FARMERS & CONSUMERS Tommy Irvin, Commissioner Georgia Department of Agriculture Market Bulletin Vol. 71, No. 15 Wednesday, April 10, 1985 Answers Sought To Farm Dilemma Over the past few months, a visit to any courthouse in Georgia where farm groups generally meet, has revealed a parade of farmers and agribusinesses that have one story to tell farmers and agriculture are facing disaster. Many have lost everything, while others see 1985 as their last year in the farming business. Several of these meetings have been forums sponsored by congressmen, senators, Extension service, colleges and farm-related organizations. The same stories and problems are repeated at every stop. While they are heart-rending and usually true, the meetings end with the later realization that few positive solutions came forth. Our guest columnist this week is Garland Thompson, President of the Georgia Agribusiness Council, 332 Agriculture Building, Atlanta 30334. Farm debt in the United States has now surpassed $215 billion. It is predicted that $2.2 billion in interest will not be paid in 1985. Farm auctions are common, with land and equipment being offered for sale. This has caused a re-evaluation of the security now held by lenders which many times prohibits further lending by the financial institution. Regulatory agencies constantly review and caution the lending institutions regarding agricultural loans. Some states are requiring a write down of land values on financial statements based on present land values. Our problems are nationwide, but it should be pointed out that approximately 58 percent of our farmers borrow little or no money and actually make a profit nearly every year. The other 42 percent includes 10 to 13 percent which are presently insolvent and will probably give up everything in 1985; another 10 percent could follow in 1986 unless drastic changes are made. Brucellosis Program A ttains Class A Sta tus The Georgia cattle industry has achieved Class A status in the fight against brucellosis, according to an announcement made today by the U. S. Depart- ment of Agriculture. The Georgia Department of Agriculture has been participating in a cooperative eradication effort with the USDA since 1977 against this costly livestock disease, and Class A status means the herd infection rate has been brought down to fewer than 2.5 infected herds per 1,000. "We've known for some time that we could achieve Class A status in Georgia this year, and it's good to finally see it come," explained Commissioner of Agriculture Tommy Irvin. "Our cattlemen have worked hard and cooperated with our state eradication program. We're especially proud because this program has become a model for other states and the nation." Class A is the final step before free Ilillllilil status in the USDA program that places states with infected herds in four classes Free, A, B and C. Class B, from which Georgia is being moved, requires an infection rate of less than 15 infected herds per 1,000. Brucellosis, or Bang's disease, is an infectious, bacterial disease of cattle and other animals. It can cause serious financial losses to farmers in terms of lower birthrates and lower milk yields. It can also be spread to humans who handle infected animals. In Georgia, 325 herds are certified brucellosis free meaning no evidence of brucellosis found in the herd for at least a year. ag consumer line... I am thinking of buying crop insurance this year. Handicraft Edition Coming April 17, 1985 Identification Needed To Recover Stolen Livestock Although livestock theft is not as common in Georgia as in other states, this crime has proven to be a lucrative business for rustlers and an ever present problem for producers. However, there are some ways for producers to deter thieves. In Georgia, all livestock tested for brucellosis must have either an ear tag, registered brand or tatoo for identification. "This (ear tags) has helped more than anything else to recover stolen livestock," says Dr. John Cobb, assistant commissioner of the Georgia Department of Agriculture's animal industry divi- sion. The Department restricts the ear tags, used to identify cattle tested for brucellosis, by distributing them to only veterinarians and state and federal personnel who do the testing. A record of these number coded tags and who they are assigned to is maintained by the Department. The code provides a trace of the state where the test was ad- ministered. The tag number identifies the animal's owner, date and location the test was performed, and the veterinarian who conducted the test. (This is the third in a series of stories focusing on rural crime.) This information is logged into the USDA's Brucellosis Information System (BIS) computer in Fort Collins, Colorado, where it is pooled with data from other states. In the event of theft, the owner should contact his local law enforcement agency. The law officers can then contact the Department of Agriculture for information concerning livestock tested for brucellosis in Georgia. The Department must obtain permission from another state before it has access to their information since clearance is required to retrieve data from the system. If the Department of Agriculture receives a report of stolen livestock from a law enforcement agency, the Department's general field forces division is alerted. Field personnel then contact the livestock sale barns throughout the state and provide them with information they have concerning the stolen animals.
