Christmas Trees Christmas tree-growing in Georgia is believed to have begun sometime in the 1950s. The Georgia Christmas Tree Association began in the late 1950s with goals of improving the quality of Georgiagrown Christmas trees, and improving the industry statewide. Membership has varied with the number of active Christmas tree organizations, and currently includes some 150 growers and others Our guest columnist this week is Bob Williams, President, Georgia Christmas Tree Association, 3050 Ellis Road, Kennesaw, GA 30144.' involved with the Christmas tree industry. The GCTA, affiliated with the National Christmas Tree Association, holds spring and fall meetings each year, allowing members to network with others, visit farms throughout the state, and gain the latest information on topics such as: silvicultural techniques; how to shear; insect, disease, and weed control; new species development; and marketing techniques. GCTA has many ongoing projects to benefit members, but one of the oldest and most successful is the seedling program. From the beginning, emphasis has been to provide the grower with a high-quality source of planting stock. The GCTA does this by securing and maintaining genetically-improved seed and having these grown as seedlings for its members. Over the years, GCTA has provided planting stock for other state growers' associations. Currently, Virginia Pine, Leyland Cypress, and Red Cedar are being grown for delivery to members this fall. One of the more exciting new projects is the long-range research and development of vegetatively propagating cuttings from trees superior in form and insect and disease resistant for Christmas tree production. This is being carried out under a contract with a major nursery organization here in the South, and the first cuttings should be available for members this fall. The GCTA is looking at several new projects including a toll-free 800 consumer number available statewide to help Georgians find member farms. For an updated listing of pick-your-own produce farms in the state, see page 9. Grain Storage Ga. Producers Protected By Licensing Programs Georgia grain producers will soon be storing and selling their grains to elevators and warehouses throughout the state. But before they turn their grain over to a storage facility, farmers should be aware of state and federal regulations governing grain dealers and warehouses. Grain elevators storing commodities for the public are required to be licensed by either the U.S. Department of Agriculture or the Georgia Department of Agriculture. Under these licensing programs, public warehouse operators must* be bonded for financial and storage obligations, and they must maintain sufficient insurance to cover potential losses by fire or theft. The Georgia State Warehouse Act requirements for bonding range from a minimum of $20,000 to a maximum of $150,000. In addition, warehouse operators must file schedules of storage and handling charges with the appropriate regulatory agency and submit financial statements on an annual basis. Dealers who purchase grain directly from producers by company or personal check and/or delayed pricing must be licensed and bonded as required by the Georgia Grain Dealers Act. Operations or individuals who are not licensed may not lawfully purchase grain unless full payment is made by U.S. currency, certified check or cashier's check at the time of sale. (Continued on Page 12) The $496 billion deficit reduction package signed by President Clinton will make changes in a number of federal farm programs and related U.S. Department of Agriculture programs and will reduce direct spending by $3 billion over the next five fiscal years. Some of the major program changes are outlined below. Conservation Reserve The agreement limits overall enrollments of land in the Conservation Reserve Program (CRP) to 38 million acres through calendar year 1995. This represents a reduction in the size of the CRP compared with current law which requires USDA to enroll between 40 million and 45 million acres in the combined CRP and Wetlands Reserve Program (WRP) by the end of 1995. He said it is safer to use than other sprays or dusts that contain harsh chemicals. Pyrethrum is a natural insecticide that is made from the pyrethrum flower (Chrysanthemum cineraiifolium). It is generally safe for warm-blooded animals, but effective in controlling many insects, both beneficial and harmful. It is nontoxic to bees and ladybug larvae in smaller doses, but when the amount is increased, it can be fatal to them. Insects are paralyzed by pyrethrum and sometimes jump around before the paralysis sets in. If they do not receive a lethal dose, however, they will revive completely. The insecticide rapidly breaks down into substances that are harmless to the environment. If you treat your pet with pyrethrum, it will not have the problem of insecticide build-up which may occur if you treat the house and pet and/or yard at the same time with other types of pesticides. Federal Crop Insurance Provisions outline a reduction in spending for the crop insurance program by $14 million in FY 1994 and a total of $501 million over the next five fiscal years. The agreement requires the Federal Crop Insurance Corporation (FCIC) to take necessary steps to improve the actuarial soundness of the program in order to achieve an overall loss ratio of not greater than 1.1 to 1 by FY 1996. Market Promotion Program The new budget agreement caps annual expenditures for the Market Promotion Program (MPP), which promotes sales of U.S. agricultural products abroad, at $110 million through FY 1998. The agreement also directs USDA to implement certain reforms of the MPP program, including barring the use of MPP funds for activities to develop, maintain, or expand overseas markets for tobacco. Farmers U.S. Secretary of Agriculture Mike Espy declared 154 Georgia counties as primary disaster areas Aug. 10 due to significant production losses as a result of the summer drought, according to Commissioner of Agriculture Tommy Irvin. The five remaining Georgia counties were named as contiguous disaster areas. The declaration essentially means that all eligible Georgia farmers will be able to apply for low-interest emergency loans from the Farmers Home Administration, according to Irvin. In addition, President Clinton signed the $5.7 billion disaster bill last Thursday. Besides providing direct relief to flood victims, the package will provide direct funding to farmers who have suffered extensive losses due to drought and flood conditions. Producers who have suffered significant crop losses should contact the.ir local Agricultural Stabilization and Conservation Service (ASCS) office for information on this and other drought relief programs. Christmas Trees Tree Growers (Continued from Page 1) marketing program for member trees is being de signed by a marketing con sultant under contract to the GCTA. When the Georgia Na tional Fair first began in Perry, Ga., the GCTA joined with the Fair staff in spon soring a statewide Christ mas tree and wreath con test. Here, each year in Oc tober, thousands of visitors to the fair not only can see the pick of the crop of Geor gia-grown Christmas trees, but they also are given a brochure containing a list and map of all Georgia Christmas tree farms where trees are sold. The Georgia Christmas Tree Association will hold its fall meeting at Bent Tree Resort near Jasper, Ga., Sept. 18-19. The Saturday and Sunday program is de signed to offer the new or beginning grower some of the basics of growing real Christmas trees. The techni cal program on Saturday will be presented by a com bination of state scientists and experienced growers. A Sunday morning field trip is planned to the Forest Davis Farm near Dawsonville. Demonstrations are planned using equipment developed for the Christmas tree in dustry. Several vendors will be at the meeting offering tools and supplies to the Georgia Christmas tree industry. We would like to invite any one currently growing trees or who is interested in grow ing Chrismtas trees to trie meeting. For the new or interested non-member grower, the registration fee has been waived for this meeting. A cookout is planned for lunch, and a banquet with a speaker will be held on Saturday.
