Farmers The first session of the 99th Congress was one of the longest and busiest in history. One of the most difficult tasks was the writing of the 1985 Farm Bill which provides a fifIf five-year extension of most federal agricultural pro- grams. The House and Senate Agriculture Committees held extensive hearings and business sessions de- ! veloping a com- prehensive Farm Bill. Congress completed action on the legislation on December 18 and President Reagan signed the 1985 Farm Bill into law on December 23. Our guest columnist this week is U.S. Senator Sam Nunn, SD-335, Washington, D.C. 20510. ______________ While it is still too early to make a conclusive judgement on this new law, I do believe it is an improvement over previous law. The 1985 Farm Bill is not all that anyone would have liked, but any legislation which attempts to address as many diverse interests as are found in agriculture is always a product of compromise. Generally, I believe the new law puts agricultural policy on a responsible path toward a more marketoriented structure. The central controversy of the 1985 Farm Bill debate was how to protect farm income while making this transition. The new law provides an immediate reduction in loan rates for the basic commodities. But it protects farm income by providing a three-year freeze for target prices for wheat, corn, cotton and feed grains with gradual reductions in target prices thereafter. The 1985 Farm Bill also contained provisions to expand export assistance programs and to provide new flexibility to the Farmers Home Administration for dealing with distressed borrowers, which I strongly supported. We also were successful in extending the current peanut program which has proven to be one of the most successful of all federal farm programs. In observance of this special day, the Georgia Department of Agriculture, the Georgia Agribusiness Council, Farm Bureau and Progressive Farmer magazine, are sponsoring a contest focusing on this vital industry. Rules for entering various categories of the contest are outlined below: ESSAY CATEGORIES An essay of 250 words or less on the topic, "Agriculture: Building Jobs for Georgians." The essays should emphasize the important role agriculture plays in providing jobs for Georgians. Keep in mind that not only farmers depend on agriculture for their livelihoods, but also those individuals who supply, deliver, and sell food, fiber and other agricultural products. You may choose to focus on a particular commodity and explain how it provides jobs for Georgians. This year the contest is open for students in three grade categories: fourth and fifth, sixth to eighth and ninth to twelfth grades. Be sure to write clearly and neatly. Illegible entries will be disqualified. While content will be the major criteria for selection, both style and grammar will be considered strongly. Each essay must be accompanied by a statement from the student's teacher verfying the grade and listing the school's name and address. If an entire class is submitting essays, the teacher may photocopy this statement and attach it to each entry. Absence of this statement will disqualify entries. Page 8 Georgia Ag History Swine Production Develops into Specialized Industry Swine production has become a specialized industry in Georgia. In 1984, over 450,000,000 pounds of Georgia pork were marketed, bringing in more than $217,000,000 in cash receipts. But, in the early days of the state's colonization, there was no such swine "industry." The earliest Georgia swine probably descended from those brought to the coast by explorer Hernando DeSoto when he landed in Florida in 1539. These animals were brought from the West Indies and were transported by DeSoto during his journey through what is now Georgia, North and South Carolina, Tennessee, Alabama, Mississippi and Louisiana. When the first colonists arrived in Georgia, they also brought their own stock with them. These animals were grown under free range conditions and had to forage for most all of their feed. In Colonial Georgia, hogs general- ly were not allowed within the boundaries of towns. The House and Senate Agriculture Committees approved a 20 to 25 million acre reserve as a part of the Farm Bill. During the Senate floor debate, however, I was successful in expanding the reserve to 40 million acres and requiring that not less than five million acres be planted in trees. In Georgia approximately 1.3 million acres of marginal cropland will be eligible for the reserve. The Department of Agriculture (USDA) hopes to release guidelines for participating in the conservation reserve by early March. Farmers who have eligible erosion prone land, as determined by the Soil Con servation Service, will be given the opportunity to submit bids to the Agricultural Stabilization and Con servation Service (ASCS) to par ticipate in the conservation reserve. Contracts to convert eligible land to trees or grasses will be 10 to 15 Taking 40 million marginal acres out of production will make a major contribution in the fight against soil erosion and will provide a new source of income for many farmers. The conservation reserve also will help alleviate excess crop produc tion and will do so in a manner more economical than any other type of land diversion program. Here in the Southeast, much of our conservation reserve will be planted in pine trees. At a time when many forestry experts predict a timber shortage by the year 2000, the conservation reserve will help insure that we maintain a strong and grow ing forest products industry in Georgia and the rest of the Southeast. I encourage anyone interested in the conservation reserve to contact your local ASCS office this spring for details. Peanut Princess Contest Planned Applications are now available for the 1986 Georgia Peanut Princess Pageant, which will be held in Tifton on February 22 at the Rural Develop ment Center Auditorium. Anyone applying must be the daughter of a Georgia peanut farmer or a Georgia peanut quota poundage holder. She also must be 17 years old by January 1 and no older than 22. Contact your county farm bureau, county Extension Office or the Georgia Peanut Commission at P.O. Box 967, Tifton, GA 31793 or (912) 386-3470 to obtain an application for the pageant. The application deadline is February 7. The Peanut Princess will represent the Commission at special promo tions, festivals, conventions and parades throughout the state and na tion. She will receive a $500 honorarium at the end of the year and a $30 per diem for all personal appearances. The first runner-up will receive $100 and a plaque; second runner-up will receive $50 and a plaque; and Miss Congeniality will receive $30 and a plaque. Swine Production Develops (Continued from Page 1) ordered a number of hogs shot for such "trespassing." The hogs had wandered into Fort Frederica from an outlying plantation and damaged the fortifications by rooting into the earthen foundations. During this period, hogs often were raised on islands along the coast where they could enjoy open rangeland but would be prohibited from straying too far. Raising swine in pasture made it virtually impossi ble to improve the stock through breeding. Because of the damage hogs inflicted on growing crops, some planters began fencing them in long before they began enclosing other livestock. Swine tended to be more popular among the state's planters than other livestock, such as sheep and goats. Because of the high price of cotton Southerners continued devoting more acreage to it until after 1840 there was little rangeland left in the Piedmont Cotton Belt. With less rangeland available, corn feeding became the common practice, mak ing hog raising more costly. At this time, farmers had not learn ed to grow special crops, such as legumes on which their stock could graze. When hogs were left to forage on open pasture, the stock tended to be half-wild. These hogs were com monly call "razorback" or "land piker," among other names. Although this method of raising hogs produced a poor quality animal, it provided farmers a fair return on a small investment. Because of the low cost and simplici ty of this method, farmers had little interest in improving their stock. Also, the availability of cheap pork from other states contributed to the lack of interest in developing better stock. The first improved breed to really create interest among producers was the Berkshire, first imported to Georgia about 1830. But most farmers found this breed required too much management and care and it was largely unsuccessful. Although producers continued to be skeptical, a committee on livestock at the State Agricultural Fair in 1843 recommended the Berkshire as a satisfactory breed for Georgia. Another attempt at breed improve ment was made with the importation of the Essex breed in the 1850's. These hogs were moderate in size and did not require an unusual amount of care, as did the early Berkshires. These hogs can be recognized by their wide, straight stance and thick shoulders and hams (upper back legs). for open range. However by the time of the Civil War, there were still only isolated cases of improved herds in Georgia. The methods of breeding and care used by most farmers were still too haphazard for much success with improved breeds. Because of the attention and acreage devoted to the growing of cotton, most Southern farmers had not raised their own hogs and other subsistence crops. This resulted in a shortage of pork and other foods dur ing the War. The common belief was that profits on livestock were higher when the expense of raising the animals was least. Because the price of animals was low and they could forage for most of their food, any in crease at all was considered profit. Farmers felt there was little reason to devote time and money to improv ing livestock when they could con centrate their efforts on growng cot ton. Although some new livestock im provements were made, the attempts to build a livestock industry in the state were limited from 1865 through 1900. During this period, practically nothing was done in regard to hogs other than building up the total number. After the destruction of the state's cotton crop bv the boll weevil in the 1920's, efforts were intensified to diversify Georgia's agriculture. This caused many farmers to take another look at trying to raise swine pro fitably. During the twentieth century the state's swine herd improved con siderably. The razorback became less popular and more farmers began using improved breeds to raise a meatier type hog capable of produc ing large and healthy litters. Other factors, such as high wartime meat prices, the opening of packing plants during World War I in Moultrie, Statesboro, Macon, Tifton and Waycross, the development of peanuts and other legumes for forage, and the efforts of state veterinarians, all contributed to the improvement of the state's swine herd. Georgia did not maintain its World War I record for the number of hogs and pigs butchered, but the number of pounds produced and marketed increased steadily. For example, the state's annual production increased more than 57 percent from 1924 to 1949, and the number of pounds marketed increased five-fold during this same period. Although the state's hog popula tion has dropped in recent years to its present low of 1,200,000, the swine industry is still a vital part of Georgia's agricultural economy, comprising 5.8 percent of Georgia's net farm income in 1984.
