MARKET BTJLLETIIM u GEORGIA DEPARTMENT OF AGRICULTURE TOMMY IRVIN, COMMISSIONER Vol.78, No. 17 'As You Sow' Theme Of Stewardship Week There are lots of ways to say that folks will generally get what's coming to them. In the Bible, Galations 6:7, it says "Whatsoever a man soweth, that shall he also reap." Nowhere is this admonition more true than in our treatment of soil and water resources. That is the point of the 1991 observance of Soil and Water Stewardship Week, April 28 to May 5. It is sponsored in Georgia and the U.S. by soil and water Our guest columnist this week is T. Larry Nix, president, Georgia Association of Conservation District Supervisors, P.O. Box 8024, Athens, GA 30603 conservation districts and their national association, the NACD. The theme this year is "As you sow." Stewardship of the land asks nothing of us that we can't deliver. It asks for just plain good management of our soil and water resources. Being a good steward means using soil and water in such a way that neither is wasted or otherwise abused. We can farm our land and grow good crops without mining the soil. We can allow the land to replenish topsoil as fast as it is eroded, blown away or otherwise carried off. The rate at which topsoil rebuilds itself varies from one to five tons per acre per year. The trouble is, most of the cropland in Georgia is eroding at a rate much greater than that. This means that year after year, over and over again, we are allowing our land to lose more of its crop growing topsoil than is replenished through natural processes. The state average is 5.86 tons per year lost. There are an estimated 37 million tons of soil eroding just from the 6.3 million acres of cropland in Georgia each year. Current soil and water conservation programs, with limited money and manpower, are preventing the erosion of about 10 million tons of soil. Without this stewardship, the total would be ap- (Continued on page 12) Wednesday, April 24,1991 Pick Your Own Operations Popular j*av<3irable anil ^uit crops this ; year: "isy-iejccefll^^ ^itJh the ' ice With Ga. Producers and Consumers Pick your own operations appeal to consumers because such farms offer higher quality produce at lower prices than many retail outlets. In addition, some people simply enjoy harvesting their own fruits and vegetables as a form of recreation. Unless urban consumers are actively engaged in largescale home canning, their fresh produce needs usually are met by the local supermarket. Vegetables also are more readily available in rural areas, resulting in more competition among farms. According to Extension Marketing Economist William Mizelle, Jr., most vegetable buyers will drive about 15 miles to reach a pick your own farm, while fruit customers are normally willing to drive 15-30 miles. If the excursion is primarily for recreation, distance is less of a factor. ties may not raake a good . One potential disadvantage for consumers is that they must provide labor and transportation at a pick your own farm in exchange for lower prices. In some cases it may not be cost effective for customers to drive long distances. Vegetable operations especially need to be located close to popula- Grasscycling Week Promotes Conservation National Grasscycling Week will be observed April 21 - April 27, 1991, to promote the elimination of grass clippings from our nation's landfills. Grasscycling is the natural means of recycling grass clippings by leaving them on the lawn after mowing. It is a simple, effective lawn-care technique which helps conserve our landfills while saving time, work and money. The following information on grasscycling was provided by Dr. Gil Landry, Extension agronomist-turf and grasscycling program coordinator, University of Georgia Cooperative Extension Service, Athens, GA 30602. Time and Work Saved A recent study in Texas found grasscycling meant an extra mowing per month but required 35 minutes less per mowing by not bagging. After six months of grasscycling, these homeowners saved seven hours of yard work. No Thatch Buildup Thatch is a layer of living and dead organic material that can develop between the soil surface and the green leaves or base of the plant. Thatch generally becomes a problem when the thatch layer exceeds a depth of one-half inch. In the early 1960s it was commonly believed that grass clippings were a major part of thatch and that removing clippings would slow thatch development. However, research later determined that thatch buildup is caused by grass stems, shoots and roots. The clippings are rapidly decomposed and valuable nutrients are released into the soil. Proper Mowing Needed Proper mowing is the key factor to successful grasscycling. Mowing involves: 1) cutting the grass at the recommended height, 2) maintaining a sharp mower blade and mowing when the grass is dry, and 3) mowing often enough to remove no more than one-third of the plant height. For example, if a tall fescue lawn is being cut at two inches, it should be mowed when it reaches three inches. Removing mere leaf height than recommended can shock a grass by upsetting the bal- (Continued on page 12) (Continued on page 10) Ga. Firms Participate In NASDA Food Show More than 300 exhibitors from throughout the United States are scheduled to participate in the 1991 National Association of State Departments of Agriculture (NASDA) Food and Agriculture Exposition, April 30 - May 2, in Las Vegas, Nevada. Georgia manufacturers and exporters participating in the event include Chihade International Inc. of Stone Mountain, Lipsey Mountain Spring Water of Norcross, and Waltkoch Limited of Decatur. Over 1,000 visitors representing buying interests from processing, wholesale and retail food industries around the world are expected to attend the 1991 Expo. "Georgia was the first state to host this food show back in 1983," said Commissioner of Agriculture Tommy Irvin. "It is truly an event which showcases the wide variety of quality food products available in the United States, and we are proud to be able to assist the three Georgia companies participating in the exposition." The Food and Agriculture Expo, co-sponsored by NASDA and the Foreign Agriculture Service of the U.S: Department of Agriculture, is designed especially for small and medium sized companies to explore and enter international markets economically and to help large U.S. food manufacturers expand their present markets. Spread out the curtain and toss or rake leaves, twigs, weeds, etc. onto the surface. When you have accumulated a pile, pick up the four corners and carry it to the compost pile or wherever else you dump organic debris. Plastic shower curtains usually are strong and durable so they can be used over and over while saving you the expense of buying plastic bags. You've just received your monthly credit card statement bill ing you for more than $500 of mail order goods you never received and don't recall ordering. If you plan to use manure or sawdust in your garden, make sure it is aged. Fresh manure can burn your plants and unless it is com posted, it may also introduce weed seeds. Fresh sawdust will rob your garden soil of nitrogen, which may possibly deprive your garden crops. Fill an old hot water bottle with sand or sawdust to create an excel lent kneeling pad to use when work ing in the flower or vegetable gar den. Seeds that need to be soaked before planting, such as okra, can be placed in a wide-mouthed ther mos container with warm water overnight. Soak your clay pots in water for a few minutes before repotting your plants. This prevents the clay from absorbing moisture from the potting soil. Chances are you didn't. In fact, you may be a victim of the increasingly common practice of credit card fraud.. Allowing a mer chant to record your major credit card number and driver's license number on a check when making a purchase gives a thief the informa tion he needs to commit such a crime. Using your driver's license number as further identification, a thief can order goods in your name, charge them to your credit card number, and have them shipped to another address. However, consumer awareness and a bill passed by the Georgia Legislature during the 1991 session could significantly reduce the num ber of credit card fraud occurrences. Effective July 1, 1991, an amend ment to the 1975 Fair Business Grasscycling Week Promotes Conservation (Continued from page 1) ance between the leaves and roots. If the grass becomes too tall be tween mowings, raise the cutting height for the first mowing and then gradually lower it with later mowings until the proper height is reached. During stress periods such as summer drought, raise the cut ting height but continue mowing often enough to avoid excess leaf removal. All mowers can grasscycle and no special equipment is needed. How ever, many manufacturers have at tachments that may improve your mower's grasscycling performance. If your mower leaves unsightly grass clippings in small rows, close the discharge chute. Closing the chute forces the clippings to be cut into smaller pieces and spread more evenly over the turf. Many mowers have a trap door that can be low ered or attached manually. If your mower does not have a trap door, ask a lawn-equipment company sales or service dealer about install ing one. Recommended Mowing Heights For Various Grasses Centipedegrass 1 to 1.5" Common bemudagrass 1 to 2" Hybrid bermudagrass 0.5 to 1.5" Tall fescue 2 to 3" St. Augustinegrass 2 to 3" Zoysiagrass 0.5 to 1.5" Proper Fertilization Essential A fertilization program should be based on turfgrass needs, soil tests, maintenance practices, and desired appearance. A soil analysis can be obtained through your local county Extension office. Examples of the generally most useful fertilizer grades for turf are 16-4-8 and 12-4-8. Six pounds of 16-4-8 and eight pounds of 12-4-8 per 1000 sq. ft. will provide one pound of nitrogen. Recommended Fertilization Frequency For Grasscycling Bermudagrass -- when spring growth begins and every six weeks from May through September. Centipedegrass -- after spring greenup. St. Augustinegrass -- after spring greenup and again in June, July and September. Zoysiagrass -- after spring greenup and again in June and September. Tall Fescue -- September, No vember, and February. Remember, a dark green turf often suggests too much fertilizer and requires more frequent mowing and irrigation. Water Management Required Established lawns may need peri odic irrigation to maintain good color and growth. Turfgrasses gen erally require more water in hot weather, but may also need water in cool periods. Grasses in need of water appear dull bluish green and the leaf blades begin to fold or roll. Lawns should not be watered until these moisture stress symptoms are seen. The best time to water is just before sunrise; however, any time between sunset and sunrise is most efficient. Apply enough water to soak the soil to six to eight inches. This is usually equivalent to one inch of rainfall or 600 gallons of water per 1000 sq. ft. It takes the average sprinkler two to four hours to apply this much water. Practices Act will prohibit the fol lowing: -- merchants' requiring a pur chaser's telephone number as a con dition of purchase by credit card; -- merchants' using a purchaser's credit card to imprint information on a check or draft as a condition of accepting the check or draft; -- merchants' recording a pur chaser's credit card number on the front or back of a check or draft as a condition of accepting the pur chaser's check or draft. However, merchants will be al lowed to request that a consumer show his credit card as a means of further identification, or as an indi cation of credit worthiness or finan cial responsibility. The merchant may then record only the type of credit or charge card and the card's expiration date. The only conditions upon which merchants will be allowed to record a consumer's credit card number are the following: -- the merchant has agreed with a credit card company to cash or accept a check as a service to the credit card issuer's cardholders. -- the credit card issuer has agreed with the merchant to guar antee payment of all cardholder checks cashed or accepted by the merchant. To make consumers and sales personnel aware of the potential for credit card fraud, the Bankcard Holders of America (BHA) is mak ing a wallet-sized "Consumer Ac tion Card" available that can be presented to merchants who request credit card numbers before the law becomes effective. The card explains to merchants the implications of recording credit card numbers on checks and asking for telephone numbers on credit card slips. To receive the card, consumers should send $1 to: BHA, 460 Spring Park Place, Suite 1000, Herndon, VA 22070. Farm Front (Continued from page 1) populations this year due to the relatively mild winter. Warmer conditions also have increased plant dis ease problems. Fruit crops in northern counties are a week to 10 days ahead of the usual de velopment stages, while those in central Georgia are near average for this time of year. Southern Georgia fruit crops are ranging from ahead of schedule for the early low-chill varieties to behind schedule for the higher chill varieties. Lowchill peach varieties, such as the Florida King, should be ready to harvest around mid-May over the southern growing areas. Wednesday, April 24,1991 Notice INTENT TO CONSIDER THE ADOPTION OF RULES Notice is hereby given that the Georgia Department of Agriculture will consider the adoption of Rules on May 15, 1991, between the hours of 9:00 a.m. and 12:00 noon in the Office of the Georgia Department of Agriculture, 19 Martin Luther King Jr. Drive, Atlanta, Georgia 30334. Because of notification and waiting times mandated by the Georgia Administrative Procedure Act, and the necessity of having Rules in place prior to the commencement of the Eradication Program, Emergency Rule 40-24-7-0.45-.01 identical to proposed new Permanent Rule 40-24-7-.01 was adopted April 9, 1991. The Emergency Rule will be superseded by the Permanent Rule when it is adopted. New Rule 40-24-7-.01 amends the current Rule of the same number by deleting excess acreage penalties for 1991 and subsequent years, providing the Commissioner with a special lien on cotton, providing for a hardship waiver (exemption from penalty) and procedures and criteria for determination, and by setting the assessment for 1991 at twenty dollars ($20.00) per acre. Interested persons may submit written comments concerning the Rule by mailing them to: Tom Kowalski Georgia Department of Agriculture 243 Agriculture Building Capitol Square Atlanta, Georgia 30334 Such comments must be received prior to the close of business on May 15,1991. This notice is given in compliance with Section 4(a) (1) of the Georgia Administrative Procedure Act, O.C.G.A. 50-13-4. Stewardship Week (Continued from page 1) preaching 50 million tons of soil lost each year! And this soil is more often than not flowing into our waters. Soil loss from urban areas is no less a challenge. One study showed As You Sow Soil & Water Stewardship Week April 28 - May 5, 1991 that off-site damages from sediment from all sources in the United States cost taxpayers as much as $6.1 billion per year. Of that, $4 billion results from construction ac tivities, stormwater runoff from streets and highways, and mining operations. For the future, beginning today, let us all keep in mind that we can be stewards and that any waste of soil and water creates a debt which one day must be paid. It is all the more unfair if our children reap only dust from what we have sown.
