FARMERS & CONSUMERS Tommy /rvin, Commissioner Georgia Deparfmenf of Agriculture Market Bulletin Vol. 76, No. 47 Wednesday, November 29, 1989 Bucfaj BucfouoiK Select Georgia Christmas Trees Selecting a Georgia grown Christmas tree has become a holiday tradition for many families throughout the state. In every Georgia county there are tree farms with choose-and-cut areas where people can pick out their own tree. In addition, there are many retail lots throughout the state which have a good supply of fresh cut trees from Georgia farms. Christmas tree farms in Georgia range in size from just two or three acres to 400 acres. My family, like other members of the Georgia Christmas Tree Association, believes that being the best is more important than being the biggest. Our guest columnist this week is Bucky Buchanan, director of the Georgia Christmas Tree Association, 1 Christmas Tree Lane, Grantville, GA 30220, (404) 583-2398.___________ The Georgia Christmas Tree Association is a nonprofit organization which promotes the production and marketing of quality Christmas trees and related products. Members of the association include growers, retailers and others involved in the natural Christmas tree industry in Georgia. The quality of trees grown and sold by association members is outstanding this year. The weather conditions have been ideal for Christmas tree production, and all of the varieties produced in Georgia are lush, full, and ready to provide your family with glowing memories of Christmas. The varieties grown in Georgia include the preference of most families - the traditional Christmas pine, as well as cedar, Leyland cypress, and in the North Georgia mountains, fir and spruce. While the available selection of Georgia grown trees has become the best in the nation, the actual number of Georgia producers has been on the decline as the industry has become more focused on quality than ever before. Many growers rushed into the business but eventually lost interest as they discovered the amount of labor and capital necessary for success. The growers remaining in business in Georgia are a core of producers (Continued on page 12) ag consumer line... Georgia Milk Producers Reaffirm Commission Q: Is antifreeze tested to see if it will really perform as it should? My husband bought a different brand than we normally use and I wonder if it is as good as the old one. A: All antifreeze products sold in Georgia must be tested and registered at the Department's Fuel Oil Laboratory before they can be offered for sale. In addition, random samples of all registered antifreeze products are taken periodically and tested. If you will give us the name of the product, we will tell you whether or not it has been registered with the Department of Agriculture. *** Q: What temperature should I set my thermostat to keep my house plants healthy this winter? A: House plants thrive at temperatures between 65-75 degrees F. and, ideally, they prefer a drop in nighttime temperatures of 10 degrees. House plants may be injured when the temperature drops below 50 degrees F. The temperature does not have to drop to the freezing point for damage to occur, as some people think. Remember that there can be a 20 degree difference between the window sill and the rest of the room, so it is a good idea to keep plants away from these areas during extremely cold weather. Be sure to place them where they can get adequate sunlight, since winter days are short and plants need adequate sunlight to stay healthy. (Continued on page 12) Georgia milk producers have approved the continuation of the Georgia Agricultural Commodity Commission for Milk for another 3 years, Georgia Commissioner of Agriculture Tommy Irvin said. The votes were cast during a 30day referendum which ended at midnight, October 21. State law stipulates that commissions be reaffirmed by producer vote every three years in order to continue their programs of research, education and promotion. A favorable vote of 2/3 percent of the eligible producers is required for reaffirmation. The referendum was approved by 87 percent of those milk producers voting. Inside Georgia Cooking...................page 5 Helping Each Other..............page 9 Department Regulates Firewood For Sellers and Consumers When those cold autumn winds begin to blow, many rural residents are able to cut firewood from their own property, while most urban and suburban dwellers usually have to purchase their firewood. The Georgia Department of Agriculture has regulations which are designed to protect consumers, as well as those marketing wood for fuel. Wood of any type, sold as fuel for fireplaces or stoves, must be sold or advertised by the cord, according to regulations administered by the department's Weights and Measures Division. A cord is defined as 128 cubic feet of wood, stacked in a line or row, with individual pieces touching and stacked in a compact manner. The cord can be four feet high, four feet wide and eight feet long, or any combination of these measurements which add up to 128 cubic feet. Selling by the cord makes it easier to market wood and provides an assurance of volume for both the seller and consumer, according to Georgia Commissioner of Agriculture Tommy Irvin. "There are no uniform standards for the terms face cord,' rack,' pile' or truckload,' which is why these terms are prohibited when advertising or offering wood for sale," Irvin said. Some people mistakenly confuse a cord with a pickup load of wood. Since a cord of hardwood can weigh two tons, it could not be transported on a 3/4 ton pickup. In fact, such a truck would be overloaded with half a cord. A short-bed (6') pickup will hold about 1/3 of a cord, while a full-size station wagon can haul about 1/6 of a cord. Many supermarkets and conve- nience stores now offer firewood for sale. The department also regulates these sales and requires firewood to be bundled as a fraction of a cord, or by weight and count. The measurements are required to be clearly (Continued on page 12) Greens are considered a southern staple, but many Georgians may be surprised to learn that our farmers grow over 16,000 acres of turnips, collards, kale and mustard for commercial markets each year. Harvest of these crops currently is underway on operations such as the Patrick Farm in Omega. The Patricks grow approximately 800 acres of greens. The turnips are gathered and available in Atlanta grocery stores the day after harvest. All equine advertised in the Market Bulletin must have had a negative Coggins test within the past 12 months. A copy of this test must accompany the ad each time it is submitted or the notice will be returned to the advertiser. For this reason, generalized ads (i.e., many horses, varieties to choose from, others, etc.) can no longer be accepted. Buyers are urged to request verification of a negative Coggins test before purchasing an animal. Any falsification of coggins tests can result in fines and/or suspension of advertising privileges in the Market Bulletin. This regulation also applies to horses advertised in the "At Stud" category of the special equine editions. And now that the pecan harvest is underway, consumers should stock up on fresh Georgia pecans, too. Whether they are eaten fresh off the tree or cooked in a favorite recipe, these commodities will add flavor to the holiday season. The following recipe combines both of these commodities to make a delicious holiday treat. Fresh Apple Cake 3 cups flour 1 teaspoon soda 1 teaspoon salt 1 1/2 cup vegetable oil 2 cups sugar 3 large eggs g 2 teaspoons vanilla 1 1/4 cup chopped pecans g 2 cups fresh Georgia apples (finely chopped) g 1 teaspoon apple pie spice or cinnamon (options) Sift flour, soda and salt. Add oil, eggs (one at a time), sugar and beat until mixed. Dough will be stiff. Add apples, nuts, vanilla and apple spice if desired. Grease and flour tube or bundt pan. Bake one hour and 20 minutes at 325. Cool. Topping 1/2 cup margarine 1/2 cup dark brown sugar 2 teaspoons milk A Mix topping ingredients in a saucepan. Bring to a boil and cook for two minutes. Newspaper Logs Can Stretch Firewood If you can't recycle newspapers in your neck of the woods, you may want to make your own newspaper logs. They can supplement your regular firewood or go between the kindling and the bigger logs. Care must be taken to avoid colored or slick papers, which produce more ash and give off chemical fumes when burned. Just roll layers of newpapers around a broomstick as tightly as possible, as thick as you like; then tie off the end with wire or string and remove the broomstick. They can be used as is or improved further. To reduce the amount of fly ash, add a tablespoon of detergent to a tub of water and soak the logs overnight. Next day, remove the logs and knead them with your fingers. This makes them more compact and longerburning. Dry the logs for several weeks before you use them. Compressed or wax logs should not be used with regular firewood. These products are basically sawdust compressed and bonded with wax. Because of the wax, they burn brightly and faster than regular firewood; therefore, they are more expensive. Used together or with other logs, the wax can cause flare-ups. Poking them can produce the same result. Wax-coated cartons, as well as dried orange peels and peanut hulls, can be used for kindling in a pinch; however, pine cones work better and they are readily available in Georgia. Preserving Christmas Trees After the Christmas tree is chosen and cut, there are a number of commercial preparations available to prolong its life and beauty. Household formulas can be effective as well. Some people place their tree in a bucket filled with a gallon of boiling water, with the following ingredients added: two teaspoons of chlorine bleach, two cups of light corn syrup and four teaspoons of powdered or chelated iron. Let the tree soak for 12 hours in this solution before placing it in the stand. Bulletin Calendar Guidelines To submit a notice for inclusion in the Market Bulletin's Calendar of Events, follow these guidelines: Please mail notices at least 3 weeks prior to the date of the event. Items will be published 2 weeks prior to their occurance in the calendar. Livestock sales and auctions may be included in the calendar twice: other events, such as seminars, meetings, shows, craft fairs, etc., are listed only once. When submitting a notice requesting handicraft exhibits, etc., please specify when you'd like the request to be published; otherwise, it will be included approximately 1 month before the event takes place. Livestock sales and auctions, which occur on a regular basis, should be listed in the Livestock Clip & Save Calendar, published monthly rather than the 1 weekly Calendar of Events. When submitting multiple listings, please submit events taking place on different dates on separate sheets of paper. (All sheets may be mailed in the same envelope, however.) Calendar announcements should be as close to 20 words as possible and include the following information: date, time, name of the event, location, and name and phone number for further information. Equine events should be included in the quarterly horse edition and should not be re-submitted for publication again in the calendar. If a change in the date, time, etc., is necessary, we will be happy to include the notice again as a correction. If you have questions regarding the Bulletin's Calendar of Events, call 404-656-3684. SJOMSUV Page 12 THE MARKET BULLETIN Wednesday, November 29,1989 USDA Proposes To Amend Swine Regulations The U.S. Department of Agriculture is proposing to amend the swine identification regulation to permit swine in interstate commerce to be identified at the first point of concentration. The proposal lists possible first points of concentration where identification may be applied. The swine identification regulation provides a system to help USDA's Animal and Plant Health Inspection Service locate swine infected with disease, trace those swine to their source and identify all animals that may have been exposed to the disease. These traceback capabilities also help USDA's Food Safety and Inspection Service identify and eliminate the source of diseased animals when adulterated carcasses are found at slaughter. The swine identification rule became effective Nov. 14, 1988, and says that all swine in interstate commerce must be identified except for swine from farrow-to-finish operations which are taken directly to a slaughtering plant from the premises where they were born. Current regulations say that, in many cases, the producer is responsible for identifying swing before they enter interstate commerce. Changes in the current regulations are necessary to provide for effective traceback of diseased or adulterated swine, without unnecessarily disrupting standard marketing procedures. Based on the analysis of industry requests and APHIS experience in conducting swine disease eradication programs, an effective swine ID program can be accomplished if swine are identified at the first point of concentration. Possible first points of concentration where identification may be applied include: The point of first commingling in interstate commerce with swine from any other source, such as when a truck driver picks up swine from different farms for delivery to Holiday Recipes Available From Georgia Egg Commission "Company's Coming!" These are familiar words especially during the holiday season and the Georgia Egg Commission is using them as the central theme for its latest recipes. Three different cards are being offered, featuring new recipes for the company that will be coming to your house. The first card offers ideas for the harvest season. The second features dishes to serve for a holiday breakfast or brunch, and the third card features ideas for hors d' oeuvres and desserts for New Year's parties. If you've got company coming for the holidays or just enjoy recipes featuring the "Good Egg From Georgia," send a business-size, selfaddressed, stamped envelope to: "Company's Coming," Georgia Egg Commission, State Farmers' Market, Forest Park, GA 30050. The Georgia Egg Commission is a producer-financed cooperative concerned with promotion, research, and education for the egg industry of Georgia. market. Swine identified at this point could be traced directly back to their herd of origin. Upon unloading in interstate commerce at any stockyard, livestock market, or buying station, which is the traditional point of identification of swine. The proposed regulations would allow swine in interstate commerce to be identified at these locations if they are not commingled with other swine or transferred to a new owner. Upon transfer of ownership of the swine in interstate commerceswine in interstate commerce would have to be identified at the time of transfer of ownership. Upon arrival in interstate commerce at the final destination of swine. This provision would apply to swine in interstate commerce moved directly to a breeding farm or to a slaughter establishment. USDA also is proposing to clarify the list of approved devices used for identifying swine in interstate commerce. These devices, which would be used to identify swine moving to slaughter, would include official swine tattoos, other approved tattoos of at least four characters and USDA backtags. Comments will be accepted if they are received on or before Dec. 19. An original and three copies of written comments referring to docket NO. 89-006 should be sent to Chief, Regulatory Analysis and Development, PPD, APHIS, USDA, Room 866, Federal Building, 6506 Belcrest Road, 'Hyattsville, Md. 20782. Comments may be inspected at USDA, Rm. 1141-S, 14th Street and Independence Avenue, S.W., Washington D.C., between 8 a.m. and 4:30 p.m., Monday through Friday, except holidays. Department Regulates Firewood For Sellers and Consumers (Continued from page 1) labeled on the packaging so that the customer knows the exact amount of wood he or she is buying. If the advertisment identifies different types or species of wood being sold together, it must be accurate to within 10 percent. For instance, a cord may be advertised as 50 percent hickory, 30 percent pine and 20 percent assorted softwoods, as long as each of the figures is not off by more than 10 percent. Firewood buyers should also determine how long the wood has been seasoned. To burn efficiently, wood needs to dry for at least six months. Freshly cut wood can contain as much as 50 percent water by weight. Not only is unseasoned wood inefficient to burn, but it also can cause a buildup of creosote in chimneys and stovepipes, leading to potential housefires later on. Seasoned hardwoods, including oak, birch, beech, hickory and maple, burn slowly with a minimun of smoke, whereas softwoods tend to ignite and burn more quickly. Therefore, people often mix light and heavy wood to achieve their ideal fire. Harold Mulkey of Cartersville is shown with a stalk of bananas grown on his 15-foot-tall banana plant. Farmers Urged to Apply For Water Use Permits The Environmental Protection Division of the Georgia Department of Natural Resources has issued over 3,000 agricultural water withdrawal permits, or nearly onefourth of the estimated 12,000 permits needed by farmers and others to continue legal use of water for crop irrigation and other agricultural purposes. "Since legislation was passed in 1988 requiring the reporting of agricultural water use, many farmers have submitted applications," said David Word, chief of EPD's Water Resources Management Branch. "We estimate there are more than 9,000 water users who need to submit withdrawal applications. We encourage them to continue sending in applications to preserve their water rights." The Georgia General Assembly established the new law by passing amendments to the state's Groundwater Use and Water Quality Control Acts (H.B.-1543) in 1988. The amendments became effective July 1, 1988. The act was in response to an increasing surge in agricultural water use - from five percent of all ag consumer line... (Continued from page 1) Q: I have heard that cheese is a good source of calcium. Which kinds contain the most? A: Hard cheeses contain more calcium than the softer types. An ounce of Swiss cheese contains 275 milligrams (mg.) of calcium, an ounce of Cheddar or Muenster contains 205 mg., and an ounce of mozzarella has 185 mg. One-half cup of cottage cheese has only 80 mg. By comparison, an 8-ounce glass of whole milk contains 291 mg. of calcium. Hard cheeses also are a good source of phosphorous, vitamin B2 and zinc, and they contain small amounts of vitamin B6, folic acid, pantothenic acid, vitamin A, iron and magnesium. Although DNR was granted authority to permit ground water use by law in 1972 and surface water use in 1977 of quantities above 100,000 gallons per day, farmers had been exempt until the 1988 amendment. Farmers must submit applications to the state by July 1, 1991 to be entitled to the amounts of water used before the legislation was enacted July 1, 1988. Applications for withdrawal sources installed after July 1, 1988 will be reviewed based on an analysis of their potential impact on other water supplies or users. Agriculture permits carry neither a reporting requirement nor an expiration date. The permits may be transferred if property is purchased or transferred and they will retain the surface or ground water withdrawal limits of the original property owner. Farmers should contact the Georgia Cooperative Extension Service Agent in their county or district to obtain water withdrawal applications. The extension offices also have a brochure available that explains requirements of the water use law. Farmers should allow at least 90 days after a completed application has ben submitted to EPD to receive a water use permit.
