FARMERS & CONSUMERS Tommy /rv/n, Commissioner Georgia Deparfmenf of Agriculture Market Bulletin Vol. 69, No. 34 Wednesday, August 24, 1983 Farm Numbers Decline in '82 It's an unfortunate reality that when times are hard, only the strongest and most efficient can weather the storm. This point was driven home last week when the re- port came out showing Georgia lost 3,000 farms last year. Granted, the number of farms in the United States has declined every year since 1936 as agricultural pro- duction became more efficient, as mechanization became more common and as the average size of a farm increased. And, certainly, the number of small and part-time farmers is the fastest growing segment of farmers in the U.S. But it seems that recently, the overriding factor in forcing many of these farmers out has been the stressed economic situation. In the last few years droughts, freezes and rising production costs have increased farmer debt, foreign market opportunities have been sharply reduced and land values have been declining. All of these things make it very hard for the average farmer to survive. Even though much has been done to help secure disaster loan assistance and to develop new foreign market opportunities, with rising production costs and falling farmer prices, it's very hard for some to hang on. We hate to lose good farmers. They are vital to the well-being of us all. Maybe some were just near retirement and decided now was as good a time as any to put up the tractor. Another point reported is that the average size of Georgia farms increased from 262 acres in 1982 to 273 acres in 1983. But on the other hand, figures show that land in farms is declining at a slower pace than previous years which indicates a consolidation and shifting of land among farms. We must encourage and support (Continued on Page 12) Muscadines Featured Georgia Roadside Markets Offer At Annual Field Day A muscadine meeting and field day, sponsored by the Georgia Muscadine Association and the Cooperative Extension Service, will be held September 13 at the Exchange Club Auditorium in Albany. Registration will begin at 9:30 a.m. with the program starting at 10 a.m. Dr. Tim Crocker, University of Florida Extension horticulturist, will discuss grape and muscadine production and research in Florida. The Muscadine Growers will also hold their annual meeting from 11:30 a.m. to 12 p.m. followed by a luncheon. Stillpond Vineyards in Arlington will be featured on a tour held after lunch. A mechanical harvester will be demonstrated and specialists will discuss control measures for grape root borer and weeds in the vineyard. The tour will adjourn at 3 p.m. Grape growers and those in- (Continued on Page 12) A Variety of Seasonal Produce This summer many tourists vacationing in Georgia, or just passing through, will take home juicy watermelons for immediate enjoyment, sweet peaches for canning and fresh corn for freezing. But, they're not alone. City people throughout the state will hit the highways with one purpose in mind buying fresh produce to stock their freezers and enjoy. 09 consumer line . . . I went to the store this past weekend to buy some candy. All of the candy had stained wrappers and felt as if it had melted. J.S. Decatur Our inspectors went to the store and discussed the problem with the manager, who reported having a problem with the air conditioning. The store manager agreed to keep the candy in a refrigerated case until this problem is solved. (Continued on Page 12) Mildred Durden of Atlanta says she and her husband make a special trip down 1-75 every year to buy "homegrown" fruits and vegetables for canning. "They just seem to taste better" she adds. Mrs. Durden, tourists and other Georgians all will make their purchases at one of the many roadside markets along Georgia's highways. Roadside markets are increasing in number every year in the state. Not only do these vendors have seasonal produce at these establishments, you also can expect to find other food items, such as old fashioned syrup, honey, jellies, and some of Georgia's best and hottest "chow chow." Inspectors Keep a Watchful Eye These markets are run by honest, hardworking folks, but it is still good to know how to shop for the best buys. The USDA's Animal and Plant Health Inspection Service (APHIS) functions as the nation's watchdog in preventing potential troublemaking pests and diseases from entering the United States. Her winning recipe, Chicken Roulade Florentine, qualified her to represent the state in the National Chicken Contest held in Birmingham earlier this month. Page 5 eorgia Cooking FIRST PLACE WINNER CHICKEN ROULADE FLORENTINE 4 whole broiler-fryer chicken breasts, g boned, skinned 4 tablespoons butter, divided 2 onions, finely chopped g 1/4 pound fresh mushrooms, chopped 1 tablespoon cornstarch 1 tablespoon cold water 1 egg, separated g 2 ounces blue cheese 1 package (10 oz.) frozen chopped spinach, thawed, drained 1/2 teaspoon grated nutmeg 1/4 teaspoon ground pepper 1/2 cup grated Parmesan cheese 1/3 cup sesame seed 1/3 cup breadcrumbs Yogurt Sauce: recipe follows Pound chicken to 1/4-inch thickness. In large frypan, melt 1 tablespoon butter. Add onion; cook 3 minutes. Add mushrooms; cook 2 minutes. In bowl, mix cornstarch and water; add to onion mixture. Add beaten egg yolk, blue cheese, spinach, nutmeg and pepper. Remove from heat; add beaten egg white. Divide mixture in 4 portions; place 1 on each chicken piece. Roll up; secure with food picks. In frypan, melt 2 tablespoons butter. In dish, mix Parmesan cheese, sesame seed and breadcrumbs. Dip chicken in butter, then cheese mixture. In baking pan, place chicken, seam side down. Dot with remaining butter, bake in 350F. oven 45 minutes, or until fork can be inserted in chicken with ease. Remove picks; top with Yogurt Sauce. Makes 4 servings. Yogurt Sauce: In same baking pan, mix 1 1/2 cups chicken broth and 1/2 cup dry white wine; stir. Simmer to reduce mixture by half. Lower heat; stir in 1 1/2 tablespoons Dijon mustard; stir in 1 cup yogurt quickly (do not boil). Add 2 tablespoons lemon juice. In same frypan, add lime juice and cook over low heat until juice begins to bubble. Add butter, stirring, until butter becomes opaque and forms a thickened sauce. Stir in chives and dill weed. Farm Front Despite the hot dry July weather, the Georgia Crop Reporting Service's August report has forecast good yields for several crops including corn and peanuts, although most crop yields are down somewhat from last year. Reduced production this year is the result of fewer planted acres, much of which is due to participation in the federal government's acreage reduction programs. Georgia's 1983 corn yield estimate is the second highest recorded at 70 bushels per acre. But total production is forecast at 53.9 million bushels, the lowest since 1977 due to record low plantings this year of 830,000 acres. In 1982, a record high 85 bushels per acre yield was recorded. Total production reached 69.3 million bushels valued at $173.1 million. Peanut production in Georgia, the leading producer of peanuts in the nation, is expected to total 1.63 billion pounds in 1983, a seven percent increase over last year's production of 1.5 billion pounds. Estimated yield for 1983 is 3,100 pounds per acre, down four percent from last year. The decrease in yield is due mostly to weather problems. The 1982 crop was worth $366.9 million. Georgia's soybean production is expected to drop 34 percent from last year's record crop. Total production is estimated at 45.8 million bushels compared with 68.8 million bushels in 1982, worth $375.2 million Georgia's highest valued crop last year. At 2.1 million acres, this year's soybean crop is the smallest since 1978, although it was not part of a reduction acreage program. Georgia's cotton produc- tion is forecast at 40,000 bales a 30 percent reduc- tion from last year. Expected yield for cotton is 538 pounds per acre compared with last year's record yield of 714 pounds per acre. Planted acreage decreased from 158,000 acres in 1982 to 125,000 acres this year. The 1982 crop was valued at $66.2 million. Grain sorghum production in Georgia is expected to reach 2.8 million bushels in 1983, with a yield of 35 bushels per acre. Georgia's tobacco produc- tion, forecast at 90 million pounds, is 15 percent below last year's crop. Current yield forecast is 2,000 pounds per acre 110 pounds lighter than in the 1982 yield. For example, closely watch for tomatoes that look beautiful on top but may have over ripe fruit in the bottom of the container. If berries or other small fruits are prepackaged and sold by weight, be sure they are in open containers or have a transparent dome and perforated containers. If they are sold by weight, they should have a capacity of Vi dry pint, one dry pint, one dry quart or multiples of a quart. If there are no scales, the vendors should be selling by count. Many vendors sell by the dozen, half bushel, carton, crate. If scales are used, check for the green and white Georgia Department of Agriculture sticker. This emblem lets you know the scales are accurate and legal for sale. When buying food items, i.e., relishes or honey, check the labeling and ingredient listing first, noting that the label should have the manufacturer's name, address, and the net weight of the product noted. The ingredients should be listed in order of predominance. If the label say, "100% Pure Honey", it must be just that. When buying nuts, if they are sold in packages, make sure there is a label showing the quantity of the contents in terms of net weight, the name or variety and the name of thi packer or distributor. Although roadside markets can of fer quality to consumers at lowei prices because they don't have the overhead cost, it's always important to comparison shop, even among these establishments. There could be a savings in just driving a few more miles. Enjoy the service and convenience these markets offer; stock up if it's a bargain, but know what you're buying. Inspectors Keep a Watchful Eye On Entrance of Foreign Ag Items Created in 1972, APHIS is responsible for inspecting foods, as well as, plant and animal products from foreign countries at U. S. ports of entry. One such port is located at the International Concourse at Harts field International Airport near Atlanta. The "one-stop" facility is one of the largest of its kind for clearing agricultural items through Customs. All overseas travelers entering this port are required to fill out a customs declaration. There are two questions on the form pertaining to agriculture. One asks if you or anyone in your party is carrying any fruits, meats, other plant or animal products, birds, snails or live organisms of any kind. Meats, fruits, vegetables, pet birds, ornamental plants, soil and packing materials are among the items for which APHIS inspectors are alert since they are proven pest risks. When you pass through Customs inspection, the agent may call in an APHIS inspector to check if your agricultural items can be brought in safely. Undeclared items subject you to a fine. "Our most common violation is fruit or food passengers get on the airplane," noted Mike South, USDA inspector. "Many folks don't realize that they must declare even an apple acquired on the plane on their Customs declaration form." The Customs declaration form also asks you to declare if you visited a farm or ranch in a foreign country. Unknowingly you may have picked up a livestock disease on your shoes and clothes. When you pass through inspection, the inspector determines how to minimize disease risks. For example, with the one-stop inspection procedure, 90 percent of the travelers walk through Customs in about 90 seconds, according to South. But, for potential violators, the one-stop inspection may result in four or five stops. This is the fifth in a series of articles spotlighting Georgia agricultural organizations. "We have a reputation for being strict, but we're proud of it," said South. "Our goal is to protect the agriculture in Georgia and the United States and we feel like we are doing our job." "Folks may say they are bringing in two harmless little birds from a foreign country," South explained. "But as an inspector, I see them as two possible avenues for the entry of serious poultry diseases. These two birds have the potential to devastate the nation's poultry industry if they carry a disease." Shipping crates and pallets are checked for insects and the cargo area is inspected for signs of animal waste, blood, or live insects. Even the garbage from an international flight must undergo proper disposal methods. Incoming freight also is screened for insects. If insects are found in a shipment of commercial cut flowers, for example, they must be fumigated at the owner's expense. If you are planning to travel abroad, it will be worthwhile to contact APHIS beforehand, particularly if you plan to bring back food or plant and animal products.
