FARMERS & CONSUMERS Tommy /rv/n, Commissioner Georgia Department of Agriculture Market Bulletin Vol. 69, No. 9 Wednesday, March 2, 1983 Take a Litde Time to Plan New Strategy For Soybeans The Georgia and American Soy- bean Associations are in the midst of a struggle to help farmers recover from the disastrous prices of the past few years. These farmer- controlled organ- izations recog- nize that no longer can we concentrate solely on market development and soybean research since few farmers can plan for the long run when we are so concerned with survival in the short run. Accordingly, the Georgia Soybean (Our guest columnist this week is James Lee Adams, Jr., President of the Georgia Soybean Growers Association, Route 3, Box 113-A, Camilla 31730.) Association directors have asked for a 20 percent mandatory paid set- (Continued on Page 7) For a Productive Garden Plot With spring around the corner, our thoughts are turning to gardening and visions of delicious fresh vegetables. However, successful gardens do not just happen; they require careful planning. One of the first things you must determine is the size and location of your garden. Garden size will depend on the amount of space you Once you decide on the size, select a location that meets your needs. If possible, select a spot with full sun exposure and well-drained, fertile have available, the time you have to tend it and the number of people in your family. soil. The law, designed to prevent the contamination of ground and surface water on the farm, requires a (Continued on Page 16) ^mmmmmmmsmmiimffm^mxsmfi^mmf'ifwmms lllll^^ !||^ ^S&S^ Weights and Measures Week March 1-7 Pesticide Applicators Need to Renew License Only about half of the pesticide applicators whose licenses expired in October, 1982, have renewed their certification and licenses. If you need to purchase and use "restricted use" pesticides, you should contact your county agent at once to arrange for certification or recertification. The use of a "restricted use" pesticide without a valid license is illegal according to State and Federal Law. Restricted use pesticide dealers will require purchasers to show their current certification card at the time of purchase and will be looking at the expiration dates. If you do not hold a current certification you will not be able to purchase "restricted use pesticides." If large numbers of private applicators wait until the last minute to become certified or recertified, issuance of licensing will take longer and you may be delayed in getting the pesticides necessary for your farming operations. Your county agent will provide you the training necessary to remain licensed or become licensed for the first time. Whether most realize it or not, weights and measures play a vital role in our daily lives. For example, on a simple trip to the grocery store, you will probably purchase meat, produce and seafood weighed on scales which you assume are accurate. The Georgia Department of Agriculture assures the accuracy of supermarket scales, as well as other measuring devices throughout the state. Governor Joe Frank Harris signed a proclamation designating March 1-7 as Weights and Measures Week in Georgia. The purpose of this state and national observance is to focus attention on the work of inspection and testing of all weighing and measuring devices to insure accurate weights to consumers and businesses. "It is the job of the Georgia Department of Agriculture to see that con- sumers get the weight they pay for in the supermarket," emphasized Commissioner Tommy Irvin, "just as it is our job to protect merchants and food processors against inaccurate weights and measures." The Department also inspects other measuring devices including postal scales, truck scales, moisture meters, fertilizer scales, LP gas measuring devices and gasoline pumps at service stations. In addition, prepackaged goods are checked for accurate weights and counts. "Most people take the accuracy of weights and measures for granted," explained Irvin. "But it actually requires the expenditures of many thousands of man hours by our department's personnel to inspect, test, and checkweigh items offered to consumers to insure this accuracy." Page 2 we act letteu I_ r Dear Editor: I wonder if some of the old timers might be able to help me. Many years ago when I was a boy on the farm, we would take a wooden box, cut three sticks, notch the back of each stick and put them under the box to hold up one end. We then put a potato under the box to attract rabbits. When the rabbit went under the box to get the potato, he would hit the stick, trip the box and would become trapped under it. I would like to know how long each stick should be and where to make the notches. I would like someone to send me a drawing of this old fashioned rabbit box if they remember how to make it. I also would be glad to pay someone to make one for me. Jack Hall Route 1, Box 74 Albany, Georgia 31705 Dear Editor: I have a MARKET BULLETIN dated May 12,1943, that is in perfect condition. Tom Linder was the Commissioner of Agriculture at that time. The BULLETIN has been a great help to everybody and I continue to enjoy it. H. B. Brookshire Route 1, Box 120 Suches, Georgia 30572 Dear Editor: My mother, Mrs. Clara C. Holland, recently expired but she and my father who preceeded her always looked forward each week to the MARKET BULLETIN. They always read each issue "from cover to cover." The financial and emotional value of the MARKET BULLETIN was incalculable. This was the only paper they received during the bad crop years when the boll weevils destroyed their cotton and the cows pecked the watermelons and the bugs and sauirrels and the flood water of Ward Creek and Pumpklnvllle Creek destroyed the corn. The last ad you printed for my mother was in November, 1982 for black walnuts. She said she received a large amount of response and probably could have sold a hundred peck buckets full of black walnuts if she had them. Thank you for the MARKET BULLETIN the "Wall Street Journal of the South." Hubert G. Holland 7 Atlanta Street, Suite A Marietta, Georgia 30060 Dear Editor: Approximately 32 cubic yards of Improved soil are needed for an official Semiquencentennial project involving the restoration of the grounds at Rhodes Hall, a beautiful old mansion on Peachtree Street in Atlanta. This former site of the State Archives belongs to the state of Georgia and is administered by the Secretary of State. Free or inexpensive topsoil, edging stones, compost, coarse river sand, and decomposed animal manures are urgently needed at the site. Donors of materials, work or funds will be recognized on an honor roll which will be displayed in Rhodes Hall. If you readers wish to help, contact Jean Givens at 373-5353 or Dolores Stockard at 289-0712. Mrs. Jean Givens 1161 Oakdale Road, NE Atlanta, Georgia 30307 Dear Editor: I would like to know the present address of "The Anvil's Ring," a blacksmithing organization. It was formerly located on 873 Spring Street, N.W. in Atlanta. I also would appreciate any information on other blacksmithing organizations in Georgia. John C. Macon 501 6th Avenue Andalusia, Alabama 36420 Dear Editor: Can you suggest how we can get the moth ball odor out of an old cedar chest. Of course, we realize it should have a cedar odor. We would appreciate any information. R. Carey Wilson 47 W. Soybeans (Continued from Page 1) aside of the soybean acres to be grown in 1983. While it may be difficult to have this implemented this year, it is not impossible. We all know that the PIK program was not being considered until November and if any farmer needs help it is the Georgia soybean farmer. The American Soybean Association, along with other farm organizations, pushed for and has obtained export protection with the enactment and signing of the contract sanctity bill. Since every other row of soybeans finds its way overseas, prices should improve as our foreign customers regain assurance that we are a reliable supplier. ASA also is seeking an export PIK program, an expanded food for peace program, and the increased utilization of soybean oil. Soybean oil has been one of the main factors that has depressed our bean prices. By using soybean oil in pesticides as a petroleum replacement, in "kerosene" heaters to replace kerosene, in grain elevators to suppress dust and eliminate explosions, our prices can improve sharply. Hopefully, these actions, along with a generally improving economy, will begin to improve prices. If we can escape unfavorable weather and obtain financing at reasonable costs, then perhaps we can begin our recovery in Georgia agriculture.
