Agriculture and agribusiness are essential to America. The dramatic progress through the years, with poultry as the prime example of the miracle of modern agriculture, has provided the best food bargains in the world. There continues to be (Our guest columnist this week is Abit Massey, Executive Director of the Georgia Poultry Federation, Post Office Box 763, Gainesville 30503). an amazing increase in the variety and convenience of food available to Georgians and U. S. consumers and a continuing decrease in the percentage of income required for food. Did you see the story about the visitor from Russia who saw some of the top tourist attractions in the United States, including the impressive buildings and monuments in Washington and New York, with less emotion than expected by the guides. But, then on a visit to a typical super market, first stared in disbelief thinking it was a staged setting, before becoming wide eyed and breaking into tears. This "major tourist attraction" is generally taken for granted in the United States. It would not be possible without the dedicated folks who devote their lives to agriculture and agribusiness. Look at comparisons of the percentage of consumer expenditures required for food: United States, 12 percent; Hong Kong, 23 percent; Italy, 29 percent; Soviet Union, 34 percent; Mexico, 40 percent; India, 56 percent; and Sudan, 65 percent. It is obvious that this allows consumers in the United States to spend more (Continued on Page 14) Irvin Voices Support For Georgia Farmers Commissioner of Agriculture Tommy Irvin has telegramed the Georgia Congressional Delegation strongly urging them to join with their counterparts in overriding the Presidential veto of the farm credit relief package. Despite the likelihood that the Republican-controlled Senate would block such a move, Irvin said he believes the House should go forward with the attempted override if for no other reason than to show a symbolic opposition to the Reagan veto. "We need to let the Reagan Administration know that we are strongly opposed to them writing off Improvements Planned For Farmers' Markets the nation s farmers," Irvin emphasized. "This bill would not serve as a band-aid, or as a prop, for farmers who are bad managers. This bill would provide production loans for good farmers in need of credit to get their 1985 crops into the ground." Irvin said he viewed the Reagan veto as "another demonstration of the President isolating himself from the real issues confronting the food needs of this country and the world. Unless Mr. Reagan is willing to make himself more accessible to the agricultural leaders of America, he is apt to continue making these devastating mistakes." The heart of Georgia's cantaloupe industry is centered around Cordele and construction of a new shed will help assure that melon farmers have adequate facilities for loading their produce. Construction of the shed should begin soon and should be completed by June 1, in plenty of time for the 1985 season. Preventive Measures Necessary To Fight Ag Crime Most people tend to think of crimes as an urban problem, but there has been a substantial increase in rural crime in recent years. However, the exact nature and extent of agricultural crime is difficult to analyze because sufficient data is unavailable. "Agricultural crimes have not been included in crime statistics in the past, due to the low incidence of such crime," says Dr. Douglas Bachtel, UGA Extension rural sociologist. Without this information it is impossible to calculate the impact of rural crime on the prices charged to consumers. Although much rural crime goes unreported, there is enough information to show the problem is costly and widespread. But even this information does not tell the whole story. Seventeen percent of our nation's farms, roughly one in five, are located within the bounds of metropolitan areas. Since most law enforcement agencies do not separate farm crimes from other types committed in these regions, they are included in statistics with the urban offenses. "We need a separate category for agricultural crime in order to pinpoint where such acts are occurring and to see if this information indicates any trends," explains Bachtel. "At present, we just don't have a sufficient data base to work from." From the information that is available, estimates of the economic impact of crimes against agriculture are as high as $3 billion annually. The dollars lost from such acts, unfortunately, must be absorbed by the farmer. All too often these losses are written off in higher insurance rates, costly equipment replacements and lost man hours. Why has there been an increase in rural crime? According to the National Rural Crime Prevention Center (NRCPC) in Columbus, Ohio, there are four main reasons. For many rural areas, the distance between homes means fewer neighbors to watch out for unusual or suspicious activities. Our improved road systems, particularly interstate highways, also make most rural areas easily accessible to non residents. Another factor is the farmer himself. Rural families, in the past, have been very trusting. This has made them easy prey for modern criminals. Full-time farmers are not the only victims of rural crime. Part-time farmers will be an increasing target for criminals in the future. "There are a large number of people enter ing farming on a part-time basis," Bachtel explains. "They have in vested in quite a lot of expensive equipment and have no one to look after it for them." Once a crime has been committed, there is only so much law enforce ment officials can do to help the farmer recover lost property. Therefore, farmers must take preventative measures and must identify their property so it can be traced if a theft occurs. Equipment Theft Farm equipment is easily stolen and disposed of if left unattended in the field. Generally, no registration or title is required for such equip- (Continued from Page 1) hard to trace if stolen. In addition, dealers usually do not require proof of ownership. Manufacturers tend to use their own systems of identification which vary in size, location and composi tion. Many of these numbers are on metal plates that can be easily removed. Officials throughout the country have proposed standardizing manufacturer identification numbers for farm and construction equipment. But, until such a stan dard is adopted, farmers should devise their own means for law en forcement officials to easily identify stolen items. All machinery and tools should be marked with a permanent identifica tion number. Heavy duty marking tools (such as a die and hammer) should be used on heavy equipment. An electric engraver can be used on more delicate items such as radios and calculators. Contact your local law enforcement agency or equip ment dealer for further information on how to obtain these tools. An effective number to use is your state abbreviation and social security number. For example, "GA" would ^aw^enforcernent agencies to trace the property to Georgia if it was stolen and recovered in another state. The social security number allows tracing back to the owner. Your local sheriff or police may be able to advise you on other marking systems available. Machinery should be marked so the I.D. number will not be confused with the manufacturer's numbers. For example, on combines, I.D. numbers should be placed on the frame above the pivot point of the ax le. Also, mark at least one hidden location to make it more difficult for criminals to find and grind off the numbers. If the equipment is sold or traded, notify the new owner that you have marked your property with an I.D. number and suggest he put his own identification below yours. This will enable investigators to trace the equipment from one owner to another. Other items also should be marked with identifying numbers. Use an ink pad and rubber stamp to apply numbers to bags of seed or con tainers of pesticides. Ink pens and paint also can be used. The best way to mark grain is to buy confetti and auger ,it in with your grain when,-. storing. According to Charles Swan- son, UGA criminal justice specialist, confetti consists of small tabs of paper three eighth of an inch wide and three quarters of an inch long, each containing your individual I.D. number. Swanson points out that the confetti is not objectionable to the grain trade or the Food and Drug Ad ministration and can be easily removed by milling companies. This system of grain identification has been used primarily in the Midwest. This type of confetti is not readily available in Georgia at the present time. The UGA Cooperative Extension Service suggests the following precautions be taken to decrease the likelihood of machinery theft: *If you must leave equipment in the fields, try to park it where a trusted neighbor or employee can see it. Or, park it out of sight behind trees or a hill. *Secure equipment with heavy chains and case hardened locks. *Put lockable cases on batteries and lockable caps on fuel openings. * Lower transport wheels to put pressure on them. Remedy this problem by picking up individual seed with the end of a wet matchstick. The seed will tend to cling to the end of the stick. By twirling the match against the soil to release the seed, you can plant it exactly where you want it. Do not start seed indoors with soil directly from the garden without first sterilizing it. To do this, place the soil in an oven set at 350F for one hour. When it has cooled, it will be ready to use. Peanut Balloting Reminder Georgia peanut growers have until midnight March 16, 1985, to write in and return their ballot in the reaffirmation referendum of the Georgia Peanut Commission. If approved by growers, the Commission will con tinue its programs of research, pro motion, and education for an addi tional three years. The Georgia Agricultural Commodity Promotion Act requires that each commission be reaffirmed by producer vote every three years. Proper Planning Vegetable gardening can be com pared to making biscuits; everyone has his own recipe for success. But, while gardening skills increase with experience, there is certainly no mystery to growing a successful garden. By following a few guidelines even a beginner can cultivate a bountiful vegetable plot. Selecting the proper location is im portant. Your garden site should ideally have full sun exposure and be conveniently located near the house and a water supply. The garden soil should be fertile, well-drained and have good texture. Although you do not usually associate paperwork with gardening, a successful vegetable harvest in cludes a pencil and piece of paper. Make a sketch of your garden plans, including the types and quantities of vegetables you plan to include, where they will be located, planting dates and approximate dates of harvest. This will enable you to make the best use of your time and space. In addition, you can refer to the diagram so that vegetables can be rotated within the garden from year to year. While seed catalogs feature dozens of enticing vegetable varieties, you should use known or recommended varieties for your main planting. The planting chart on page 11 features varieties suggested for Georgia. There are many other varieties available and new ones are constant ly being introduced. Try a few new ones on a small scale to determine their adaptability to your area. The addition of the new shed will enable the Cordele market to more effectively serve farmers, melon buyers and truckers who use the market as their base for trade. The rapidly growing State Farmers' Market in Moultrie also will receive the addition of a pro duce shed and two new produce coolers. Construction should be complete by the 1985 season in June. The Moultrie Farmers' Market has been a key facility for distribution of cabbage and tomatoes. The addition of the new coolers will allow packers to expand services for these and other vegetables, and the new shed will provide growers a facility to pro tect their products from the sun and rain. The volume of sales at the Moultrie market has increased from less than $2 million five years ago, to $12 million in 1984. Farmers in 130 Georgia counties have been declared eligible to apply for low-interest emergency Farmers Home Administration (FmHA) loans to cover drought damage from late last summer. U.S. Secretary of Agriculture John Block notified Governor Joe Frank Harris of the decision early last week. Harris requested aid for all 159 Georgia counties, *but 29 of those were found ineligible by USDA. FmHA emergency loans offer five percent interest on the first $100,00 of the loan and eight percent interest on any amount over that not to ex ceed $500,000, as a result of actual production losses. Gardening Workshop The Atlanta Botanical Gardens has two classes scheduled in March which will be of interest to gardeners. On March 23, from 10 to 11 a.m., "Soils and Their Improve ment" will be offered. The course will cover the structure of a soil and its acidity - alkalinity, how to take a soil sample for testing and how to in terpret the computer-printed results. Suggestions for soil improvement will be covered also. The class fee is $2 per person. The second course, "Growing Herbs," will be taught on March 30, from 10 a.m. to 12 noon. Topics covered will be soil preparation, soil amendments and cultural re quirements of many herbs. A discus sion of garden design will be offered as well. The fee for participants is $10.
