Farmers here in Georgia and across the nation are sitting on the brink of disaster. Last week I attended a meeting in Washington to discuss the 1985 Farm Bill with the executive board of my national association, ranking House Agriculture Committee staff members and USDA officials. We were told the Reagan Administration is expecting that as much as 30 to 35 percent of the nation's farmers will go out of business. Regrettable, but probably true, they said. I came away from there feeling about as low as I've ever felt. But before I left, I let them know in no uncertain terms that I believe the Administration is turning its back on a big part of the constituency that helped Ronald Reagan get re-elected. In my opinion, one of the most pressing issues is for immediate action by the Farmers Home Administration (FmHA) in responding to credit needs for the current production year. In recent years, this agency has served as one of the principal lenders for production loans. Since Southern farmers are now nearing planting time, it is crucial that production loan money be available. Under existing programs of the USDA, some "credit assistance" has been announced in the way of guaranteed loans. We need more than that. FmHA must respond to the producers they have previously financed who show some ability through debt restructuring and other means, to be able to repay their loans. I'm not advocating that we bail out producers who have not shown any ability for some time to get back on the road to profitability. I-am advocating that we react with compassion and understanding in agricultural lending to producers who are good managers, but who (Continued on Page 16) 1984 Crop Production Values Increase Although the average prices received by Georgia farmers for many major crops were lower in 1984, overall value of production* increased, according to the Georgia Crop Reporting Service. The total value of Georgia's crops harvested last year was $1.58 billion, a 13 percent increase from the previous year. In 1983, acreage was reduced because of participation in the payment-inkind program (PIKj, resulting in a total crop value of $1.40 billion. The weaker prices received in 1984 were more than offset by increases in production of most crops, particularly the peanut crop. The 1984 peanut crop broke previous records with three highs: highest yield - 3400 pounds per acre; largest production - Georgia 1984 Crop Values as a Percentage of Total Crop Value 2.16 billion pounds; and greatest value - $521 million. Peanuts maintained their position as the crop of top value in Georgia, accounting for 33 percent of the total value of all major crops. The value of last year's corn crop climbed 27 per- cent to $254.4 million. This increase, combined with a drop in the value of the soybean crop, moved corn into second place with 16.1 percent of the total value. Total value of the soybean crop dropped 23 percent in 1984 to $244 million, but it accounts for 15.4 percent of total crop value. Tobacco value declined 10 percent from 1983. At $156.7 million, it is the fourth most valuable crop in the state with 9.9 percent of the total. The essays should emphasize the importance of agriculture in Georgia and/or the United States. You may write about the importance of a particular commodity, for example, peanuts or cattle. Or you may write about the importance of agriculture to you and/or your family. The contest is open for two grade categories: fifth to eighth grade and ninth to twelfth grade students. *Be sure to write clearly and neatly. Illegible entries will be disqualified. Both grammar and content will be considered. 'Each essay must be accompanied by a statement from the student's teacher verifying the grade and listing the school's name and city. Absence of the statement wilf disqualify entries. *A $50 cash prize will be awarded to the winner of each group and $25 will be given to the second prize essay in each group. Visiting one of the 21 tobacco companies in Brazil, three young Georgia tobacco farmers compared the quality of the South American leaf to that of their own tobacco and found it almost, but not quite, equal. They found that Brazil is challenging the U.S. as the world's largest exporter of leaf tobacco by taking advantage of cheap land and cheap labor. Somewhere in the system, the contributions of farmers to the economy of the United States and to the quality of life needs to be taken into account." The same goes for Administration plans to abolish the peanut and tobacco programs. Both of these commodities have served as substan tial breadwinners for many Southern farm families. I'm not saying they don't need some updating. But the peanut pro gram in particular is a good example of a farm program that works. A program that seems worthy of consideration is a two-tier pricing system, similar to the peanut pro gram. Such a system would assure production costs. This would also provide the farmer an opportunity to produce for the world market at then existing world market prices. The Administration is justified in saying we need to build the new Farm Bill around markets. I support that wholeheartedly. And some of the proposals they are recommen ding have some justification. But if we lose 30 to 35 percent of our farmers, and if we "fix" pro grams that "ain't broke" we may see massive swings in production that would serve only to create more chaos through boom or bust. We need to remember and perhaps remind Washington of the fallacy that farm programs subsidize farmers. In reality, farm programs subsidize consumers who have demanded -- and been given, low food prices. I purchased postage stamps from a machine at a drugstore. I paid 75 cents for three 20 cents stamps. Is this legal? These machines are privately owned and it is legal. Value of the cotton crop soared to $93.1 million, up 112 percent from last year. Cotton's value, including cottonseed and lint, made up 5.9 per cent of the total value of the state's major crops.
