MARKET BTJLLETIIM GEORGIA DEPARTMENT OF AGRICULTURE TOMMY IRVIN,COMMISSIONER Vol. 76, No. 32 Wednesday, August 11,1993 'Copyright 1993 Drought Losses Impact 157 Ga. Counties U.S. Deputy Secretary of Agriculture Richard Rominger recently toured Georgia to assess crop damage as a result of ongoing high temperatures and dry weather. Georgia Commissioner of Agriculture Tommy Irvin led the USDA official on a helicopter tour of the state which made stops in Burke, Washington and Morgan Counties. Irvin (left) and Washington County Extension Agent Sidney Law showed Rominger how the drought is preventing peanuts from properly pegging. Rominger pledged that Georgia farmers suffering drought losses would be assisted just as those producers experiencing devastation due to flooding in the Midwest. Fresh Vegetable Auction Alive and Well At State Farmers' Market In Thomasville A produce auction may be a thing of the past in some parts of the state, but that's not the case in Thomasville, Ga. Founded in in 1936 and operated by the Georgia Department of Agriculture, the Thomasville State Farmers' Market is the only remaining Georgia auction market for fresh vegetables. But that's not to say this auction is a small-time operation. In fact, this market sells more Georgiagrown vegetables than any other facility in the state, totaling sales figures of $22.7 million during fis- Special Handicraft Edition See ads.......................Pages 11-12 Handicraft Notice The next handicraft edition of the Market Bulletin is scheduled for Sept. 22. The deadline for notices is Sept. 8. A signed statement must be included with each notice indicating that the handicraft item was made by the individual advertiser, and not purchased for resale. Otherwise, the ad will not be published. cal year 1992. On a typical afternoon, trucks line up at the entrance of the market with loads of just-picked vegetables from surrounding southwest Georgia fields. Operating six days a week during peak harvest season, the auction begins at 2 p.m. with bidding, each hour on the hour until about '7 p.m. Randomly-selected hampers of yellow and zucchini squash, pole and snap beans, field peas, okra, peppers, cucumbers, eggplants, tomatoes and other produce items are pulled and displayed for prospective buyers who competitively bid and purchase entire truckloads of vegetables. The highest bidder walks away with the product which will go to retail food outlets in Georgia and the eastern United States. "The beauty of this marketing method is it affords small truck farmers the opportunity to harvest their crops and sell them on equal footing with larger producers," said Georgia Commissioner of Agriculture Tommy Irvin. The Agribusiness Committee of (Continued on Page 12) Crop Damage Assessment Reports (DAR's) requested by Governor Zell Miller indicated that 157 out of Georgia's 159 counties have suffered a minimum of 30 percent loss county-wide of at least one crop due to ongoing drought conditions. Since contiguous counties are in- cluded in disaster declarations, eligible producers in the entire state will potentially have access to federal assistance. The damage reports were forwarded to the U.S. Department of Agriculture in Washington, D.C. last week. Once reviewed, U.S. Sec- retary of Agriculture Mike Espy will designate qualified counties as agricultural disaster areas due to continued dry weather and unre- lenting high temperatures. "This is the quickest response we have ever had from Washington in dealing with drought relief," said Commissioner of Agriculture Tommy Irvin. "I feel that it underscores the Administration's commitment to assist farmers who have suffered extensive losses due to flood and drought devastation." At press time, the U.S. Senate bill, which would provide direct financial assistance, had cleared the U.S. House of Representatives and was awaiting President Clinton's signature. The Senate's disaster package includes $5.8 billion in relief funds. On a recent visit to Georgia, U.S. Deputy Secretary of Agriculture Richard Rominger pledged speedy turn-around on disaster payments once funding was approved. Producers are urged to file for losses at their local Agricultural Stabilization and Conservation Service Office (ASCS). In addition, the following Georgia counties have already been approved for the Emergency Feed Program and Emergency Haying and Grazing. Contact your local ASCS for details on how to apply for these programs. (Continued on Page 12) ag consumer line... Can you tell me where I can have my cattle brand registered? Heavy duty aluminum foil can be used as a freezer wrap, according to home economists with the Georgia Extension Service. It is wise to use an overwrap also, because foil can be torn and punctured easily. Light weight (household) foil should not be used for home freezing. This is the only true remaining auction market for fresh vegetables in the state. During peak season, the auction operates six days a week. The hourly vegetable auc tions give small truck farmers a chance to sell their crops on equal footing with large producers. Produce Auction (Continued from Page 1) the Thomasville-Thomas County Chamber of Commerce has acknowleded the existing market has reached its capacity. Yet, with the current expansion of Georgia's veg etable acreage and projections for continued growth, demand for the facility is expected to rise. Fortun ately, the U.S. Department of Agri culture has recognized the develop ment potential of the Thomasville Market, having designated funds to begin a study during the 1993 pro duction season to evaluate whether the current facility is adequate to handle the vegetable volume. If the study indicates it is not, the USDA will recommend the size operation and layout necessary to accommo date the growth. Although the Thomasville Mar ket, specializes in vegetables, it also features a thriving pecan buying and shipping operation, as well as a growing retail section where cus tomers can shop. The Thomasville State Farmers' Market is located at 502 Smith Avenue. For more information, call the market at 912-225-4072. On July 1, 1993, the Georgia Department of Agriculture adopted new Rules affecting the operation of the FARMERS & CONSUMERS MARKET BULLETIN. The editor has condensed these into publication guidelines which are as follows: * All advertisements published in the Market Bulletin must relate to the farming/ agricultural industry or be a part thereof; any and all item(s) submitted for sale through the BULLETIN must meet at least one of the following criteria: 1) must be produced by the advertiser on his/her own farming operation, 2) must be made by the advertiser from materials on his/her own farming operation, 3) must be owned and used by the advertiser on his/her own farming operation for a period of at least 90 days prior to offering for sale through the BULLETIN. * Businesses, corporations, dealerships or other commercial enterprises are not allowed to advertise in the MARKET BULLETIN. Commercial is defined as intended for mass market; handling large quantities of product for distribution (i.e., more than normal household or farm quantities); supported by advertisement (i.e., advertisement in publications other than the BULLETIN; listed as "business" in telephone directories or "yellow pages", etc.). Other indicators include, but are not limited to, holding business licenses and holding regulatory licenses/permits/registrations. * The editor has the authority to designate the length of ads and the number of ads that may be placed by a family unit in any issue of the BULLETIN. Currently, only one (1) notice may be placed by any family unit in any one category in any issue of the BULLETIN. Family unit refers to all individuals sharing the same residence, address or telephone number. * Each notice submitted for publication must be in writing, legible, on a single sheet of paper separate from any other notice, and be accompanied by the name of the category and the name, mailing and street address(es) and telephone number of the person submitting the same. At the end and below the text of the notice, the following statement must be included and signed by the person submitting the notice: I hereby certify that the above notice meets all the necessary requirements for publication in the FARMERS AND CONSUMERS MARKET BULLETIN. " Items for sale or services offered in any notice must conform to all laws and regulations covering sale and movement of the same. Ads for some categories must meet certain requirements. Advertisers are advised to review requirements under ad categories before submitting their notices. Note: Due to space limitations, all ad guidelines cannot be listed in the BULLE- TIN each week. Advertisers who have questions concerning these guidelines may call 1-800-282-5852, 8 a.m. - 4:30 p.m., Monday - Friday, or write: Market Bulletin, Georgia Department of Agriculture, 19 MLK Jr. Drive, Atlanta, GA 30334. Ads will be published only once each time submitted unless the advertiser specifies in writing on the notice that the ad is to be published more than one week. Ads may be published consecutively up to a maximum of four (4) weeks. A new notice must be submitted after each maximum 4week period if the advertiser wants the advertisement to continue. Ads cannot be taken via telephone. Ads are computer referenced by telephone number, so it is essential that the advertiser's telephone number be submitted with each ad. Advertisers who do not want a telephone number printed in their ads should note this fact on the face of the advertisement furnished to the BULLETIN. There is a 20-word limit for advertisements; name, town, phone number or name and complete address must be included in the 20-word limit. The MARKET BULLETIN reserves the right to edit notices. Georgia residents only may advertise in the MARKET BULLETIN with the following exception: out-of-state residents may advertise only in the Out-of-State Wanted category. Ads must be received no later than Wednesday noon in order to appear in the following week's paper. Send ads to: MARKET BULLETIN Ga. Dept. of Agriculture 19 Martin Luther King Jr. Drive Atlanta, GA 30334 Farmland Edition Planned The next farmland edition of the Market Bulletin will be published Sept. 15. Deadline for this issue is Aug. 25. Only farmland may be advertised. Land tracts must be at least five acres in size and located in Georgia. Indicate acreage and county where your property is located. Ads must be submitted by the individual owner. No real estate bro kers or agents are allowed to advertise. Descriptive terms should be limited to those characterizing the farm prop erty or agricultural structures. Detailed descriptions of non-related farm struc tures will not be included. Only one ad per household per farmland section is permitted. For best results, include the price of the property in the notice. Farmland ads cannot exceed 30 words in length.
