The association is five years old and has grown from around 30 members, to more than 100 participants. We are farriers, veterinarians, horse owners, blacksmiths and other concerned people, who strive to upgrade the profession of farriery. Our organization is an affiliate of the American Farriers Association, which is headquartered in Alberqu- erque, N.M. The association has local chapters in all states and members throughout the world. The term farrier is French in origin, and means to trim or cut the hoof. Farriers are trained to deal with living tissues, rather than to remove and replace a necessary part like a mechanic. A farrier must be able to think on his feet and work well with the horse owner, veterinarian or other horse-related service personnel. The Georgia Professional Farrier's Association holds certification and testing gatherings regularly, and encourages everyone interested to attend. There are three levels of expertise: intern; basic certified; and certified journeyman. These levels are obtained by qualified members through completion of written and practical examinations drawn by the AFA's national committee. Horseshoeing as a profession is more of an art or skill, but is also a science. Farriers must often work closely with veterinarians in treating conditions in the legs and feet of horses. A background of anatomy and physiology becomes a necessity when diagnosing, treating and discussing such ailments with other professionals. (Continued on page 9) Wednesday, July 7,1988 Georgia Counties Qualify For Emergency Feed Program Georgia counties which have been approved for the Emergency Feed Program will automatically qualify for help under the Emergency Feed Assistance Program, according to Commissioner of Agriculture Tommy Irvin. Under the Emergency Feed Assistance Program, qualified producers are authorized to purchase Commodity Credit Corporation (CCC) owned grain at 75 percent of the county loan rate. "While I am pleased that USDA is addressing the severe feed and forage shortages in this way, unfortunately much of the CCC owned grain is not readily available to Georgia producers," Irvin said. July Garden Chores July is the time to give your shrubs their last dose of fertilizer for the summer. Use one tablespoon per foot of height, of a complete fertilizer such as 10-10-10, and scatter it around the base of the plant. Be careful not to get it on the foliage or too close to the main stem. Turn the soil in lightly and water. The weather service doesn't predict any relief from the drought, so pay particular attention to your trees especially dogwoods, which have shallow root systems and irreplaceable plants. If you have to make a choice between marigolds and a prize Japanese maple when it comes to which gets the water, go for the maple. When watering trees, don't just water the ground at the base of the trunk; water out as far as the limb canopy reaches, since shallow roots extend far beyond the trunk. And, mulch to conserve precious moisture. Supergardener Virgil Adams of Jefferson, recommends that tomato aficianados not shirk their plant food duties once the plants start bearing. "You need to feed your tomatoes with about a handful of maybe a 10-10-10, and scratch it in the soil, about every four or five weeks," he says. "I will continue to encourage USDA to consider my previous request to increase cost share payments for the Emergency Feed Program. I believe this measure will more directly benefit our state's farmers before it is too late," Irvin said. Although the Emergency Feed Program has been made available to qualified counties, under present guidelines eligible farmers may not receive payments until after drought losses are determined in the fall. "I am writing (USDA) Secretary of Agriculture (Richard E.) Lyng today to strongly recommend that USDA reassess guidelines for administering this program," Irvin said. "Rather than waiting until the end of the year to make cost share payments, I feel that at least partial payments should be made available now." Additional emergency provisions were also authorized today for qualified counties suffering from severe drought conditions. In counties approved for emergency haying and grazing of lands under acreage conservation reserve and conservation use programs, qualified producers will now be allowed to sell their hay to anyone. Previously, producers were permitted to receive only harvesting expenses if hay was sold. In addition to harvesting this acreage for hay, eligible producers also will be allowed to green chop forage for immediate feeding to livestock or for silage. Conservation reserve also was released for this purpose. To further help cattle producers affected by the drought, USDA has set aside an additional $50 million to purchase bulk ground beef for domestic food assistance programs.
