FARMERS & CONSUMERS Tommy /rv/n, Commissioner Georgia Department of Agriculture Market Bulletin Vol. 76, No. 25 State Soybean Crop Boosted By Check-off The Georgia soybean checkoff, collected by the Georgia Agricultural Commodity Commission for Soybeans, has and will continue to put dollars into the pockets of Geor- gia soybean farmers. Our soybean breeding program, which has been funded inpart by our checkoff dollars, is now hitting full stride with a steady stream of new and improved varieties becoming available every year. GaSoy, Thomas, and Colquitt are among the ones that have been released in the last few years. These new varieties are resistant to nematodes, and demonstrate a resistance to insects. The result? Higher yields at less cost. Our guest columnist this week is James Lee Adams, president of the Georgia Agricultural Commodity Commission for Soybeans, Room 328 Agriculture Building, Capitol Square, Atlanta, 30334. Your checkoff dollars also assist Dr. John Woodruff in his efforts to find solutions to the many problems we face. By traveling to county meetings and making on sight field visits, Dr. Woodruff is able to assess these problems first hand. Checkoff funds are also used for emergency purposes. Several years ago, many soybeans were damaged by a succession of storms. Farmers were heavily discounted, so checkoff funds were used to conduct feeding trials at the University of Georgia. The results were such that the discounts were rolled back because the beans were discovered to be of greater value than was originally thought. When stem canker heavily damaged the crop a few years ago, checkoff funds were used to develop strategies to combat this problem in time for the next planting season. Some of our checkoff funds are pooled with the funds of farmers from other soybean producing states. This national fund is used for research and development of new products. Known as the Purdue University Hay Locator Project, this program also can be accessed 24 hours a day by anyone in the U.S. who needs hay and has the proper computer hardware. Chemical Residues Checked on Tobacco In recent years, tobacco companies, particularly those in foreign markets, have become increasingly concerned about chemical residues of any kind on U.S. tobacco. Although Georgia tobacco growers have managed to keep their crop free of chemicals designated as illegal for use on tobacco, buyers still are concerned about excessive residues of approved chemicals, such as maleic hydrazide (MH30) and Ethrel. Tobacco producers have relied more on these chemicals in recent years as the shortage and expense of labor has increased. Farmers have used MH30 to control suckers, while ripening agents like Ethrel have been applied to enable farmers to make more effective use of their harvesting equipment and curing facilities. Although these chemicals are legal for use on tobacco, growers are urged to pay close attention to label rates and timing of their crop to avoid high residues which could reduce price and demand for their leaf. "The increase in tobacco quota is due largely to a greater demand for (Continued on page 16) Home Processed Food Products Must Meet Licensing Rules Summer is finally here. Children are out of school, swimming is taking the place of studying, and gardens are bursting forth with an abundance of fresh fruit and vegetables. During this season, many folks enjoy preserving the harvest from their home gardens for later enjoyment and for sharing with friends and relatives. Food preservation is truly an American tradition born out of necessity. But the processing of food products with the intention of selling those products to the public creates an entirely different situation. To sell food products processed in the home, the processor must first obtain a food sales establishment license from the Georgia Department of Agriculture. Several requirements must be met prior to the issuing of a license by the Department. Some of the primary requirements are a separate room or building not used for living quarters; hot and cold running water under pressure; a two-compartment sink; and an approved commercial weighing device. An elaborate building is not required; however, the building or room you have must meet minimum requirements as to the type of floor, wall coverings, and ceilings. Festival Celebrates Georgia Blueberries The 15th annual Georgia Rabbiteye Blueberry Festival is scheduled for June 23-24 at the AlmaBacon County Recreation Center. The festival will be open 6-10 p.m., Friday, June 23, and 9 a.m. to 7 p.m., Saturday, June 24. Festival activities include over 100 arts and crafts booths, a cooking contest, a fishing contest, a horse show and plenty of blueberry novelties. Tickets for the festival are $3 per person. Some typical home operations may include a house that has a completed basement equipped with separate kitchen facilities or a home which has a vacant room, equipped with its own water supply and sinks, which can be completely closed off from the family living quarters. The specific equipment required in the processing area, such as a stove, refrigerator, tables, special equipment for processing low acid foods, etc., is determined by the type of product and the particular process which the product must undergo to ensure that it is safe and wholesome. Before processed food products can be legally sold, a label for each individual type product must be submitted to, and be approved by, the Georgia Department of Agriculture. All labels must contain the name of the product and the net (Continued on page 16) Georgia Peach Growers Having Good Harvest In spite of weather problems earlier this year, Georgia peach growers are experiencing a good harvest and are expected to produce a nearly full crop, according to Commissioner of Agriculture Tommy Irvin. "The size and quality of the fruit looks very good thus far," said Irvin. "And consumers should find a plentiful supply of quality peaches at their local market." The crop is about five days earlier than usual with harvest nearly 40 percent complete last week. Production currently is projected at 125 million pounds, 11 percent below the 1988 crop. Early varieties in south Georgia received extensive freeze damage while some other varieties received inadequate chill hours to produce a normal crop. Growers in the central and northern parts of the state are expecting a better than usual crop and should make up the deficit in south Georgia production. Fresh peaches should be available to consumers through early August. There are 50-60 varieties of peaches produced commercially in Georgia, with Redglobes, June Golds, Harvesters, Coronets and Blakes making up a significant portion of this production. Reynolds Bush of Barnesville has been named the 1989 National Endowment for Soil and Water Conservation Farmer of the Year in Georgia. The award was announced by F. Graham Liles, Georgia Soil and Water Conservation Commission executive director and state coordinator for the program. The award is sponsored by the National Endowment and funded by the DuPont Company. Now in its seventh year, the program in each state is the first step in judging who now moves to the national level. From 10 national finalists, three national winners will be named to receive $1,000 cash and attend special ceremonies at the White House in Washington. Bush owns a 1,000-acre cattle farm, called Fairview Farm, outside of Barnesville. Home from World War II in 1946, he found that a long history of growing cotton, corn, oats and wheat on the land he inherited had left it with serious erosion problems. He took the first step in an eventual major transition when he bought 12 cows and began to convert the most severely eroded land to pasture and permanent cover crops. As a professor at Gordon Military College and student of history, Bush had learned of land in Ireland and other European countries where the soil had not been tilled in over 200 years and soil erosion was non-existent. Noting this lesson from history, he set out to achieve zero erosion on his farm. His work began with the worst areas of the farm where he found deep gullies and denuded soils. He began planting new species of grass and legumes on most areas and even planted kudzu on areas where nothing else would grow. His desire not to disturb already stabilized soil with a good ground cover led him to develop a non-till drill for planting new grasses and legumes without disturbing the protective layer of vegetative material on the surface of the land. Some areas which were in extremely bad shape because of poor soil from long-time erosion were converted to ponds. As a result, eight ponds have been built over a 40-year period to halt erosion and provide livestock watering. With the installation of gully plugs, terraces, grassed waterways, streambank management and stabilization, and rotational grazing, the National Endowment winner has achieved goals set 43 years ago. "If there are any gullies or erosion sites on my farm, they were not there when I went to bed," said Bush. Bush is a member and director of the Mid-Georgia Cattlemen's Association and served on the Board of the Towaliga Soil and Water Conservation District representing Lamar County for three terms, from 1973 to 1979. All processing facilities, whether in the home or otherwise, are inspected on a routine basis. The facility must be free of rodents and insects and have adequate lighting. Floors, walls, ceilings, and windows should be designed to be cleaned easily, and cases where food is stored must be cleaned daily or as often as necessary to ensure sanitation. Although not requirements of the Georgia Department of Agriculture, there are other items that should be considered when establishing and maintaining a home processing facility. "I would strongly urge anyone who operates a food processing business at home to consider product liability insurance," said Commissioner of Agriculture Tommy Irvin. "And to make certain the business complies with local zoning and business ordinances." Irvin noted that although the state Agriculture Department is responsible for the administration and enforcement of state laws governing the production, processing, labeling and selling of a variety of consumer products, the department also is a service agency and a source of information for businesses and consumers. "By working with home processors from the idea stage to the finished product, we are able to avert many potential problems," Irvin said. "We would prefer to work this way rather than having to investigate a business later because of a food-borne illness outbreak." Successive Years of Drought Damage Many Ga. Dogwoods The Department of Agriculture is fielding a large number of calls about dogwood trees. They're dying, the callers say. They have some kind of disease. What can I do to cure them? The problem is likely not a disease at all, but drought stress. But, you say, we've had rain this spring. That may be true, but these favorite trees haven't recovered from the severe droughts of the past three years. Dry weather wreaks havoc on shallow-rooted trees such as the flowering dogwood, Cornus florida. It is an understory species, meaning it thrives at the feet of the great oaks, hickories, gums and poplars. That's all well and good, except that during times of stress drought the dogwood must compete for water with the larger trees. Often its roots die and aren't easily replaced, since it cannot reach deeply for moisture. And the signs of this stress may not show up until the tree breaks into leaf the following spring and the weather begins to warm in June. The first noticeable symptoms are dead areas around the edge of the leaves. Sometimes entire branches lose leaves. In this weakened state, the tree is fair game for marauding fungi. Borers or canker disease exact a heavier toll. It can be compared to a person in poor health, who catches every malady that comes his way. What can be done? Not much, since the damage has already been done. Watering at the dripline (straight down from the ends of the branches) will help during dry sunny periods. If the tree has developed a fungus, then that should be treated. Remember that the dogwood is a woodland tree, and won't do well in full sun. When you plant new trees, make sure that they are shaded during the afternoon. Dogwoods don't like competing with azaleas and other shallow-rooted plants in its vicinity. Dogwoods don't like grass growing underneath them and can't tolerate planting beds of annuals around their bases. Lawnmower injuries invite borers, which can carry canker diseases. Back-to-back years of normal rainfall, however, would be a lifesaving remedy to the dogwoods.
