We are blessed with an over abundance of the best quality meat, poultry, and dairy products in the world, mainly because of the high value of corn as a feedstock. But did you know that corn dominated over 50% of the United States sweetener market last year? Our guest columnist this week is Jimmy Dixon, president, Georgia Corn Growers Association, P.O. Box 27, Girard, GA 30426. Researchers have proven that corn can be used to replace crude oil. A blend of ten-percent ethanol and gasoline will enhance octane and clean up auto emissions to meet new government standards. The United States Department of Agriculture estimates that 300 million bushels of corn was used for ethanol in the year ending August 31, 1989 (that means five bushels per acre). Studies in Illinois indicate that every 100 million bushels used for ethanol translates to 2250 new rural jobs. This is "rural development." The most exciting breakthrough with corn has been the introduction of degradable plastics. Degradable plastic, made with a formula using cornstarch, can replace conventional plastic in any situation. These degradables can be made to begin breaking down in a certain time frame. At present, several companies are making plastic bags, milk jugs and disposable baby diapers. Other items such as six-pack rings, styrofoam containers, soft drink bottles etc., are in the planning stages. Corn is a renewable resource. It does not need navy escorts and cannot be manipulated by OPEC. The Georgia Corn Growers Association is dedicated to the profitability of corn for our growers, and it is to that end we have to promote new uses and the impact these new uses (Continued on page 12) Wednesday, Novembers, 1989 Disaster Bill Farmers Not Penalized for Replanting Crops Peanuts are Georgia's most valuable row crop, worth $486.4 million in 1988 cash receipts. This year's peanut harvest is slightly ahead of last year, as well as the five year average. President Bush recently signed into law a bill that provided larger disaster payments for farmers who lost one crop to bad weather and tried to recover by planting a second one. This bill was introduced as a response to congressmen who felt the current rules were unfairly penalizing farmers who tried to exer- cise some self-reliance. The new legislation bars the U.S. Department of Agriculture from considering the value of the second crop unless the yield was at least 50 percent of the county average. Even then, the department can consider only the portion of the crop above CCC Provides Stability for Farm Programs the threshold - a requirement that would offer a much better chance for a farmer to get a payment than under the original rule. In addition, Congress included an "equal acre" offset, meaning the deduction for the value of the second crop could be made only against payments due for losses on the same acreage, not a farm's overall payment. The government began accepting disaster claims on Sept. 15 and payments are being made in the form of commodity certificates. The maximum payment is $100,000 per farmer. (Continued on page 12) While the Agricultural Stabilization and Conservation Service is well-known and highly visible in Georgia's agricultural community, the Commodity Credit Corporation is an important but perhaps less familiar federal agency. Part of the low-profile nature of the CCC is deliberate. The government owned and operated corporation was designed to do its job without competing with private Pecan Harvest Underway Throughout Georgia Pecan harvest is underway throughout Georgia, and although yields are expected to be down this year, there should be plenty of nuts to go around, according to Commissioner of Agriculture Tommy Irvin. "While plentiful rainfall during June and July benefited some of our crops, it promoted the growth of pecan scab a disease which prevents the nuts from maturing," said Irvin. "Wet conditions also made it difficult for growers to spray their trees to control the disease." In addition, Dr. Thomas Crocker, Extension pecan specialist, noted that mild winter weather prevented one of Georgia's main varieties, Stuarts, from setting a good crop. Georgia pecan production is forecast at 95 million pounds, down 14 percent from last year. Poor weather conditions are also responsible for 20 percent drop in national yields. In 1988, the Georgia pecan harvest totaled 110 million pounds and was valued at $65.9 million. warehouses or producers. Thus, the CCC has no operating personnel. The Agricultural Marketing Service supervises bonding of federally licensed warehouses, utilizes various commodities acquired by the CCC under price support operations and is responsible for acquisition of food items for domestic food programs. The Food and Nutrition Service is responsible for distribution of food made available through these programs. Export sales and foreign assistance shipment of many CCC-controlled stocks are administered by the Foreign Agricultural Service. The Corporation is managed by a Board of Directors, subject to the general supervision of the Secretary of Agriculture. The board consists of seven other members who are appointed by the President, with the advice and consent of the Senate. Officers of the CCC, directly or through officials of other USDA agencies, work with many other government and private trade groups, at home and abroad, to carry out its programs while avoiding unnecessary government structures or overhead. Split the woody stems from two to five inches and place in heated sugar water. Since fall is the time of the year to plant shrubs and trees, consider adding a winter color shrub, such as holly or pyracantha, to your yard this month. When you transplant shrubs and trees, remember to prune them slightly to compensate for root loss. If you have not already taken a soil sample, it is not too late. Taking a sample in the fall will give you plenty of time to have it analyzed and receive the information you need to enrich your soil in time for spring planting. THE MARKET BULLETIN Wednesday, Novembers, 1989 CCC Provides Stability for Farm Programs Warehouse Act or the Georgia Warehouse Act. In either case, inspections are performed by the Georgia Department of Agriculture to protect the interests of depositors. There are currently 73 CCC contract storage grain warehouses in Georgia, 41 of which are licensed under the state warehouse act. There are 56 CCC contract cotton warehouses, virtually all of which are licensed under the state act. The CCC was created to stabilize, support and protect farm income and prices. In addition the agency also helps maintain balanced and adequate supplies of agricultural commodities and helps in their orderly distribution. Incorporated Oct. 17, 1933, the CCC was initially operated in close affiliation with the Reconstruction Finance Corporation, which funded its on-going operations. In 1939, the CCC was transferred to the U.S. Department of Agriculture under the President's Reorganization Plan 1. The agency was re-incorporated on July 1, 1948, within the Department of Agriculture by the Commodity Credit Corporation Charter Act. The CCC is authorized to support prices of agricultural commodities through loans, purchases, payments and other operations, and to make available materials and facilities required in the production and marketing of agricultural commodities. The CCC also is authorized to sell agricultural commodities to other government agencies and to foreign governments, and to make food donations to domestic, foreign and international relief agencies. In addition, it helps develop new markets and marketing facilities for agricultural commodities. Commodity support programs include wheat, corn, soybeans, cotton, rice, tobacco, milk and milk products, wool, mohair, barley, oats, sorghum, rye, honey, peanuts and sugar. Loan rates are designed to keep commodites competitive; target prices, where applicable, are designed to reflect costs of production. Under the farmer-owned grain reserve program, farmers are encouraged to store designated commodities when stocks are higher than needed to meet domestic and export requirements, for release in the market when stocks run low and prices are more advantageous to farmers. Proposals for support programs usually are prepared by ASCS personnel in the form of a docket a group of documents covering economic factors, conditions of eligibility, basic operating provisions and other pertinent information. When a program is approved at the federal level, a public announcement, usually in the form of a press release, is issued. ASCS county personnel assist interested farmers in the preparation of support documents, check the farmer's eligibility for support and keep the farmer informed of program details. The CCC is authorized to transport, store, process and dispose of various agricultural commodities and their products. The CCC pro- (Continued from page 1) vides sufficient storage space to fulfill its program needs by con- tracting with commercial warehouses to store grain in county, subterminal and terminal locations. In carrying out support programs, the CCC acquires its inventory in two principal ways: "takeover" commodities, pledged as collateral for support loans and taken over by the CCC if the commodity is not redeemed by loan repayment time, and purchased commodities, bought from producers at the support level. Support for milk and milk products is carried out through purchases of butter, cheese and nonfat dry milk from processors and handlers. There are no CCC support programs for processed products, other than dairy products. Many commodities, such as wheat, corn, oats and rye are stored in raw, bulk form by the CCC and require considerable processing before they can be used for food. Commodities and products acquired through purchase either go immediately into available outlets or are placed in the CCC's inventory. The CCC is authorized to contract for the use of privately owned facilities in carrying out its activities and to buy, rent or lease office space necessary for its business; but it is prohibited from acquiring real property, or any interest in property except to protect its financial interests and provide adequate storage to carry out its programs. The sale, donation or transfer of CCC commodities is handled by the ASCS Kansas City Commodity Office and its branch offices in Houston, Texas and Portland, Oregon. Sales by the commodity offices are made at fixed prices or through competitive bids. Information on CCC-owned commodities available for sale is contained in an annual sales list and a monthly sales list issued by USDA. CCC-owned commodities generally are required to be sold at levels above the loan rate, depending on the commodity and other conditions, such as reasonable carrying charges. Higher minimum sale prices are applicable to wheat and feed grains when the farmer-owned grain reserve programs are in effect. Congress has established the CCC pricing policy to protect CCC's investment in the commodity, to stabilize prices and to avoid interference with commercial trade channels. Certain commodities such as non-storable dairy products, or commodities which are liable to deteriorate in storage, such as oilseeds, are exempt from the minimum pricing requirements. The CCC is authorized, in certain circumstances, to donate food commodities to federal, state and private agencies for use in domestic school lunch programs, summer camps for children, and in charitable institutions such as hospitals to the extent that needy persons are served. In most cases, arrangements are made to process the commodities into food. The CCC also provides surplus dairy products to the armed services and to veterans' hospitals, federal correctional facilities and state correctional facilities, except where service is provided on a concession basis. The corporation makes available to the Secretary of the Interior grain acquired through support operations to be used as feed for migratory waterfowl for the purpose of preventing crop damage. The Secretary of the Interior also may requisition CCC grain for feeding starving migratory birds, and any state may requisition CCC grain if resident game birds and other resident wildlife are threatened with starvation. The CCC makes available its farm commodities or products in areas of acute economic distress, and in connection with certain major disasters, as determined by the President of the United States. The CCC promotes the export of agricultural commodities and products through sales, payments, guarantees of credit and other operations. It also offers its stocks for export sales when privately owned stocks are not sufficient to meet export requirements and world price levels are below the price at which the CCC can sell for unrestricted use. CCC export sales are not subject to the minimum price provisions that apply to domestic sales, except with respect to the grain reserve program. Export sales on long-term credit are financed by the CCC under the Agricultural Trade Development and Assistance Act of 1954 (Public Law 480), as amended. Export sales of commodities owned by the corporation may also be made under its charter authority. CCC's export guarantee program is designed to expand U.S. agricultural exports by stimulating private U.S. financing of foreign purchases on credit terms of up to three years. The program provides protection to the U.S. exporter or financial institution in cases where credit is necessary to increase or maintain U.S. exports to a foreign market. The Export Enhancement Program was formally authorized in the 1985 Farm Bill to provide CCC commodities as incentives to exporters. The program has been very successful in helping to balance America's overall trade deficit. To help develop or expand foreign markets, the CCC also may furnish farm commodities and products for samples or exhibits at international trade fairs for use abroad in testing consumer acceptance and commercial market potentials.
