It is the Atlanta State Farmers' Market, a 146 acre complex just south of Hartsfield International Airport that last year contributed over $400 million to Georgia's economy. Managed and operated by the Georgia Department of Agriculture, the Atlanta State Farmers9 Market is the world's premier fresh vegetable market, for not only is it the biggest, it is considered the best. Each year, produce marketing professionals in the United States and abroad visit and study the operations of the Atlanta Farmers' Market in hopes of copying its success in their own area. This year, the gem of the produce marketing industry celebrates its Silver Anniversary. But, many consumers do not realize that the "world's largest roadside stand" is almost like a city within itself. The 146 acre facility has operations comparable in size to a town of 35,000. Much of the business transpires before many people wake up in the morning. A City Within a City Within A City The Atlanta Farmers' Market is one of 17 state-owned facilities operating in Georgia. The Market exemplifies the good things that happen when State government and free-enterprise work together. During the pre-dawn hours, the Market's mammoth wholesale area bustles with activity. Meat, poultry, eggs and produce are unloaded and loaded onto trucks destined to hospitals, grocery stores, restaurants and other points throughout the southeast. Because of the intense truck traffic, a 24-hour truck stop is located on the Market which features ice facilities and truck scales. Two hamper houses furnish bags, crates, hampers, baskets and other containers to those marketing and shipping produce. Consumers can not only purchase fresh produce at the Market, they also can preserve it there. The cannery, available to the public during summer months, will open July 5 on the following days: Tuesday, 2-10 p.m.; Wednesday - Saturday, 9 a.m.-5 p.m.; closed, Sunday and Monday. Those who want to enjoy fresh market food already prepared for them have the option of visiting Davis Brothers Cafeteria. The Georgia Department of Agriculture's Weights and Measures Laboratory is located on the Market complex. Here, technicians are the keepers of the state's official standards of length, mass and volume. The lab has the responsibility to calibrate and certify all weights and measuring devices used in Georgia for commercial purposes. The Fuel Oil Lab has the task of analyzing fuel samples so that quality of automotive fuel used in Georgia will meet the specifications established by law. Antifreeze samples also are analyzed here to ensure good quality. Promoting one of the state's top commodities, eggs, the Georgia Egg Commission is an important facet of the Market. The Egg Commission's home economist tests and refines recipes featuring eggs at their market location. Programs and other promotional materials for eggs, which are featured throughout the state, also begin here. Up-to-date commodity information is gathered and maintained at the U.S.D.A. Market News Service. The U.S.D.A. Inspection Service provides voluntary grading services for meat, poultry, eggs, dairy products and fruits and vegetables. The Market also is home for the Georgia State Patrol's driver's license bureau, the Clayton County Automobile tag office and various booking firms and truck and produce brokers. The Farmers' Market is on Interstate 75 just south of Atlanta's Perimeter Expressway, 1-285. Take the Forest Park exit. Produce sales have seen a strong and steady rise since the first year at the "new" market, when $42.6 million worth of produce was sold. In 1983, combined wholesale and retail produce sales through the Market were more than $152 million. Page 8 THE MARKET BULLETIN Wednesday, June 20, 1984 Atlanta Market Grot The concept for an Atlanta produce market was born over 70 years ago. While farmers have long marketed their products in the Atlanta area, not always have they had an area designated for this purpose. According to Market historian Aubrey Milam, one of the first planned markets, created specifically to handle farm products, was established in 1912 near what is now Atlanta City Hall. The three story concrete structure, comprised of 16 units, was erected by three enterprising railroads in close cooperation with Atlanta wholesalers and city and county government. Known as Produce Row, the facility served its purpose for years. But by the 1930's, it was realized that farmers needed a much larger facility to market their products. The Georgia Department of Agriculture stepped into the picture in 1935. The Legislature authorized the Department to construct wholesale markets to be operated on a self-sustaining basis. The program was designed to provide lowcost, convenient marketing facilities to bring buyers and sellers together. The first such market was opened in Thomasville that same year. A proposal to erect a farmers' market in Atlanta was presented to the Reconstruction Finance Corporation in Washington D.C. in January 1940. The facility was to be constructed at a cost of $1,500,000 and equipped to handle farm produce from throughout the southeast. Prior to construction of the market in 1940, Commissioner of Agriculture Columbus Roberts commented, "We are now handling farm commodities not only from Georgia, but for an expanding area ... the Atlanta market already is recognized as one of the most helpful agencies of its sort in the U.S." Surveys from the Federal Department of Agriculture indicated that during that time, the Atlanta field was steadily expanding and that given adequate facilities, had the potential of ranking as one of the great ag distributing centers in the United States. By December 2, 1940, work had begun on a permanent, stateregulated facility. The 16 acre-site was located on Murphy Avenue at Sylvan Road in West End. The Murphy Street Market opened in May of 1941. Only five days after the opening, business transactions at the facility amounted to more than $209,000. Cerniglia Produce Company has been in business through four generations; nearly all of them with the Atlanta Farmers' Market. Tom Linder, Commissioner of Agriculture during that time boasted, "Everyone coming in the new market in Atlanta speaks with amazement of its size, its convenience and the many modern facilities which it contains. The success of the Murphy Street Market led to the purchase of the present Atlanta Farmers' Market site in Forest Park. The 146 acre facility was designed with "room to grow." Initial plans included the construction of 16 farmers' sheds, 320 feet long, and nine wholesale dealers' buildings. An administra- tion building was constructed to house market management, market information, produce brokers and a meeting room. A hamper house, cannery, service station and two restaurants also were originally included. The Market, which was officially dedicated January 22, 1959, had a price tag of $10 million. Today it features 22 open air sheds and six enclosed sheds for farmers and resellers. Eleven wholesale buildings house produce, poultry, egg and meat dealers who provide goods for fast food chains, restaurants, hospitals and grocery stores throughout the southeast. A Welcome Center was added in 1981 to provide information and guidance to the 20,000 people who daily visit the 'world's largest roadside fruit and vegetable stand." for the farmers of Georgia." He further noted, "It must be kept in mind that 85 percent of the vegetables and truck crops moving from Georgia fields go into other states to find a market . . . Atlanta is the natural distributing point for all of the southeast." In 1942, produce sales amounted to $10 million. Eleven years later, sales had climbed to $43 million and the facility was known as the terminal market for the southeastern states. The Market certainly fulfilled its purpose and by 1955 Commissioner of Agriculture Phil Campbell stated, "The success of the market has caused it to outgrow itself." At the time the Market was located on Murphy Avenue and construction started, it was impossible for officials to predict the tremendous business activity which would take place on the small acreage within a very few years. Although considered successful, the Market was troubled with traffic congestion and inadequate facilities for the volume of business conducted there. With no room to expand, a new location was sought. Campbell anticipated that a minimum of 60 to 75 acres would Phil Campbell appropriately commented back in 1950, "A metal roof with a hard surface does not make a market. A market is a place where there is volume enough of goods to attract enough buyers to have competitive bidding." With sales reaching $152,133,999 in 1983, the Atlanta State Farmers' Market certainly meets this standard. The Murphy Street Farmers' Market was a dream come true for many southeastern farmers searching for a place to sell their produce. But, because ofthe amount ofproduce needed tofeed servicemen during World War II and the boom years that followed, the 16 acre Market's success caused it to outgrow its location. But, it is supported by smaller markets scattered throughout the state. Georgia operates 16 addi tional year-round and seasonal markets from Cairo to Blue Ridge. These markets specialize in fruits and vegetables grown in their particular area and provide farmers a local outlet for crops. For example, Cordele boasts watermelons and cantaloupes as its main commodities, while more lima beans are said to pass through the Columbus market than any other point in Georgia. Although individually these markets do not begin to ap proach the Atlanta Market in size and business volume, together they do have an impact on the state's economy. In 1983, total sales from these markets were reported at over $114 , million with a multiplier effect of over $300 million.
