For workers in soil and water conservation, it is perhaps the most significant program of conservation undertaken in recent memory. Without going into great detail, the Conservation Reserve Program will permit a farmer to take his poorer, highly erodible cropland out | of production and and put it into grass and/or trees. The government will share the cost of the conversion and will send the farmer an annual payment for keeping the land out of production. Our guest columnist this week is Graham Liles Jr., executive director, Georgia Soil and Water Conservation Committee, 624 South Milledge Avenue, P.O. Box 8024, Athens 30603. The effects are many. There are 766,200 acres of this land eligible in Georgia. Converting these acres, totaling 12 percent of all the cropland in Georgia, will have a major effect in the state (and cumulatively across the nation). In Georgia, it means the highly erodible land is taken out of production resulting in a dramatic decrease in soil losses. Generally, when you see gullies, filled ditches and swamp areas, it is caused by erosion of topsoil from this kind of farm land. When you cut soil losses, you improve water quality. In farming country, the quality is improved much more because eroded soil often serves as a carrier for herbicides, pesticides and nutrients. Fish and wildlife habitat will be improved. The fish environs are benefitted through the improvement of water quality and the eventual return of streams to a cleaner state. Planting for wildlife habitat is also an eligible practice. Because planting timber is an approved use for these lands with costsharing available, the timber supply in the state will be improved and the present shortfall of growth against harvest will be mitigated. The farm hotline, announced by the Governor last month to assist financially distressed farmers and farm families, will be operational beginning March 15, from headquarters at the Tifton State Farmers' Market. The toll-free phone number, 1-800-544-9797, normally will be manned from 7 a.m. until 7 p.m. on weekdays. But, the staff will be on hand this Saturday for the opening day. An answering machine will record calls before and after hours and on weekends to be handled later. The primary function of the hotline will be to direct farmers to existing services offered by state Pond Management Program Scheduled A fish pond management meeting is scheduled for 7 p.m. March 25 at the State Farmers' Market Auditorium on Elsenhower Parkway (U.S. Hwy. 80) in Macon. Dr. George Lewis, Extension aquaculturist, will present the program. Topics for discussion include pertinent aspects "of pond construction, stocking, fertilization, feeding and weed control. Anyone with a pond weed problem can bring a sample of the weed in water for identification and control recommendations. The program is open to all interested persons. No registration is required. agencies in the areas of job counseling, testing and referral, as well as personal and family counseling. Both the Agriculture and Labor Departments will furnish an employee to operate the hotline. Perry McCranie, of Tifton, was hired 1-800-544-9797 by the Agriculture Department. McCranie has 30 years experience as a farmer and farm representative in a number of state agriculture organizations, as well as six years experience teaching vocational agriculture. The Labor Department employee, Lonnie Boyd, also of Tifton, was reared on a farm and has spent his nearly 25 years at the Labor Department working with farm and rural programs. Ag Department Adopts Vidalia Onion Rules Rules and regulations accompanying the 1986 Vidalia Onion Act were adopted by the Georgia Department of Agriculture Tuesday, March 11, and filed with the Secretary of State's office. They will become law April 1. No changes or new proposals were made at the final hearing on the rules and regulations held March 4. They were therefore adopted under the authority of the Vidalia Onion Act. The Vidalia Onion Act was passed earlier by the Georgia General Assembly and signed into law by Governor Joe Frank Harris January 31. The Vidalia onion laws require, among other things, that onion growers and packers be registered with the Department of Agriculture, and provide stiff criminal and civil penalties for violators. The Markets Division of the Georgia Deprtment of Agriculture can provide additional information on registration or the necessary forms for packers and growers. Georgia Commissioner of Agriculture Tommy Irvin recently traveled to Washington, D.C., to meet with high ranking agriculture officials from Canada in an effort to resolve trade problems between the two nations. The board of directors for NASDA, the National Association of State Departments of Agriculture, will meet with the officials in May to further discuss trade relations.
