The one week observance, Soil and Water Stewardship Week, is sponsored nationwide by Soil and Water Conservation Districts and the National Association of Conservation Districts. The theme for the 1986 obser- vance is "Conservation's New Frontiers" and its meanings are many. I like the one found in the dictionary Our guest columnist this week is Abe T. Minchew Jr., president, Georgia Association of Conservation District Supervisors, Post Office Box 8024, Athens 30603. which defines a frontier as "the farthermost limits of knowledge or achievement with respect to a particular subject." This means that we have new limits and new levels of achievement toward which we should strive in our daily conservation efforts. We also have new knowledge which tells us that failure to protect soil and water will not only exact a price in the future but will cost us significantly here and now. More and more we are learning that soil being carried away by wind and water is not just the farmer's and developer's problem. The efforts required to clean up the results of this process, almost always are paid by the taxpayer. The economic situation is about as bad as it can be for us to expect individuals to voluntarily assume the burden of soil and water conservation. The process often is expensive and the benefits, while positive, are gained only over a period of years. In tough economic times, conservation (Continued on Page 12) Soil and Water Stewardship Week May 4- 11 Georgia Crops Suffer Damage From Spring Drought Conditions Due to continued dry weather conditions in Georgia, several of the state's key crops may be in jeopardy. Plantings of corn, peanuts and soybeans are behind schedule and currently on hold awaiting rain, while established crops, such as wheat and watermelons are showing definite signs of stress. Spring hay and pasture crops, normally cut and stored to feed livestock in the fall, are particularly in serious condition. "Planting time is running out for some crops," noted Commissioner of Agriculture Tommy Irvin, "and many farmers who planted in dry soil might have to replant their entire crop." Established crops have .held up to the drought remarkably well, but the next few days and weeks could be critical, say county agents across Georgia. For example, corn in south Georgia is already curling from the drought, and wheat and cotton fields in that region show patchy growth. Rainfall is 11.72 inches below nor- mal in the Athens area and deficit by 8.70 inches around Macon, the National Weather Service reported. The outlook for May, as well as the (Continued on Page 12) New Rules Govern Commission Funds The Georgia Department of Agriculture has adopted new rules and regulations governing the handling of Agricultural Commodity Commission funds and reimbursement of expenses for Commission members. The rules have been filed with the Secretary of State's office. "Essentially, those new rules ^aad^regulations strengthen and put in writing policies which the Commissions have operated under for some time," Commissioner of Agriculture Tommy Irvin explained. "In some areas, particularly concerning the (Continued on Page 12) Pimiento Industry Pioneered By Inquisitive Georgia Farmers Although pimientos are no longer considered a common Georgia crop, the state once led the nation in production of this red, mild pepper. Because of this accomplishment, it once was proposed that Georgia be nicknamed the "Pimiento State" rather than the "Peach State." Pimientos, native to America, are said to have been found growing by Christopher Columbus on his visit to the New World. The explorer brought seed from this plant back to Spain, where it became known as "pimienta," the Spanish word for pepper. While the Spaniards were responsible for popularizing and developing ways to process these sweet peppers, it was a curious Georgia truck farmer who is credited for reintroducing them to America. It all began in 1911, when Spalding County farmer George Riegel saw a can of Spanish pimientos on a grocer's shelf. After purchasing and sampling a few cans, Riegel realized that the peppers from Spain were far superior to the pimiento-type peppers from a Philadelphia seed company the farmer previously had grown. As commercial vegetable growers, Riegel and his family worked to im- prove the quality of various vegetable crops, and particularly were interested in peppers. The Riegels were able to secure a small package of seed through the American consul in Spain. In "1912, they grew enough plants to set out one and one half acres of peppers on their farm. From this initial planting, a single plant was selected which produced a fruit so perfect in size, shape and color that it was appropriately called "Perfection." Seed from this plant were utilized to make subsequent plantings. The Riegels not only improved the pimiento by establishing a new variety, they also initiated commercial processing of the crop. Because pimiento skins are so tough, fresh marketing of the vegetables proved unsuccessful. Since Riegel initially had become interested in peppers as a canned product, he decided to pursue canning the vegetable. In the beginning, Mark Riegel removed the pepper skins before canning by immersing them in a lye solution, then preserving them in salt and vinegar. This proved to be a tedious process. Through Riegel's contacts in Spain, he learned that skins were removed by roasting pimientos in a hot oven for a few minutes and wiping off the tough outer covering with a clean cloth. The Spanish roasting technique was adopted and by 1913, Riegel even had perfected a mechanical roasting device known as a "coke roaster." Family members continued canning research in a small shed on a farm near Pomona, a few miles from Griffin. During the sumer of 1914, a Griffin wholesale grocery marketed the pimientos. Success of this first marketing endeavor led to the construction of a large processing facility near Pomona in 1916. Stir in cheese and chocolate. Brush cake layers with Amaretto. Spread one cake layer with 1 cup cheese mixture. Place second layer on top. Agents there said farmers could not plant without rain, and if 50 percent of the crop was not in by May 15, farmers could expect up to a 30 percent drop in production. Peanuts are Georgia's number one cash crop, accounting for $520 million, or 33 percent, of the state's total cash crop receipts. Corn plantings have been on hold for three weeks in Sumter and Irwin Counties, two of the state's top pro ducers.
