Requests for another 20 counties across the state also have been submitted for approval. Farmers in the approved counties who believe they have lost 40 percent or more of their annual feed production may begin applying immediately to the county Agriculture Stabilization and Conservation Service (ASCS) office for compensation for purchases of livestock feed. If approved, the assistance becomes effective from the time of application. The program will pay half of the feed cost bills up to five cents per pound of feed. Georgia Commissioner of Agriculture Tommy Irvin said the quick work of county ASCS committees under direction from State ASCS Director Sam Brewer brought the action after he requested surveys on October 14. "This action is a good example of state and federal government working efficiently together for the benefit of our farmers," Irvin noted. "We are all very pleased at the quick turnaround and know that this program will help many livestock producers who have been hurt by the drought." The approved counties are Banks, Clarke, Glascock, Hancock, Harris, Jackson, Lincoln, Madison, Monroe, Muscogee, Newton, Oconee, Oglethorpe, Talbot, Warren, Washington and Wilkes. Top Entry Selected In Statement Contest Hall Co. Farm Family Receives National Conservation Award With many excellent entries submitted for the Georgia Agribusiness Council's Fifth Annual Statement Contest, selecting a winner proved to be quite a challenge. Dairy farmers Ray and Naomi Haynes of Gainesville were recently honored as one of ten national finalists in the 1987 Fifth Annual Conservation Farmer/Rancher Awards program sponsored by the National Endowment for Soil and Water Conservation. The Haynes' family was Georgia's state winner and became finalists after being selected from winners in all 50 states. They won for their innovative soil and water conservation practices used to manage animal waste and control soil erosion on their Hall County dairy farm. F. Graham Liles, executive director of the state Soil and Water Conservation Committee is state coordinator for the program. As national finalists, the Haynes received a certificate of recognition and a trip to the awards ceremony in Minneapolis, Minnesota. The family also is eligible for selection as one of three national winners to be announced in December. The winners will each receive $1000 cash at a White House awards ceremony in Washington, D.C. The Du Pont Company funds the program with the main purpose of giving visibility and meaning to natural resource and agricultural programs in each state. The program's goal is to motivate farmers and ranchers to become responsible stewards of their property. An added goal is to encourage more cooperation among agencies, private groups, elected officials and corporations so they can be more responsive and cost-effective in meeting conservation needs. Haynes, who is a retired livestock specialist with the Georgia Department of Agriculture, said he contacted the Soil Conservation Service for help when he became aware of a potential waste disposal problem when he began confining his dairy cows. SCS helped plan and design an animal waste system utilizing a holding pit for solid waste which is collected and later spread on the land as fertilizer. An added benefit to the system was that water quality, both on and off the farm, has improved. Dry Weather Reduces Georgia Pecan Crop After nearly three months without rain in some areas, pecan growers in a number of the state's top producing counties are reporting substantial yield reductions and rapidly declining conditions. Dryland growers may experience a 50 percent reduction in their crops, according to Cooperative Extension Service specialists. Although irrigated orchards have fared better, tree and nut growth was stunted by cold weather earlier in the season and yields have been much lower than expected. In addition to the lower yields and tonnage, the quality of the pecans also has declined. Bucky Geer, president of the Georgia Pecan Growers Association, said, "This is the worst crop I've had in 20 years of farming." Geer added that although growers will bear the worst financial hardship, related industries also will be affected by higher prices. Georgia Commissioner of Agriculture Tommy Irvin said the state's pecan groves have been under stress since August when dry weather slowed tree and nut growth. The problem was compounded by cold weather in late September which thrust trees into the dormant stage and halted further maturing of pecans.
