FARMERS & CONSUMERS Tommy /rvi'n, Commissioner Georgia Department of Agriculture Market Bulletin Vol.75, No. 10 Wednesday, March 9, 1988 Planting Tips for Boll Weevil Control Georgia cotton producers can speed boll weevil eradication by planting cotton in large plots located away from aircraft obstructions and areas sensitive to aerial pesticide applications, according to the U.S. Department of Agriculture. "Bigger plots are more accessible to aircraft applying pesticides," said Fred Planer of the Southeast Boll Weevil Eradication Program. "And, aerial control is the only costeffective way of treating the almost 400,000 acres of cotton in the (Alabama, Florida and Georgia) area." Plots should be separated from areas of environmental or human sensitivity, such as residences, homes, gardens, bodies of water, schools, churches and hospitals. In addition, cotton producers should: leave clear borders that can accommodate agricultural equipment; avoid planting fields too close to woodlands or power lines that would limit aircraft maneuverability; avoid interplanting cotton with other crops. "In the short run, proper plot design improves weevil control on your property," said Planer. "In the long run, it shortens the number of seasons needed for eradication and decreases the cost for everyone." The boll weevil eradication project began in the Southeast in 1987. It is expected to last three seasons. When it began, all cotton fields were uniformly treated to minimize the number of overwintering weevils. Beginning this year, only infested fields will be treated. The boll weevil is considered to be the number one cotton pest in the U.S., and costs producers $300 million annually in yield losses and control costs. ag consumer line... Q: I understand there is a plant called the "wallflower," and it grows well in Georgia. Can you tell me more about it? A: The wallflower (Erysimum aperum), a member of the mustard family, produces attractive flowers that range in color from cream, to yellow and pink, to maroon. While these plants are actually perennials, modern strains do not live very long in the South and are usually treated as biennials or hardy annuals. Wallflowers are usually planted in the fall for spring flowering. In the wild, these flowers are generally dull in color but grow well in rock gardens or along walls, (and since the word wallflower usually describes a person who stands to the side or goes unnoticed during a dance or other social event because of their lack of color or variety ~ wallflower seems appropriate for the plant.) However, newer varieties of wallflower are brighter and more showy. **** Q: I collect aluminum cans and sell them to a recycling plant. How can I be sure the company's scales are accurate? A: All commercial scales must be inspected and certified by the Georgia Department of Agriculture. Look for a green and white decal, like the one appearing on gasoline pumps, to show certification. The month and year of inspection will be checked in the boxes on the decal. It carries our toll-free number so you can call if you have questions or complaints. Q: I bought some packages of garden seed last week and didn't notice the expiration dates - March and August of 1987 - until I got home. Are the seeds too old to sprout? How current must the dates on seeds be? A: The germination date on a package of seeds cannot be more than nine months old to be sold in Georgia. A current date means they will have a percentage of sprouting that meets or exceeds minimum standards. The standards vary, depending on the vegetable. Packaged seeds are usually labeled "Standard or Better." The seeds with the March date may germinate, but you would be taking a chance by planting them. Since a lot of time and work go into a garden, we suggest that you return the seeds to the store for a replacement or refund. If you would like to file a complaint against the store for selling outdated seeds, we will need more information before we can check into the situation. Generic Certificates Broaden Farm Options Since first introduced as part of the 1985 Farm Act, generic commodity certificates have had a significant impact on the way farmers do business. The documents, initiated by the U.S. Department of Agriculture as a means of managing commodity supplies, have not only benefited farmers and grain dealers, but have helped save the federal government money as well. Although the program is similar to the payment-in-kind program used by the USDA from 1983-84, there are several differences. Payments to farmers are now made with generic certificates, rather than actual commodities, as they were under the original program. The certificates are generic because they can be redeemed for any com-, modity the holder has under loan with the Commodity Credit Corporation. They can also be used to purchase any commodity available from the corporation's stocks. Generic certificates are issued primarily to farmers who agree to participate in government acreage reduction programs. But the certificates can also be issued for use in emergency feed programs or any (Continued on page 14) Georgians Fight to Save Bluebirds and Woodpeckers Two groups dedicated to saving the bluebird and the red-cockaded woodpecker are asking their fellow Georgians for help in their fight to preserve the natural habitat of these two beautiful birds. The State Department of Natural Resources and the Red-Cockaded Woodpecker Volunteers, are both determined to bring these rare birds back in abundance to the land in which they thrive the pine forests of Georgia. Once found throughout the southeastern U.S., the bluebird's popula- tion has dropped 90 percent since the 1950s in this region, according to a DNR report. The bluebird's traditional nesting spots are cavities inside tree stumps, old wooden fenceposts and hollow dead trees. With the decline of suitable nesting habitats like these, the birds have been steadily driven away, accord- ing to DNR park superintendent Derrell Rush, who helps guide the DNR bluebird restoration efforts. Factors affecting the bluebird's habitat in Georgia include: developments and the clearing of the edges of forests; the encroachment of starlings, aggressive birds that nest in the same wooden fenceposts and hollow trees preferred by bluebirds; and, the replacement of older wooden fenceposts with metal ones that are unsuitable for nesting. And, with more and more dead trees in the state being removed and used as firewood, even more nesting sights are being made unavailable to bluebirds, Rush added. The story is much the same for the red-cockaded woodpecker, according to John W. Thompson, a Jekyll Island resident who is a leader in the Red-Cockaded Woodpecker Volunteer program. The state chapter of this program is part of a national effort to save the bird.
