Growers are simply not going to be able to pick up the tab for the "no net cost to the taxpayer" tobacco program if the present rate of receipts by the Stabilization Corporation from the 1984 crop continues. This is tragic for the growers who must continue to pay an increased assessment to fund the "no net cost to the taxpayer" requirement without any real hope of reducing the burdensome surplus of tobacco in the loan program. Growers are responsible for any cost incurred by the 1982, 1983 and 1984 crops going under loan. The total for which growers will be responsible at the end of the 1984 season will be in excess of 550 million pounds., We are going to have to look seriously at other plans and proposals if we are to strengthen and save the tobacco program Some version of the Hopkins plan from North Carolina deserves very serious consideration from tobacco leaders. This plan has real potential in regard to removing surpluses from loan program stocks if charges for loan tobacco purchases can be brought into the range of affordable expenditures by growers. A proposal which came to me from a young grower in South Georgia has potential. His suggestion is that growers continue to pay the cost on stabilization holdings from the 1982, 1983 and 1984 crops, but that for future years, a grower who has tobacco go into stabilization receive only a suggested 80 percent of the loan price. The other 20 percent would be used to pay the "no net cost" that year plus the cost of handling the growers' tobacco. Of course, to some it merely means changing the thermostat or adding the electric blanket. But, to those who like the handmade beauty of yesteryear, the interest will turn to making or buying quilts. What better source than the MARKET BULLETIN. I used to watch my mother-in-law piece and also quilt for other people. I thought never for me! But about five years ago, I got started. My first pattern was from the BULLETIN a Dresden Plate. Although my mistakes were many, my quilts became easier and now quilting is one of my favorite hobbies. I have enclosed a picture of one of my quilts. We in the Georgia State Association of National Campers and Hikers Association have worked with the USDA and the Georgia Forestry Commission in trapping gypsy moths and are doing our part in trying to prevent this forest destroyer from infesting our beautiful green Georgia forests. We observed this insects' destruction this summer on a trip to New Hampshire. The male moth was so prevalent that they would try to come into our camper. We caught three specimens and brought them back (dead) to show our camper friends and others. Please keep writing on the subject as of ten its possible as I have been instructing our camping friends and land owners on the subject since 1972.
