Cultivating plants is often just a beginning, opening up possibilities for future research, education and reintroduction of plants to natural ecosystems. Plants in cultivation, like those found at the Atlanta Botanical Garden, lend themselves to research in a way that wild populations do not. Botanical gardens are uniquely suited to undertake research on the Our guest columnist this week is Robert E. The information provided by research, such as that being done at the Atlanta Botanical Garden, is essential to reintroduce plants back into the wild and to provide material for restoring natural habitats. Another valuable use of the plant collection at the Atlanta Botanical Garden is to alert the public to conservation issues. Backed by good interpretive guides and skilled presentation, our collections of rare plant species have helped build enthusiasm to conserve plants. Indicative of the work presently underway at the garden is staff participation in a program to save a rare carnivorous plant found in Georgia called the purple pitcher plant. With only 30 plants known to exist in the entire state, staff members work diligently to procure divisions of this endangered species for growing in the protected greenhouse facilities. Later, fully grown plants will be placed back into their natural environment, possibly saving them from extinction. Department of Agriculture^ annual fa3rm financial survey currently is being taken of more than 24,000 farms nationwide, including approximately 600 farms in Georgia, according to Larry Snipes of the Georgia Agricultural Statistics Service. Georgians who participate will represent Georgia farmers in the national sample, Snipes said. Farmers' time and cooperation are asked so that the survey will present an accurate, current picture of agricultural economic conditions to farm policymakers, researchers and to farmers themselves. The Georgia survey began Feb. 15 and is expected to continue until March 30. Those selected for interviews will be notified (Continued on page 12) Black History Month Georgia consumers have come to expect a safe, consistent and abundant food supply. Whether at Momand-Pop neighborhood stores or modern supermarkets, shoppers expect to find wholesome food, sanitary conditions and certain conveniences such as a return policy in the event of problems. These conditions are largely a result of comprehensive regulatory efforts by the Georgia Department of Agriculture. Such efforts them- selves may be taken for granted: many shoppers are not concerned with how food stores are inspected; they just expect safe food and clean stores. But what about salvage foods, those items that, because of accidents, mishandling or other factors, are sold outside normal retail channels? Can consumers be certain that these food products are regulated as well? The answer is yes, according to Georgia Commissioner of Agriculture Tommy Irvin. "Salvage food operations are subject to the same strict licensing, inspection, labeling, storage and handling requirements as any other food store," Irvin said. These requirements include the sanitation and structural integrity of buildings, lavatory facilities, utensils and equipment, cleanliness of employees, transportation, false or misleading advertising, damaged food containers, distressed merchandise, salvageable foods and single service utensil items, expiration dates and open dating, to name just a few items covered by the department's food division regulations and the Georgia Food Act. "Salvage food sales are a large, although not highly visible, segment of Georgia's, or any state's, food industry," Irvin said "We believe that the best way to approach the regulation of such a large and diverse industry is through fairness and uniformity. This approach has proven to work in the best interests of all food sales establishments, including salvage dealers, and in the best interests of consumers." (Continued on page 12) Carver Revitalized South's Economy ag consumer line... February is Black History Month, a fitting time to recognize one of America's greatest agricultural scientists, George Washington Carver. Carver, perhaps more than any other individual, helped to save the economy of the South by convincing farmers to plow under cotton fields and plant peanuts instead. He revolutionized the Southern agricutural economy and developed more than 300 products from the peanut, including milk, cheese, ink, vinegar, coffee, soaps and wood stains. Rather than limiting his research to peanuts, Carver created 118 products, including rubber, from sweet potatoes, and 500 dyes from 28 kinds of plants. This internationally acclaimed researcher came from extremely humble beginnings. Born into slavery on a Missouri plantation, Carver's birth was considered so insignificant that the date was not recorded. His parents were kidnapped soon after his birth, and George and his brother were raised- by the plantation's owner, Moses Carver. If so, what is the best location for this herb and when should it be planted? A: Sage can be started from seeds or cuttings and it can be set out in the spring or fall in Georgia. You can start seeds indoors in March, which is a month earlier than you would start them outdoors. Plant seeds 18 inches apart in full sunlight in an area that is protected from the wind, if possible. Sage grows best in neutral soil with a good supply of calcium and plenty of moisture. Compost also may be added to the soil for fertilization. During his years of research he developed numerous agricultural products, including more than 300 uses for peanuts. Since February is designated as Black History Month, the Market Bulletin would like to share the following recipes in recognition of George Washington Carver. The recipes were published in 1925 in Carver's Bulletin No. 31 entitled "How to Grow the Peanut and 105 Ways of Preparing it for Human Consumption." MOCK CHICKEN Blanch and grind a sufficient number of peanuts until they are quite oily; stir in one well-beaten egg; if too thin, thicken with rolled bread crumbs or cracker dust; stir in a little salt. Boil some sweet potatoes until done; peel and cut in thin slices; spread generously with the peanut mixture; dip in white of egg; fry to a chicken brown; serve hot. PEANUT BARS 2 cups flour 1/2 cup milk g 1/2 cup sugar 2 tablespoons butter 1 cup coarsely chopped peanuts g 1 teaspoon baking powder Pinch of salt Sift flour, salt, and baking powder into a bowl; rub in the butter, nuts, and sugar; mix to a rather stiff dough with the egg and milk; turn on to a floured board, and roll out two-thirds of an inch thick; cut into bars of convenient size, and fry in fat until golden brown. If your garden or landscape lacks color in late Spring after your azaleas are gone, you can compensate for the lack of color by planting grancey graybeard and Japanese Maple. February is a good time to pre pare new planting beds or to im prove established beds. Add about two to four inches of organic matter, such as compost or peat moss, to the existing soil and mix to a depth of eight to 12 inches. This will help hold the soil nutrients and also improve the water holding capacity of the soil. Contest Deadline Nears The Feb. 25 deadline is fast ap proaching for the 1991 Agriculture Day Contest coordinated by the Farmers and Consumers Market Bulletin and the Georgia Agribusi ness Council. But remember, entries postmarked after Feb. 25 cannot be accepted. Farmland Edition Planned in March The next farm land edition of the Market Bulletin will be published March 20. Deadline for this issue is March 6. Only farm land may be adver tised. Land tracts must be at least five acres in size and located in Georgia. Indicate acreage and county where your property is located. Ads must be submitted by the individual owner. No real estate brokers or agents are allowed to advertise. Descriptive terms should be limited to those characterizing the farm property or agricultural struc tures. Detailed descriptions of nonrelated farm structures will not be included. Only one ad per household per farm land section is permitted. For best results, include the price of the property in the notice. All notices must be received in writing by the March 6 deadline. Salvage food companies in Geor gia range from very small busi nesses just starting out to large, long established companies. They may sell fresh and frozen meats or fresh and frozen fruits and vegeta bles. A large percent of salvage sales consist of canned or dried food items which do not require refriger ation, although salvage food firms are not exempt from requirements for transporting or storing foods that do require refrigeration. All salvage food companies in the state must obtain a Food Sales Establishment License from the Commissioner of Agriculture, and must display this license conspicu ously in the place of business. Sal vage food stores are inspected on the same regular basis as other food stores, approximately every two months or more often if needed. Only a few food products in the state (infant formula, milk, eggs, and prepackaged sandwiches) are required to carry a sell-by or expira tion date, and the dating of other food items is voluntary. Salvage foods originate largely from accidents which occur in the normal operation of food processing, transportation and storage. For ex ample, a fork lift may damage some but not all of the items on a pallet; or a fire in a warehouse may not damage canned food items but may leave smoke stains on the labels. When such accidents occur, food companies often reduce their losses by selling the food items to salvage companies at a greatly reduced price. However, some food chains and manufacturers prefer to handle the distribution of their salvage items internally, perhaps through donations to community food banks or other charities. If the the foods are not damaged, the labels are not obscured and the containers are not compromised, the items may be sold legally for sal vage. State law specifically prohib its the sale of damaged food prod ucts, including those in swollen or excessively rusty cans, those in boxes or packages having openings which may expose the contents to contamination, or those foods in packages or cans in which the re quired labeling information is ille gible or absent. In addition, dis tressed merchandise must be sepa rated from other food items to prevent possible contamination. While food items with only minor or cosmetic damage may be sold legally, there is still judgement re quired on the part of consumers as to what constitutes acceptable or excessive structural damage.
