FARMERS & CONSUMERS ommy Irvin, Commissioner reorgrcr Deparfmenf of Agriculture Market Bulletin I. 76, No. 46 \et's Give T_hanks or Farmers' Bounty Just the mention of Thanksgiv[g brings to mind juicy roasted krkey, homemade cornbread dress^g and delicious pumpkin and veet potato pies. But as much as we enjoy this traditional feast and the fellowship with our families and friends, we need to take a moment to reflect on why we observe Thanksgiving. Thanksgiving truly a part of American history hich rpflects our nation's strong jricultural heritage. When the Pilrims landed in Plymouth in De:mber of 1620, they faced a diffiilt winter lacking the adequate iod supplies they needed to surive. In fact, only 55 of the 102 nmigrants who came to Plymouth i search of religious freedom lived > see the first spring. But despite many adversities, the ilgrims had much to celebrate in IB fall of 1621. The remaining >ttlers had survived the first win;r, established their settlement nd harvested yields of Indian corn hich exceeded their expectations. o for three days, after October's arvest and before November's reparation of the winter, the Pilrims joined together to celebrate IB harvest and thank the Lord for iis goodness. We should be careful not to lose ght of the original intention of hanksgiving. Although we no mger observe a three-day celebraon as did the Pilgrims, we connue to enjoy a bountiful food suply without the anxiety of whether r not we will have enough food to arvive the winter. The dedication and productivity f our farmers in Georgia and iroughout the United States have lade this possible. And in addition ) providing us with tables brimling with food, their efforts have llowed us to pursue other careers, ather than toiling in the fields like ur forefathers. This Thanksgiving, as you samle the many "fruits" of the farmrs' harvest, take a moment to give hanks for this bounty. Not only do re have the privilege of living in (continued on page 14) Wednesday, November 22, 1989 Readers Asked to Submit Ideas For New Market Bulletin Masthead Since it was first established by Georgia Agriculture Commissioner J.J. Brown in 1917, The Market Bulletin has gone through many changes, as the different mastheads shown below and on page 14 indi-. cate. When Commissioner Irvin took office in January 1969, one of his first actions was to broaden the scope of the Bulletin to better reflect the interests of the farmers and consumers of Georgia. The Commissioner asked the Bulletin readers The annual presentation of the state Christmas tree, a Georgia tradition since 1976, is scheduled for 11 a.m., December 6, in the ,. -;., 3^" ' i -'"'-'' )! ^-" " rotunda of the state capitol. Commissioner Tommy Irvin will VI IDEAS present the tree which will be dec- orated with over 5,000 hand-cro- cheted snow-flakes made primarily by senior citizens throughout Georgia. For more information about the ceremony, contact the Georgia Building Authority at 404565-0769. for suggestions as to how the paper could be improved to better serve all Georgians more effectively. Needless to say, the response was overwhelming. FmHA Changing Role In Farm, Rural Development Since its inception as a farm loan agency in the 1930's, Farmers Home Administration has changed along with the makeup of rural America. While farmer programs are still the major focus of FmHA activities, the agency has evolved into a rural and smalltown community development institution, serving a wide variety of purposes. This is the third in a series of articles featuring agriculture related organizations in Georgia. FmHA makes loans and grants in rural areas, including towns, for farming, housing, community facilities, business and industry. FmHA is also a lead agency in helping rural areas benefit from all federal programs that can lend support to rural development. Towards that end, the agency cooperates with state, regional and local organizations, as well as with other federal agencies. Most loans authorized by FmHA Choose and Cut Christmas Tree Farms See Listing pages 8-10 Georgia Cooking ......page 5 Bulletin Calendar ...page 11 are intended to serve rural people and communities of greatest need who cannot get credit elsewhere at affordable terms. Farm loans emphasize assistance to the family-size farm or ranch operated to make a family living, as well as disaster assistance to the broader group of farmers. Most home loans are intended for families of low and moderate income. Farmers Home Administration traces its roots to the Resettlement Administration, a rural rehabilitation agency created in 1935 to help Depression-era farm families remain on their land. The Resettlement Administration made hundreds of thousands of short-term loans to enable rural families to become self-supporting again. The success of this system of supervised credit led to the passing of the Bankhead-Jones Farm Tenant Act. In 1938 this program was placed in a new agency within the Department of Agriculture the Farm Security Administration. The FSA became known for its careful, individualized assistance to farm families. The success of these programs strengthened American agriculture, which helped the United States to respond to the food production demands of World War II. (continued on page 14) Beginning with the February 5, 1969, issue, the Bulletin began incorporating some of these suggestions, the most obvious of which was the new name Farmers & Consumers Market Bulletin and the new look the present masthead shown at the top of this page. Every Georgian is affected in some way by the Department of Agriculture and its protection and information services, and the new name and masthead were designed to depict more fully the scope of the department's work. Many readers suggested that the Bulletin should be a source of information as well as a vehicle to swap and sell farm and home commodities. As a result, reader ideas served as inspiration for the development of such features as the regular guest column, "Georgia Cooking" and "Helping Each Other" columns, as well as the "Ag Consumer Line." Heavy rains and damp conditions during late September brought harvest to a standstill for a week in many areas of the peanut belt. Harvesting losses also occurred on fields that were dug but not yet threshed when the rains began. Peanut production is now expected to total 1.92 billion pounds, 6 percent less than last month's projection, but 6 percent more than last year's total. Cotton production in Georgia is projected to total 390,000 bales, 20,000 bales more than in 1988. Shown above are mastheads used from 1927 (top) - 1942 (bottom). During FY-89, Farmers Home ob ligated 682 loans totalling $57,876,490 to assist Georgia farmers. These included farm ownership, op erating, soil and water and emer gency loans. The Rural Housing Program pro vided $58,163,991 in assistance in Single Family Homeowner funds, as well as $595,000 in Housing Preser vation Grants. FmHA also financed 804 Multiple Family Housing Units with $23,021,550 in MPH funds. In FY-89 FmHA in Georgia funded five water and sewer loans, four water and sewer grants, one community facility loan and one industrial development grant. The Business and Industry Divi sion made one guaranteed loan in FY-89 to an apparel company in south Georgia; one Intermediary Relending Program to a nonprofit corporation financing new business ventures in rural south Georgia; and one IRP loan to the Georgia Development Authority to help their clients establish new busi nesses and expand existing busi nesses in rural Georgia. The Farmers Home Administra tion has seven district and 59 county offices in Georgia. Their phone numbers are listed in local phone directories under "U.S. Gov ernment." Wednesday, November 22,1989 THE MARKET BULLETIN Page 15 New Process Extends Vidalia Onion Season With the aid of a new controlled-atmosphere stor age process, Vidalia onions now are available for the first time ever in the fall instead of only for an eightweek period in May and June. "Vidalia onion eaters may soon enjoy their favortie onion fresh most any time of the year," said W.J. "Junior" Grimes, who along with his son, Jimmy, is the first to utilize this electric ity-oriented storage process. Last June, the Grimes' placed about 350,000 pounds of Vidalia onions into a newly built, tempera ture and atmosphere-con trolled storage facility on their farm. Almost all of these will be removed from storage and sold in time for the Thanksgiving holiday. "Controlled-atmosphere storage is an innovative way to extend the market ing season and make Vidalias available to consumers for a much longer period," said Georgia Commissioner of Agriculture Tommy Irvin. "In fact, it may just be the first step towards making this specialty crop available year-round." "While technology ex isted to develop this type of storage, Georgia Power Co., Little Ocmulgee Electric Membership Corp., and re searcher Dr. Doyle Smittle, were part of a team that helped bring this process to the Vidalia onion industry," said Jimmy Hill, Georgia Power's manager of agricul tural affairs who helped with the project. For several years, apple producers have used a similar type of stor age for their product, but this is the first effort for any Georgia produce. In the storage process, the onions are basically put to sleep using a controlled atmosphere. This type of at mosphere puts on hold the processes that cause the on ions to deteriorate. State law and a federal marketing order now pro tects the Vidalia onion name and restricts the growing area to 19 counties in southeast Georgia. State Commissioner of Agriculture Tommy Irvin (left), Greg Sciullo, director of produce operations for Publix Super Markets Inc., Jacksonville (Fla.) division; and onion grower W.J. "Junior" Grimes, inspect the first Vidalia onions removed from controlled-atmosphere storage Thursday, Nov. 2, at Grimes Farms. Plant Sale Starts The DeKalb County Ex tension Service is holding its annual 4-H plant sale. All of the plants sold are University of Georgia rec ommended varieties, and all proceeds go to local 4-H projects.
