have its disad vantages. After the first or second year of working a tree, the gum had quite a dis tance to ran before draining into the box. This caused the gum to harden on the sur face which resulted in a loss of turpentine content and in lower grade rosin. Also, gum accumulated around the base of the tree near the box, creating a fire hazard. But the greatest disadvantage was injury (Continued on Page 12) The Center for Disease Control and Prevention has issued a national alert regarding the potential public health risk of the disease, plague (Yersinia pestis infection), due to the translocation of prairie dogs. This alert reinforces the action taken by the Georgia Department of Agriculture in 1993 which banned the importation of prairie dogs into the state, according to Commissioner of Agriculture Tommy Irvin. The Center for Disease Control and Prevention issued the alert upon receiv ing reports of prairie dogs being trapped from the wild and sold as pets or research animals. In two instances, prairie dogs have been identified to have the plague. Humans handling infected prairie dogs can contract the disease via the bites of infected fleas or as a result of direct con tact with infected animals or tissues.
