The 1985 Act in- ,:**-, eludes four major ill "1 conservation provisions: The Conservation Re serve, which helps farmers plant grass or trees on highly erodible cropland with annual rental payments for ten years; Swampbuster, which denies eligibil ity for certain USDA farm pro grams to farmers who convert wetlands to cropland for annual Our guest columnist this week is Samuel F. Box 1907, Athens 30603-1907. crop production; Sodbuster, which requires conservation systems to continue eligibility for farmers who break out highly erodible fields in order to plant crops; and Conserva tion Compliance, which requires conservation systems to continue eligibility of farmers who continue farming highly erodible cropland. Eligibility for USDA program benefits referred to above include, price and income supports, crop in surance, Commodity Credit Corpo ration (CCC) storage payments, farm storage facility loans, Farmers Home Administration (FmHA) loans, and all other programs where USDA offers payment related to commodity production. A determination as to whether or not land is highly erodible, is re quired by law and made by the Soil Conservation Service (SCS). Land broken out since December 23, 1985 must have a conservation plan im mediately whereas land previously cropped must have a plan by Janu ary 1, 1990. Land where soils have an inher ent potential to erode at least eight times faster than natural processes can rebuild them is considered highly erodible. Forest Management Field Day Planned Georgia landowners can increase the value and benefits of their land with specific techniques offered at the Land-Use and Forest Manage ment Field Day, scheduled Septem ber 16, at the University of Georgia Experiment Station in Griffin. More than an indoor landowner conference, the field day affords the opportunity for field demonstration site inspections. At the sites local, state, and national specialists will answer questions on such topics as kudzu control, wildlife manage ment, prescribed burning, control of undesirable species, thinning and marketing, natural regeneration, and hardwood management. Velsicol is the sole U.S. man ufacturer of the termiticides chlordane and heptachlor. EPA does intend to issue a notice of intent to cancel the chemicals aldrin and dieldrin, termiticides often used as alternatives to chlordane and heptachlor, Irvin said. "Velsicol apparently has agreed to stop manufacturing chlordane and heptachlor for the next several months while they collect data on air levels of chlordane and heptach lor in homes treated with these products, primarily using trenching or low pressure rodding application methods," explained Irvin. EPA will allow existing stocks of chlordane and heptachlor to be used according to label directions during the research period, although Irvin said he would recommend that structural pest control applicators (Continued on Page 12) Report Cotton Acreage To ASCS in September Cotton growers located in the boll weevil eradication areas of Georgia, must report acreage to their local ASCS office during the month of September. Failure to file acreage information during this time will result in a penalty of $2 per acre of cotton. An assessment of $10 per acre of cotton also is due during September to help fund the boll weevil eradica tion program. Failure to pay during September will result in a charge of 15 percent per year (starting Octo ber 1) on the unpaid amount. Grow ers unable to pay during this time should still report cotton acreage to avoid paying the $2 per acre pen alty. Implementation of the boll weevil eradication program has been de layed because Congress did not ap propriate funding until July. This also delayed preparation of instruc tions and forms to be utilized by ASCS offices. For this reason, ASCS personnel may not be able to an swer all questions about the pro gram until collections are under way.
