Tobacco Program
Needs Improving
Georgia tobacco farmers have hit
"rock" bottom in 1985, insofar as in-
come from their flue-cured tobacco is concerned. They produced one of the most usable crops in years,
yet they saw income from tobac-
co drop almost 30
million dollars below 1984 tobacco sales.
The
1985
Georgia crop of
81,756,577 pounds sold for $140,262,829, an
average of $171.56 per hun-
dredweight, from which was deducted the 25 cents per pound
"No-Net Cost" assessment. This left the growers with $119,823,685 net
income. This compares with the 1984 pro-
duction of 84,994,657 pounds which
sold for $155,234,042, an average of $182.64 per hundredweight. After
the 7 cents per pound was deducted in 1984 for the "No-Net Cost" assess-
ment, the producer netted $149,284,416 which comes to almost 30 million dollars more than he received for his crop in 1985.
Tobacco growing has always been a crop that requires more hours and harder work than any other crop produced by farmers in this area. Even with some mechanization and handling improvements, tobacco is still a labor intensive crop and is expensive to produce.
Unless immediate changes and improvements are made in the tobacco program, growers will have to give serious consideration to voting against the program in the "federal" referendum in January 1986.
Congress has two bills under consideration, the Rose Bill in the House and the Helms Bill in the Senate. Each of the Bills contain some good features which could, if combined and enacted, improve the growers competitive position in both the domestic and world market. In addition, the legislation would spread the sharing of the "No-Net Cost" requirement with the companies as well as create incentives to keep

Georgia Agricultural Products Marketed on International Scope
The Georgia Department of Agriculture is involved in marketing agricultural products on an international scope. For example, Commissioner of Agriculture Tommy Irvin will lead a two-week, fact finding tour to the Far East this week. The trade mission, organized by the United States Foreign Agricultural Service, is on behalf of the Southern United Trade Association (SUSTA).
Irvin will be accompanied by the Tennessee Commissioner of Agriculture Bill Walker and Alabama Commissioner of
Agriculture Albert McDonald. The group will visit Japan, the Peoples Republic of China, Taiwan and Hong Kong. At each stop, meetings with top-ranking agricultural officials are planned. Market development efforts will be particularly geared toward grain, livestock and breeding stock, forest products, catfish, poultry, seed, crawfish byproducts and tobacco.
In addition, the Georgia Department of Agriculture's international marketing office in Brussels, Belgium officially opened last week.
Irvin has appointed Georgia native Brad Bray, a current resident of Brussels, as the Department's representative there.
Bray will be responsible for promoting sales of Georgia agricultural products throughout Europe. He will work under the direction of Irvin's Atlanta based International Marketing director Lanny Williams.
During the next month, Bray and Williams will meet with agricultural leaders and current and potential buyers of Georgia products
throughout Europe. In coming months, Bray also will promote Georgia farm products in the Middle East.
Funds for the European trade office were approved by the Georgia General Assembly earlier this year upon the recommendation of Gover-
nor Joe Frank Harris. Office space will be shared with the Georgia Department of Industry and Trade, which has maintained a Brussels office for several years.

1985 Georgia Leaf Sales
Georgia Naval Stores Remain Important Part of Ag Economy
*The 1985 Georgia pro ducer sales of flue-cured tobacco were 81,756,577 pounds which sold for $140,262,829, an average of $171.56 per hundredweight. This compares with 1984 Georgia producer sales of 84,994,657 pounds which sold for $155,234,042, an average of $182.64 per hundredweight.
The "No-Net Cost" increase in 1985, coupled with 11 cents per pound reduction in average price and a 3.5 million pound decrease in allotment, brought about a net reduction in income to the Georgia growers this year of approx imately 30 million dollars.

Ever since James Oglethorpe brought the first settlers to the state in 1733, Georgia has been producing naval stores products. By the mid 1700's, Georgia was exporting such products as tar, pitch, turpentine and rosins.
During this period, the regulation of naval stores was a topic of Colonial legislation. Minimum weight and volume were specified for a barrel of pitch, tar and turpentine, and the items were required to be checked for purity and quality before shipment.
Although the naval stores industry actually began in other colonies, Georgia's pines proved to have a
higher rosin content than the trees of those areas. For this reason, the industry moved into the state on a large scale in the 1800's. The industry quickly prospered along the coast until hampered by the Civil War. Although the war almost ruined the industry, immense forest acreage still remained and forest
products, including naval stores, became one of the most feasible industries for the state to develop.
With the development of the state's railroad network during this period, turpentine distilleries moved into southwest Georgia. In 1872, H. H. Tifton established the industry in what became known as Tifton.
As industrialization and manufacturing increased in the United States, new needs for naval stores products developed. The increased demand for the products aroused much interest in Georgia's pine belt and other pine areas to the south and west. Georgia led the nation in naval stores production from 1880 until about 1905 when Florida took the lead. Georgia regained its position as top producer in 1923 and retains this lead today.
