Georgia's VidaI lia onion crop has I grown from 600 _____ _ ___| to 6,000 acres in the past ten years. Because of their mild, sweet flavor, this commodity has become a premier Georgia commodity and a source of pride to those who grow them. With production valued at $25 million in 1988, Vidalia onions also are making an impact on the state's economy, and most certainly in the area where they are grown. Although Georgia onion growers have worked hard to produce a quality product, they are now facing challenges ranging from counter- (Continued on page 16) Vidalia Onion Referendum Tentatively Scheduled The United States Department of Agriculture has tentatively scheduled March 1, 2 and 3, 1989, for Vidalia onion growers to vote on a referendum to establish a federal marketing order for their commodity. The referendum will be held in the lobby of the Toombs County Courthouse in Lyons from 9 a.m. to 5 p.m., Wednesday and Thursday and 9 a.m. to 3 p.m. on Friday. The voting procedure, to be conducted by USDA, requires that all votes be cast in person. To qualify for voting, growers must be included on the Georgia Department of Agriculture's official 1988 registration list. Georgia law requires that Vidalia onion growers, grower/ packers and shippers register with the department prior to March 1, 1989. Seed Lab 'Germinates Results' The employees in the Department of Agriculture State Seed Laboratory comprise one of the main lines of defense against possibly getting seed which may or may not germinate and grow properly. These seed lab analysts are in the forefront of responsibility for enforcing the complex Georgia Seed Law. The seed lab tests seed samples collected at retail and wholesale outlets to assure farmers and consumers that the information on the analysis tag is correct and that they are getting seed that complies with the Georgia Seed Laws. "Certified" samples, "Service" samples and "Official" samples are the three categories of seed testing most often performed at the lab. Certified samples are submitted by seed growers under programs designed by the Georgia Crop Improvement Association to ensure the state of high quality certified seed. Service samples can be submitted by anyone, but only seed dealers are charged for tests. Farmers and gardeners routinely have their seed tested. Most of the seed sold by advertisers in the Market Bulletin is tested in the state lab as well. Official samples are collected by the Agriculture Department's plant industry division inspectors to check for violations and assist seed dealers in complying with state law. Stop sale orders are issued for major violations. For information on how to submit seed for sampling, see page 16. Seed samples range anywhere from lawn grass seed to soybeans, peanuts and corn. Samples are tested for purity and must also meet minimum germination standards. The seed lab follows procedures prescribed by the Association of Official Seed Analysts and lab personnel participate in regional referee testing to hone their skills. The tried and true germination test is simple enough, as Patricia Pafford demonstrates: you put some seed in an ideal growing medium and count the number that sprout. In addition, the seed lab cooperates with the University of Georgia experiment stations in research projects relating to plant breeding (Continued on page 16) Illllll^^ |||llll^^^ ^ ^^ i Bill Gives Peanut Commission Independence From Georgia Department of Agriculture The Georgia General Assembly has passed legislation, initiated by Commissioner of Agriculture Tommy Irvin, which establishes the Georgia Peanut Commission as a separate state entity. Senate Bill 276, as amended by the House of Representatives Agriculture Committee, gives peanut farmers complete control over the operation of the Peanut Commission's programs and funds. Irvin initiated the legislation due to the Peanut board's dissatisfaction over his conservative interpre- tation of "necessary expenditures." Under the Georgia Agricultural Commodities Promotion Act, Irvin served as an ex officio member of the Commission's board of directors and exercised supervisory jurisdiction over the board's entire operation including expenditures. "I hope this bill will help restore unity among our growers," said Irvin. "Last year our peanut crop was valued at more than $483 million, and we cannot afford to jeopardize this important crop because of division within the industry." t||!i^ ^it^lMmiM^&^MMMMSf^KiiimiiiiiiM Grain Dealers and Warehouses Regulated by State and U.S. With many predicting that 1989 will be another year of drought in Georgia, it is especially prudent for farmers to be aware of state and federal regulations regulating grain dealers and warehouses. Grain elevators storing commodities for the public are required to operate under either the U.S. Department of Agriculture or the Georgia Department of Agriculture warehouse program. Under stipulations in these programs, public warehouse operators must be bonded for financial and storage obligations, and they must maintain sufficient insurance to cover potential losses by fire or theft.
