The program is operated under the direction and supervision of the Vocational Education Division, Agriculture Services and each local department of vocational agriculture. The Association is a non-political group which fosters the concept of continued education for the farmer. The 19th annual convention of the GYFA will be held Jan. 29-30 in Savannah with an anticipated attendance of 900 young farmers and wives. The convention will abound with many leadership development opportunities including the spokesperson for agriculture competition, farm management contest, farm family contest and other programs designed to recognize individuals engaged in the business of farming. USDA Announces Changes in Conservation Reserve More acreage than ever before in Georgia will qualify for the federally-funded Conservation Reserve Program in 1988, according to estimates from the Georgia Forestry Commission. The sign up period for those wishing to participate in the program is fast approaching, with Feb. 1-19 set as the registration deadline period. Calling the Conservation Reserve Program "one of the best federal programs ever proposed for private forest landowners with agricultural land," John Mixon, director of the State Forestry Commission, estimates that 800,000 acres in Georgia could ultimately be placed in timber under the program. Cotton Stalk Destruction Cotton growers are reminded that all cotton stalks must be destroyed by Feb. 1, 1988 to comply with rules of the Boll Weevil Eradication program. Should a grower fail to destroy his stalks, the Commissioner of Agriculture may declare the stalks a public nuisance and may apply to the courts for an order of condemnation and destruction. The grower wil] then bear all associated costs. Two important changes in eligibility this year allows more acreage to qualify for the program. Previously, only land with soil eroding at three times the normal rate was eligible, but now land with soil eroding at two times the normal rate qualifies for enrollment. If onethird of a field meets erosion criterion, the entire field is now eligible for planting. Mixon noted that before these revisions, a field had to consist of two-thirds highly erodible soil to qualify the entire field. In addition, there's a change in this year's program which is ecologically beneficial. The change allows for the planting of filter strips on land within 100 feet of a body of water. Filter strips reduce water pollution from pesticides and other chemicals used on land adjacent to streams and ponds. The Conservation Reserve Program began in 1986 to provide an option for landowners who had cultivated marginal land during certain years. The federal government assumes half of the establishment cost for the cover crop and agrees to pay annual rent on the land for 10 years. Many landowners now elect to plant trees instead of grass under the program. Mixon said the rule changes, announced by the U.S. Department of Agriculture, will enable more Georgians to qualify their land. Georgia already leads the nation in acreage committed to timber under the program. (Continued on page 12) Vidalia Onion Industry Must Register Products Vidalia onion growers, packers and sellers - or anyone within the Vidalia onion production area who wishes to produce or package Vidalia onions in 1988 - must register with the Georgia Department of Agriculture by March 1, according to Commissioner of Agriculture Tommy Irvin. Registration is required according to rules and regulations stipulated by the Vidalia Onion Act of 1986. "Since the enactment of the Vidalia Onion Law in 1986, the growing and marketing seasons have gone smoothly," Commissioner Irvin said. "Producers and packers are more familiar with the law now, and we look forward to a good marketing year for one of Georgia's premier specialty crops." Registration forms, which must be postmarked no later than March 1, have been mailed to all known producers, packers and sellers.
