Vol. 76, No. 43 .9mHtixmt Forestry Important To Georgia's Economy It would be difficult to overesti- mate the importance of forestry to our state. We marvel at the great sweep of pines that dominates the rural landscape of south Georgia and we admire the riot of color f . ,.. that invades our hardwoods to the north this season of the year. We are grateful for shaded camp- grounds, state parks, and hunt- ing and fishing sites that woodlands provide. But aside from the beauty and serenity our forests provide, there is an economic value that has grown Our guest columnist this week is John W. Forestry and forest related industries and activities in Georgia now generate more than $8.7 billion annually and account for the employment of more than 80,000 people! Today, our 23.7 million acres of forestland is a resource base that is adequately supplying industry with pine and hardwood to meet present needs. That base is being expanded by Georgia landowners' response to a reforestation campaign and the current Conservation Reserve Program. Under the program, Georgia leads the nation by having planted 600,000 acres in trees. A recently completed timber survey, however, revealed that we are now harvesting more pine than we are growing each year, and we must begin now to reverse that trend if we are to continue to lure even more industry to our state. Approximately 68 percent of the forestland in Georgia is owned by the private, non-industrial landowner. That means that land owned by farmers and others, ranging from just a few acres to tracts encompassing thousands of acres, make up the bulk of our land that is devoted to forestry. It is important that every landowner realize the (continued on page 8) Wednesday, November 1,1989 Efforts to Eradicate Brucellosis Continue Although farmers were delayed in gathering their com crop due to excess soil moisture earlier in the season, they made up for lost time once they were able to return to their fields. With the harvest now virtually complete, Georgia's 1989 com production is currently forecast at 55 million bushels. Yield per acre is expected to average a record high 100 bushels from 550,000 acres harvested for grabt. In a continuing effort to eradicate brucellosis from Georgia cattle herds by 1991, and to establish Georgia as a "Class Free" state, the Georgia Department of Agriculture has mandated that all known farm reactors and depopulated infected herds will be restricted to direct slaughter movement only. The decision, which became effective Oct. 1, 1989, was made because over the past 10 years a number of cattle were exposed to the disease at livestock markets, resulting in multiple infected herds. In order to move from its current "Class A" status to "Class Free" status, Georgia's cattle industry must meet the following criteria: 1) all herds tested in the state must test negative, and 2) there can be no infected herds or newly infected herds in.the state for a period of 12 months. At present there are four known infected herds in Georgia, and 20 herds currently are under quaran- Regulatory Programs Protect Georgia Grain Producers With fall harvest underway, Georgia grain producers should review where they store and market their corn, soybeans and small grains. All grain elevators are required to be licensed by the Georgia Department of Agriculture or the U.S. Department of Agriculture, and farmers are encouraged to make certain their storage facility is licensed before turning over their grain to a grain dealer or warehouse operator. By dealing only with a licensed operator, producers will be better able to recoup possible losses. Public warehouse operators must be bonded against potential financial and storage liabilities and they must be insured to cover losses by fire and theft. State licensed ware house bonds range from a minimum of $20,000 to a maximum of $150,000. In addition, schedules of storage and handling chargest must be filed with the appropriate agency and financial statements are required. Licensed grain dealers, like public warehouse operators, are required to be bonded and to submit annual financial statements. Under the Georgia Grain Dealers Act, licensed dealers may defer payment and purchase grain by company or personal check; however, operations and individuals who are not licensed are limited by law to pur- chase grain by payment only in cash in U.S. currency, certified check or cashier's check at the time of sale. Producers are encouraged to review the list of licensed and bonded state and USDA warehouses on page 10 before marketing their grain. Georgia Tobacco USDA Sets Hearings On Proposed Markets The U.S. Department of Agriculture has scheduled public hearings to determine the need for establishing two new "designated," i.e. USDA-monitored, flue-cured tobacco auction warehouse markets in Georgia. The hearings are scheduled as follows: - Nov. 2, 9:30 a.m., Ben Hill County Courthouse, East Central Street, Fitzgerald, Ga.; - Nov. 3, 9:30 a.m., Candler County Courthouse, Broad Street, Metter, Ga. This is a marked improvement from last year, and it is directly attributed to the Department's surveillance program and the continued cooperation of Georgia's cattle industry. "I feel there finally is a light at the end of the tunnel in the fight to eradicate this costly and destructive disease," said Georgia Commissioner of Agriculture Tommy Irvin. "Only through the continued cooperation between our department and the state's farmers and ranchers will we be able to obtain our goal of Class Free status by 1991 and increase financial gains for Georgia's cattle industry." Georgia Counties Qualify For Disaster Assistance .Three Georgia counties along the Florida border - Decatur, Grady, and Semi- nole - have been approved for emergency loan assist- ance from Farmers Home Administration (FmHA), ac cording to Georgia Commis sioner of Agriculture Tommy Irvin.
