Ag Economics Key to Survival The present financial crunch on farmers and agribusinessmen has put agricultural economics out in front. Economic survival is a key issue! Isn't it odd that we appreciate economic science only when times are tough? Fortunately a few leaders developed the Agricultural Economics Association of Georgia during the good times of the .! seventies. Its purpose is to serve as an advocate for agricultural economics in the College of Agriculture. The aims of the association are to: "promote the field of agricultural economics; to provide a forum for discussion of ecomomic issues; and to recommend solutions to economic problems facing Georgia's agriculture." Our guest columnist this week is Dr. S. J. Brannen, division chairman, agricultural economics, UGA College of Agriculture, Conner Hall, Athens 30602. The association has been actively involved in meeting its aims. It has a viable membership, and programs have emerged that contribute much to meeting current challenges. Timely discussions have focused on farm credit, foreign trade, public policy and marketing problems. The Journal of Agribusiness was launched and Volume IV will be published soon. The J. W. Fanning lecture series also has been established. An endowment fund has been setup and a $50,000 challenge grant for a marketing professorship was provided by the Ratner Foundation. The Agricultural Economics Association is actively seeking contributions to match that gift. Then it proposes to push the endowment fund ahead and achieve excellence in agricultural management. The ultimate goal is $2.5 million. The 1986 J. W. Fanning lecture will be given by Dr. Ed Schuh of the World Bank. This is an example of what the association can do to push agricultural economics to the front (Continued on Page 8) Farm Bill Passes House and Senate A five year Farm Bill was passed December 18 by both the House and Senate, and signed December 23 by President Reagan. Commodity provisions of the bill will cost $52 billion over the next three years. In addition, estimates suggest that noncommodity provisions, such as farm credit and food stamps, will cost $73 billion over the five-year life of the bill. Price support loan programs are continued, with a maximum loan of $250,000 in any one year. The bill caps the amount a farmer can receive in deficiency payments in one year at $50,000. Major commodity provisions are outlined below. Wheat and feed grain provisions reauthorize the basic programs for five more years, authorizing nonrecourse commodity loans and deficiency payments to farmers. Crop loan rates will remain at $4.38 per bushel for wheat and $3.03 per bushel for corn for two years. By 1990, loan rates will have declined to $4.00 for wheat and $2.75 for corn. Dairy farmers will be assessed 40 cents per hundredweight for 1986 starting April 1. The money will provide for federally subsidized buyouts of dairy herds from farmers who want to leave the business. After the Georgia Ap History Improved Varieties Encourage Expansion of Blueberry Industry Although Georgia's native rab- biteye blueberries fVaccinium ashei, Reade) have grown wild for years along the state's streams and rivers, the fruit was not cultivated commercially until this century. The first recorded wild rabbiteye blueberries brought into cultivation were in the northeastern part of Florida near Whitehouse in 1887. About five years later, the first commercial blueberry planting of selected wild stock was made in north- western Florida near Crestview. Supposedly, Mr. Moses A. Sapp, a Florida logging contractor, was fishing but his wife made him stop to pick blueberries instead. He decided to transplant some wild plants in his yard so his wife could pick berries and he could go fishing. The original planting covered about three-fourths of an acre. His plants continued to bear annually for over 35 years. By 1920, about 2,000 acres of blueberries had been planted in Florida. Although Florida's blueberry industry had a good beginning, acreage has decreased to about 450 acres at present. However, interest in blueberry production continued. Mr. O. J. Woodard of the Coastal Plain Experiment Station in Tifton set out the first cultivated rabbiteye plants in Georiga in 1925. He planted five plants each of 25 native plant selections that came from the northwest and north central areas of Florida and southeast Georgia. Of these selections, only two, Ruby and Black Giant, were named at that time. Up until Woodard's plantings, little research had been conducted with the rabbiteye blueberry. But in 1939, the first rabbiteye blueberry (Continued on Page 8) first year, the assessment will be 25 cents per hundredweight for the remainder of the program. The dairy price support level is frozen at $11.60 per hundredweight for 1986, but will drop to $11.35 in 1987. Peanuts will be under the same program for five more years without major changes. Current price support for peanuts grown by farmers with a quota is 28 cents per pound, and could rise by six percent each year under the new legislation to meet production costs. The current quota of 1.1 million tons was extended, but could increase if domestic consumption increases. Soybeans are also under the same basic program they have been. For 1986 and 1987, minimum loan rate of $5.02 per bushel is continued.
