Yet because of their invest ment in machinery, equipment and facilities, they often are unable to obtain the capital needed to pur chase additional land. For this rea son, some farmers prefer to rent or lease part of the land they farm. Although some farmers can oper ate successfully with an oral agree ment, such arrangements can easily end up in misunderstandings with undesirable results. For this reason, both tenants and landlords should insist on a written agreement. There are some definite advan tages to having a rent or lease agreement in writing: A written agreement will stand the test of time. Even with the best of intentions, people often forget what they have agreed to. If there is a dispute, you have the terms of the agreement documented so that both parties can review them. A written contract provides protection for both parties. If some thing should happen to the tenant, the contract protects his or her family. If something should happen to the landlord, the heirs would know the terms of the agreement. If the leasee needs a loan in order to farm the land, he or she will stand a better chance of secur ing the funds from a financial insti tution if the lease is in writing. Since the responsibilities of the landlord and tenant are docu mented, both parties tend to study the lease carefully and pay more attention to details before signing the agreement. Alt iN^rested plurties, including sale opera tors, producers and feed lot otepnedr;ators<,*:a? re i- n'-v;;'it'ed' to: at (Continued on page 20) Irvin Requests Drought Assistance From House Agriculture Committee Georgia Commissioner of Agri culture Tommy Irvin is scheduled to testify before the U.S. House of Representatives' Committee on Ag riculture, Sept. 12, to request fed eral assistance for Georgia farmers who have suffered severe crop losses as a result of the drought. Irvin will testify that according to Damage Assessment Reports re leased by the Agricultural Stabili zation and Conservation Service last week, over half of the producers included in the survey of 73,081 farm and tenant operators have suffered crop losses of 30 percent or greater. In fact, the report revealed that out of 159 Georgia counties, only 21 reported agricultural losses less than 30 percent. "Not only have our farmers suf fered severe crop losses, drought conditions have increased operating costs," said Irvin. "When these in creased inputs and severe crop dam age are translated in terms of dol lars, I think we are talking about projected losses of half a billion dollars." Irvin had previously joined U.S. Senators and congressmen from Georgia in requesting that U.S. Secretary of Agriculture Clayton Yeutter initiate a disaster program to assist Georgia farmers. "Although our requests to the Secretary seem to have fallen on deaf ears, I want to assure Georgia farmers I will continue to pursue all possible alternatives to obtain fi nancial relief from this devastating drought situation," Irvin said. Alternative Retreat Farm Vacation Takes City Folks Back to Pleasures of Country One of Georgia's relatively un tapped resources is the use of tradi tional farms as alternative vacation sites for city dwellers. These enter prises provide vacationers with the opportunity to enjoy the pleasures of country life, while providing an additional source of income for farm owners. The Market Bulletin printed a guest column on farm vacations in the April 4, 1990 issue by Horace Hudson, head of Community Devel opment, Georgia Cooperative Ex tension Service. Reader response to the article was very strong, but the farm vacation "industry" in Geor gia is still in its infancy compared with some other states, according to Dr. Hudson. Colorado ranches, California win eries and New England dairy farms have welcomed overnight guests for years, but somehow this arrange ment has been slow to develop in the South, even though our region is rich in farm land and farm tradi tion. One Georgia couple, Bill and Arlene Gray of Blairsville, recently ventured into this field, after sev eral years of preparation, by open ing God's Country Farm as an alter native vacation retreat for visitors to the north Georgia mountains. While some vacation farms are primarily working farms which ac cept overnight guests but may not provide many amenities, the Grays designed their operation chiefly to appeal to visitors. The 50-acre farm raises livestock as well as corn, That special spot on your farm may have the same appeal to a visitor as it does to you. One of the pleasures of operating a vacation farm is having other people appreciate what you have worked to build or preserve. sweet potatoes, squash, beans and okra; but the main crops grown there are peace and tranquility, according to Arlene Gray. Mrs. Gray said that most guests appreciate the chance to spend qual ity time with their families in a natural environment. City children especially seem to enjoy getting acquainted with the farm animals, fishing in a pond, sampling farmfresh food or having the full atten tion of their unstressed parents. The Grays selected the scenic but abandoned farm nine years ago, and set about refurbishing it to serve first as a retirement home for them selves and then as an income-pro ducing enterprise. This long-range perspective helped them handle ex penses and details in a systematic way. Mrs. Gray said the family spent almost all their weekends and vaca tions for the first several years fixing the place up. The activity provided a unifying family experi ence, as well as healthy exercise for their two teen-age sons, she said. Cooking AMBROSIA CAKE 2/3 cup vegetable shortening 1 3/4 cups sugar 2 1/2 cups sifted cake flour 1 tablespoon baking powder 1/2 teaspoon salt 1 cup milk 1 cup flaked coconut 1 1/2 teaspoons vanilla extract 5 egg whites Orange Coconut Filling White Frosting Cream shortening, gradually add sugar, beating well. Combine flour, baking powder and salt; add to creamed mixture alternately with milk, beginning and ending with flour mixture. Stir in coconut and vanilla. In separate bowl beat egg whites (at room temperature) until soft peaks form; fold into batter. Spoon batter into 2 greased and floured 9-inch round cake pans. Bake at 350 degrees for 35 minutes or until a wooden pick inserted in center comes out clean. Cool in pans 10 minutes; remove layers from pans, and let cool completely. Spread Orange Coconut Filling between layers. Spread top and sides of cake with White Frosting. ORANGE COCONUT FILLING 1/2 cup sugar 11/2 teaspoons cornstarch 1 tablespoon butter or margarine 1 egg yolk, well beaten 1/3 cup flaked coconut 2 tablespoons grated orange rind 1 tablespoon orange juice 1 tablespoon lemon juice Combine sugar, cornstarch, butter or margarine, egg yolk, and coconut in heavy saucepan. Cook over medium heat, stirring constantly, until mixture thickens. Remove from heat, and stir in orange rind and fruit juices. Cool. Yield: 1 1/2 cups. 1 cup sugar WHITE FROSTING 1/2 cup light corn syrup 1/4 cup water 2 egg whites 1 teaspoon almond extract Combine sugar, syrup, and water in a medium-size heavy saucepan. Cook over medium heat, stirring frequently, until mixture comes to a boil and sugar is dissolved. Continue cooking, stirring frequently, until mixture reaches soft boil stage (240 degrees). Beat egg whites (at room temperature) until foamy. While beating at medium speed of electric mixer, slowly pour hot syrup in a thin stream over egg whites. Turn mixer to high speed, and continue beating until blended. Makes 14 servings with each serving containing 430 calories. Kentucky 31 fescue is the variety to use for sun or partial shade whereas creeping red fescue is best for certain refined areas in partial shade. Since rhododendrons and azaleas are now forming buds for next year, make certain you keep them well watered to assure good bud forma tion. If you have an area of your vegetable garden that you do not intend to use this fall, plant it in a cover crop such as crimson clover or annual rye to hold the soil in place. These crops will also add organic matter to the garden when they are tilled into the soil in spring. Many insect and diseases may overwinter in plant debris so it is important that you remove any rot ted fruit that is lying beneath trees or still hanging on the limbs. If your flower and vegetable trim mings are infected with diseases or insects, do not add them to your compost pile because they may in fect next year's crop when you add the compost to your garden. Diluted chemicals will not keep in a sprayer, so be certain to mix only the amount you need at a given time. When you are finished spraying , thoroughly clean the equipment with soap and water. A: The date on the carton is the last day the product may be sold. Milk should remain fresh for several days after this date if it is handled properly. It will remain fresh longer if you follow these recommendations for handling and storage: keep your refrigerator at 33-40 degrees F.; do not leave milk sitting out of the refrigerator during a meal or snack, but put back immediately after using it; take milk and other persihable foods home from the grocery store as soon as possible, and do not leave them sitting in a hot car; ask the person who bags your groceries to put the milk in a paper sack by itself. This will help protect it from sunlight and will keep it cooler until you get home. *** Q: Do you have any suggestions for controlling fleas in the yard? We have tried a pest control company to spray the house and garage on a monthly basis, but if we don't kill the fleas in the yard, they will come back inside. A: Our entomologist recommends using liquid Dursban or Diazinon to treat the lawn for fleas. You can apply the chemical with a sprayer that attaches to the garden hose. Be sure to read and follow all label directions BEFORE using these products and keep all pets and people off the lawn until it is dry. Q: I sprayed my cabbage plants with Lindane, thinking it was safe to use in the garden. I read the label afterwards and it does not recommend using this product on or around food. Shoud I throw my cabbages away or can they be saved somehow? A: We do not recommend that you eat the cabbages. It takes about three months for Lindane to wear off, and it is considered a toxic chemical. Be sure to read all label directions carefully BEFORE using pesticides, especially those to be applied to food products. Leasing Farmland Producers have signed contracts enrolling 168.8 million acres of feed grains, wheat, upland and extralong staple (ELS) cotton, and rice in the 1990 commodity price support and acreage reduction programs, according to the U.S. Department of Agriculture. Twenty-six million of these acres will be idled and placed in a con serving use. The acreage enrolled in 1990 pro grams represents 78 percent of the 216.6 million acres of total crop acreage bases established for these commodities. Producers who participate in the annual commodity programs agree to reduce their plantings from the established farm acreage bases by at least 10 percent for corn, sorghum and barley, 5 percent for wheat, oats and ELS cotton, and 12.5 percent for upland cotton. In the commodity price support programs, Georgia producers en rolled 623,545.3 acres of wheat, 678,012.1 acres of corn, 333,332.4 acres of upland cotton, 70,873.9 acres of sorghum, 4,255.8 acres of barley and 4,920.2 acres of oats. Under the acreage reduction pro grams, Georgia farmers idled 335,812.2 acres of corn, 65,957.1 acres of cotton, 35,092.4 acres of sorghum, 2,693.1 acres of barley, and 3,365.6 acres of oats. Remem ber, no two people or farming opera tions are exactly the same so tailor the lease to fit the objectives of both parties involved in the particular situation. A written lease should include at least some of the follow ing items: The names and addresses of the landlord(s) and tenant(s) A description of the property An outline of the property rights of each party. This should include any reservations or restric tions by the landlord. A determination of who is re sponsible for credit arrangements for operating expenses and debts against the property, and who is responsible for keeping records. Land use practices, such as conservation rotations, land clear ing, and fertilizer and liming prac tices, which are to be used in farm ing the land. Limitations on the subletting of the property by the tenant, as well as limits on other farming interests he or she may engage in, such as doing custom work for others. Provisions for the protection of each party in case of death, mental or physical incapacity, foreclosure, bankruptcy, property transfer by the landlord or assignment of rights to other persons. A mutually agreeable proce dure for ending or renewing the lease, and an established procedure for settling differences not covered precisely by the agreement. Consider Farmland Purchase Carefully Good farmland can prove to be a valuable asset, but it usually does not come cheap. Like any other major investment, a land purchase should be considered care fully. Refer to the following guidelines to help ensure your land will provide the best return for your invest ment. If the land is to be used for farming, make certain that it will be suitable for what you are producing. De termine whether it is pro ductive enough for the crops you plan to grow. If the soil is not fertile, have it checked to determine if the land can be improved suffi ciently for crop production at an affordable cost. Consider your actual production costs along with the general return you ex pect from the land. If your farming opera tion will require irrigation, make certain you have a source of water on the prop erty and that it will be sufficient for your needs. Find out if electrical service is available. Even if electricity is not needed at the time of purchase, it could be needed in the fu ture. Make certain that per manent, legal, transferable access to the property is specified in the deed. Also, make certain that the rightof-way is transferrable to your heirs or other future land owners. If there is an underly ing mortgage on the prop erty, get a statement in writing that it is being paid or that you are making provision to assume it. Be sure to have a title search performed. A title search will provide you with the legal history of the prop erty so you will know for certain that the seller owns the property. If you borrow money from a bank, it will make certain this procedure is done. But if the sale is an owner-to-owner transaction, have an attorney do a title search for you. Although neither party may be guilty of any purposeful wrong doing, a technicality could be overlooked which could cause problems in the fu ture.
