FARMERS & CONSUMERS Tommy Irvin, Commissioner Georgia Department of Agriculture Market Bulletin Vol. 72, No. 7 Wednesday, February 12, 1986 Rtcfeeifo Groups Prepare Youth for Future The Future Homemakers of America (FHA) is the only in-school student organization with the family as its central focus point. There are two types of chapters. FHA chapters [emphasize coni sumer education; I HERO chapters I emphasize prepi aration for jobs land careers in I home economics I occupations. FHA/HERO has I a national mem____ _ ____jbership of 350,000 young men and women. Out of this number 14,000 are Georgians who are demonstrating the leadership skills they have developed through projects related to family life, concerns, community involvement and personal growth. Our guest columnist this week Is Shan- non Ricketts, state president, Future Homemakers of America, Route 4, Box 725, Dahlonega 30533. ___________ "Future Homemakers of America: A Choice With A Future" is the theme for 1985-86 National FHA/HERO week, part of Vocational Education Week. It will be as exciting, varied, colorful and impressive as each chapter makes it. Chapter members plan activities that show how home economics subjects are a critical part of a person's total education. FHA/HERO Week, observed February 9-15, will make a real impact on community decision makers and potential members. With the value of vocational education being questioned, we can show the public how home economics and Future Homemakers of America equip young people with skills for the home, the work place, and the com- munity. Future Homemakers emphasizes preparing youth to assume roles in society as wage earners, community leaders and caring family members. The prime focus of FHA is youthcentered leadership. This helps members develop skills for lifeplanning, goal-setting, problem- solving, decision-making and in- (Continued on Page 12) Referendums Approved by Producers Both the Georgia Egg Commission and the Georgia Commodity Commission for Sweet Potatoes were reaffirmed recently for another three year period. The Georgia Department of Agriculture administered Deadline Draws Near For Ag Day Contest If you enjoy photography or drawing or you are a stu- dent with a knack for writing, plan to enter the fourth annual Agriculture Day Contest. The Contest is planned in honor of National Agriculture Day which will be observed March 20. Over $400 in prize money will be awarded to the win- ners. The contest is spon- sored by the Georgia Depart- ment of Agriculture, Georgia Agribusiness Council, Georgia Farm Bureau and Progressive Farmer magazine. Details for enter- ing various categories are outlined on page 12. the balloting during the tri-annual referendums which were held January 1 through midnight January 30. Of the 90 egg producers eligible to participate, 88 percent voted in favor of the Egg Commission continuing its activities of promotion, education and research. Funding of the pro- grams will continue through an assessment of four cents per thirty dozen eggs. Eighty-three percent of the sweet potato producers voting were in favor of continuing their Commis- sion's grower funded programs of research, promotion and education. No change was made on the current two cents per bushel assessment, which is paid by the 65 sweet potato producers in Georgia who grow over five acres. . .... - According to the 1969 Georgia Agriculture Commodities Promo- tions Act, a favorable vote of 66% percent of the producers voting must be received for the continuation of the commissions' programs. Vidalia Onion Bill Signed Avoid Tractor-Related Accidents By Following Safety Guidelines Although a tractor can be a farmer's best friend, it also can become a deadly enemy when operated improperly. Each farming season tractors are involved in many serious accidents, most of which can be prevented by practicing safe operation and using protective devices. According to the Georgia Depart- ment of Human Resources office of Epidemiology, 202 tractor-related fatalities occurred in Georgia from 1971 to 1981. The majority of the victims were older males from rural areas who were crushed when their tractors overturned. Between 1982 and 1984, a total of 56 tractor-related deaths occurred in Georgia. All the victims were male. This yielded an overall fatality rate of 30 per 100,000 farm residents. The greatest increase in the fatality rate was in the age group over 40, with the highest rate for those over 60. These figures conform to the national trend toward an aging farm population. Fatigue may be a factor in many of these deaths. The first study in- dicated the greatest number of fatalities occurred in late after noon with a peak between 4 and 5 p.m. There was also a large number of deaths occurring just before noon. This may have been due to slower reflexes and other physiological factors prevalent in older persons. Both studies indicated most fatalities occurred in early spring and mid-summer. But during the latter period, there also was an increase in deaths in the early fall, coinciding with Georgia's early land preparation dates and harvest season. Also of interest is the fact that most deaths occurred on Fridays and Saturdays, possibly due in part to the growing number of part-time farmers. The cause of death varied among the victims but the majority died as a result of being crushed by an overturned tractor. Eighteen percent were run over by a tractor and five percent died in bushhogging accidents. Other fatalities resulted from falling from a tractor and drowning as a result of a tractor fall- (Continued on Page 12) Legislation involving the Vidalia onion recently was signed into law by Governor Joe Frank Harris after it easily passed the Georgia General Assembly. The legislation was signed immediately after the Senate vote in order to speed implementation of the law and accompanying rules and regulations in time for the 1986' growing and marketing season. Shown with the Governor at the signing are State Representative Bob Lane, Statesboro (left), and Georgia Commissioner of Agriculture Tommy Irvin. Chapters are encouraged to plan the week's events to promote their individual chapter, vocational education and FHA. These activities are planned to interest new members to join chapters and win national recognition for their spirit and com mitment. FHA/HERO Week is a terrific chance to spot-light the organization, while educating the school and com munity about the following areas: our goals and purposes, our con tributions to society, the issues we confront, the differences youth can make, the value of membership, and that "homemaking" is everybody's business. The bottom line is that since its founding in 1945, FHA has been rele vant to youth as a place to belong, a place to grow, achieve, and develop leadership skills. During FHA/HERO Week students have the opportunity to expand their organization, management and com munication skills. It takes careful, advance planning to set up a week of events that brings "home" the message. THE MARKET BULLETIN Ag Day Contest Rules (Continued from Page 1) ESSAY CATEGORIES An essay of 250 words or less on the topic, "Agriculture: Building Jobs for Georgians." The essays should emphasize the important role agriculture plays in providing jobs for Georgians. Keep in mind that not only farmers depend on agriculture for their livelihoods, but also those individuals who supply, deliver, and sell food, fiber and other agricultural products. You may choose to focus on a particular commodity and explain how it provides jobs for Georgians. This year the contest is open for students in three grade categories: fourth and fifth, sixth to eighth and ninth to twelfth grades. Be sure to write clearly and neatly. Illegible entries will be disqualified. While content will be the major criterium for selection, both style and grammar will be considered strongly. Each essay must be accompanied by a statement from the student's teacher verifying the grade and listing the school's name and address. If an entire class is submitting essays, the teacher may photocopy this statement and attach it to each entry. Absence of this statement will disqualify entries. Include your own name and address on each essay. Essays cannot be returned. A $50 cash prize will be awarded to the winner of each group and $20 will be given to the second prize essay in each group. Honorable mention also will be selected. Deadline for entries is February 28, 1986. PHOTO AND SKETCH CATEGORIES Submit a clear black and white photograph or clear sketch capturing a typical scene in Georgia agriculture. Or you may choose to consider the 1986 theme, "Building Jobs for Georgians," and submit a photograph or sketch of an individual(s) working in agriculture, agribusiness, or a related occupation. Minimum size photo will be three inches by five inches. Sketches should be eight inches by 10 inches. Limit of three entries per person per category. Include a statement explaining the content of the photograph or sketch. Identify any individuals in the photo and include their permission for publication. Be sure to write your name and address on the back of the photograph or sketch and on any attachments. The sketch category will be divided into two age categories: Students through twelfth grade and adults. Students will need to submit a statement from their teacher verifying the grade. Absence of this statement will disqualify student entries. Photographs and sketches cannot be returned. They will become the property of the Market Bulletin office and may be used in future editions of the paper. Credit will be given the individual if published. A $50 cash prize will be awarded to the winner in both the photography and sketch categories. A second prize of $20 will be given in the photo category and in each group of the sketch category. Honorable mentions also will be selected. Deadline for the contest is February 28, 1986. The contest is restricted to Georgia residents. Winners in each of the categories will be announced in the Market Bulletin. Mail contest entries to: Farmers and Consumers Market Bulletin, P.O. Box 38313, Atlanta 30334. Avoid Tractor-Related Accidents ing into a body of water. Although the majority of fatalities happened on the farm, 37 percent occurred when tractors overturned on public roads. Tractors found to be most likely in volved in fatal accidents were those over 10 years old with a 20-40 horsepower engine and no roll over protection structure (ROPS). A ROPS is a steel frame specifically designed for the particular tractor model. These structures come in two-post, four-post, or intergral cab configura tions. According to the National Safety Council, studies show that serious injuries have been greatly reduced and fatalities practically eliminated in overturns of tractors equipped with a ROPS and safety belt. If a tractor is not equipped with a ROPS, some equipment dealers are able to install them. However, because of design differences, many older tractors cannot be fitted with this safety feature. The council ad vises persons with such equipment to take extra precaution to avoid ac cidental overturns. The Council also recommends practicing the follow ing precautions to avoid tractorrelated injuries. *Slow down when turning, cross ing slopes, or when on rough, slick or muddy surfaces. *Stay off hills too steep for safe operation. "Vegetation can hide a washout or deep rut. Slowing down will help operator to see trouble spots while reducing the motion that could cause the tractor to overturn. *When using a loader, always transport with the bucket as low as possible and observe the safety rules above. *Do not overload the tractor. (Continued from Page 1) Always engage the clutch slowly. *Stop power-take-off (PTO) driven machines before unclogging, ad justing or servicing equipment. Keep the PTO shields in place. *When parking the tractor, set the brakes and shift into park or neutral. Remove the key to keep children or thieves from starting the engine. Slowing down will help the operator to see trouble spots. Even at relatively slow speeds, running over a hidden object can cause a tractor to tip sideways. *Post a warning decal near the starter and insist that all operators follow proper procedures (starting procedure decals are available from most implement dealers). *If a battery boost is needed, use the recommended procedure to minimize the chance of a fire or bat tery explosion. *When jump starting, do not short the starter terminals. Such action could cause a bypass of the starter and safety interlock. If the tractor is in gear, it could start and become a runaway. Always start the tractor from the seat and make sure it is out of gear and the clutch is firmly depressed. *To avoid hitching accidents, get the tractor in positon by first backing up too far, then hitching as the trac tor moves forward. Do not try to operate the tractor by using the con trols from the ground. Operate only from the drivers seat. *Hitch heavy loads only to the drawbar, not the axle or an elevated three-point hitch. If the drawbar is on a three-point hitch, set it no higher than a fixed drawbar. Use front weights to balance the tractor. *Make certain the tractor is securely blocked so it cannot fall when wheels are removed. Get plen ty of help or use mechanical aids when handling big drive wheels because they can pin or crush a per son. * Always use the steps to mount a tractor. Never climb up the tire lugs or other extensions of the tractor. It is easy to slip off the rubber lugs, especially if the tire is wet and slip pery. Statistics supplied by J. David Smith and Donna Rogers, Office of Epidemiology, Department of Human Resources.
