Follow Safety Guidelines to Avoid Holiday Accidents The holiday season is usually a time of joy and celebration. But the happy holidays can turn into sadness if an accident results in the injury of a loved one. Accidents Georgia Commissioner of Agriculture Tommy Irvin and the students of Five Forks Middle School, Lawrenceville, give a rousing welcome to the new sea turtle exhibit at the Natural History Museum at the Rock Eagle 4H Center near Eatonton. The Georgia Department of Agriculture and the U.S. Environmental Protection Agency sponsored the sea turtle and pitcher plant exhibits. This museum, the center of the Environmental Education program conducted at Rock Eagle and other locations by the University of Georgia Cooperative Extension Service, features interactive exhibits, a discovery room, a media center, library and gift shop to teach young people about natural history, resources, agriculture and conservation. usually can be prevented, however, by taking proper precautions. Avoid letting them come in contact with curtains because some fabrics and other materials can ignite easily from heat or sparks. * If pets are in the home, they could knock the tree over or possibly try to jump into the tree. Callaway Gardens Offers Master Gardener Program Callaway Gardens, in conjunction with the Harris County Cooperative Extension Service, is offering a Master Gardener Program for gar deners of all skill levels. This pro gram, starting January 4, 1994, will be held Tuesdays and Thurs days from 2 to 4 p.m. It will con tinue through mid-March. The pro gram consists of a minimum of 40 hours of classroom instruction. This program equips the partici pants with indepth knowledge in a variety of gardening subjects. The Master Gardener Program is one of the most successful Cooperative Ex tension Service programs. Instructors for the program in clude experts from the Georgia Co operative Extension Service as well as Callaway Gardens' horticultur ists. Participants receive the newest edition of the Georgia Master Gar dener Handbook and additional lit erature on specific gardening topics covered. By mid-November pecan supplies were increasing as buying interests were declining. Most commercial buyers were only buying on an "as-needed" basis. Prices have declined from about $1.00 per pound (45% meat yield) the first week of November to the low 50s by November 19 as compared to more than $1.50 last year. There is little to no demand for fair to poor quality and smaller sized nuts. Soybeans. The soybean market vaulted higher due to sharp reductions in crop estimates by USDA. Look for a trading range to develop between $7.00 and $6.75 with a test of the chart gap between $6.52 and $6.72 likely. Com. The uptrend in corn prices remains intact with nearby futures supported above the $2.55 level. Small supplies will likely provide a firm floor in prices into next spring. Wheat. New crop wheat prices have staged a sustained rally since late July. Current new crop bids are near the $3.00 level and may offer good forward pricing opportunities for Georgia farmers. Canola. Canola prices have recovered very nicely from the news of the huge Canadian harvest. New crop bids for Georgia canola have moved sharply higher as well. Look to foward price on further strength. AWP Ukely To Increase Over Next 3-4 Months. Producers participating in the 1993 government price support/acreage control program for cotton should keep a watchful eye on the Adjusted World Price (AWP). The AWP is the "world price" of cotton (A-lndex) adjusted for U.S. base quality and location. The level of the A-lndex or world price is affected by world cotton supplies and demand. During the 1993 crop marketing season (which began on August 1) the AIndex has been mostly 54-55 cents per pound or better and the AWP has been about 14 cents under the A-lndex. If past world supply/demand and price history is any indication, the A-lndex should be higher than its current level. The A-lndex, therefore, may increase during the upcoming winter months. This would increase the AWP and reduce POP payments for producers of program cotton. NAFTA Passage Will Impact Peanuts. The peanut industry had much at stake during the recent vote on the North American Free Trade Agreement. Passage of the bill now means that U.S. peanuts will face competi tion from Mexico. Under terms of NAFTA, Mexico will be allowed to import 3,377 metric tons of peanuts duty-free during the first year of the agreement (1994). A tariff will be placed on any imports above the duty-free amount. Tariffs will be reduced and the dutyfree amount increased over a 15-year period. University of Georgia research indicates that given the tariffication schedule, Mexican peanuts would quickly (within 2-3 years) become price competitive with U.S. peanuts given the current level of peanut price supports. In the final analysis, the extent of the impact will depend on Mexico's ability to expand from its current relatively minor level of peanut production. This will depend on relative profitability of peanuts versus other crops and investments in infrastructure (buying, drying and shelling facilities). Mexi can peanuts will also need to conform to U.S. quality standards. Imports from Mexico would displace U.S. quota and possibly lead to reduced price support levels. Time For Dairy Farmers To Consider Assessment Refund. By the end of the year Georgia dairy farmers will have paid an average of 14.7 cents per cwt. to the Federal government to help cover the cost of the milk support program. Producers can claim refunds of the assessment if they did not sell more milk in 1993 than they did in 1992. There are four groups of dairy farmers, as far as the refund is concerned. In the first group are those dairy farmers that will have less milk sales in 1993 than they had in 1992, even if they do not make any adjustments in production. They should apply for the refund as soon as they have the final production figures for the year. The second group consists of the farmers where milk sales will be at least 2.5% or 3% more than 1992. These producers will likely find it unprofitable to reduce sales by the amount required to obtain the assessment refund. The third group is dairy farmers where projected 1993 marketings are less than 1% greater than 1992 marketings. These pro ducers may be able to dump the excess milk and increase profits. However, it would be even better to reduce production and increase savings by not producing the milk. The fourth group of dairy farmers are those with sales increases of between 1% and 3% during 1993. These dairy farmers may or may not find it profitable to reduce the amount of milk they market in 1993 to the amount they sold in 1992, and should consider strategies to reduce sales. This group must use a sharp pencil to determine if the refund and cost savings are greater than the lost income. Cost savings can be achieved in several ways. One way is to dry up cows which will cut feed cost in half. There will likely be other savings as well. Examples are hauling charges and assessments. Culling the cow will produce even further savings. You can use your farm management records to determine additional savings. In your decision-making, do NOT forget about 1994's assessment and rebate. Cutting milk sales in 1993 will reduce the base on which the 1994 refund will be calculated, and given the likely increase in the level of assessment, reduce your ability to get a rebate on the higher assessment in 1994.
