FARMERS & CONSUMERS Tommy Irvin, Commissioner Georgia Department of Agriculture Market Bulletin Vol. 69, No. 20 Wednesday, May 18, 1983 Food Expensive For US Farmers American consumers have it good. Not only is our food the best and most diverse in the world, it's the least expensive. But as the adage goes, "One man's meat is another man's poison." A recent report by the U.S. Department of Agriculture shows the rise in food prices "slowed dramatically last year, helping to ease pressure on family budgets and making a big contribution to the fight against inflation." Good weather produced bumper harvests in some areas, and production of most livestock foods increased, making food supplies abundant. The cost of doing business for firms in the food industry rose more slowly than in recent years, and prices of imported foods and fish increased very little. But for farmers, the news was bad. Prices they received dropped, and the value of their foods sold through grocery stores rose by only one percent between 1981 and 1982 the smallest increase since 1977. Farmers take home only 59 cents from that half gallon of milk, 36 cents from a pound of chicken, 12 cents from a pound of sugar, and just a nickel from a pound of lettuce, a one pound can of tomatoes and from one loaf of white bread. Don't get me wrong. Without the labor during harvest and processing, without packaging for freshness and shipping, without trucks and trains and boats to get products to the markets, and without energy to keep virtually everything running, we would not have the variety of foods we demand and enjoy. But it all begins on the farm. If the seeds were never planted, and nurtured and harvested, or the livestock never tended, the convenience of modern neighborhood grocery stores would never have become a reality. We Americans eat a bountiful (Continued on Page 12) Handicraft Edition Request for Disaster Aide The special handicraft edition of the MARKET BULLETIN will be published on June 8. Deadline for notices is May 25. All notices should include an affidavit stating that the item was made by the individual advertiser and not purchased for resale. Crop Forecast Prompted by Late Frost Governor Joe Frank Harris last week asked Secretary of Agriculture John Block to declare 87 Georgia counties as agricultural disaster areas due to the severe and extreme frost and freezing temperatures that occurred April 18-20 in many parts of the state. "Nearly 13,000 farmers and fruit growers sustained damage and have been substantially and adversely affected due to these extreme and abnormal weather conditions," Harris said in his letter to Block. (Continued on Page 12) Labor, security boost Acreages and Production Down Improvements Planned For Georgia's '83 Wheat Crop Georgia farmers will harvest fewer acres of wheat this spring than in 1982 should current forecasts come true. According to Georgia Crop Reporting Service estimates, 1,040,000 acres of wheat will be harvested a substantial decrease compared with last year's record-breaking 1,480,000 acres. As a result, yields also are expected to decline. If production estimates become a reality, Georgia farmers should produce a total of 32,240,000 bushels of wheat and average 31 bushels per acre. In 1982, total production was 48,840,000 bushels with an average yield of 33 bushels per acre. Several factors contributed to reduced acreage in 1983, according to Acton Brown, associate professor agronomy, College Station, Athens. "Last fall's wheat prices discourag- ed some farmers from planting wheat," Brown explained. In addition, quite a few farmers enrolled in the PIK program which required them to set aside wheat acreage. Early spring weather conditions have played a role in reducing the wheat crop. "A hard spring freeze wiped out quite a bit of acreage from Washington County to Screven County in east central Georgia," Brown noted. Early estimates in- (Continued on Page 12) For Cordele Market When watermelon season opens at the Cordele State Farmers' Market in mid-June, buyers and sellers will find improved labor management and security at the market. The Department of Agriculture, working with the state Department of Labor Job Services Division and local watermelon producing counties, has implemented a labor management team to coordinate those seeking work on the market and has arranged for uniformed law officers to provide security 24 hours a day. A labor pool office, to be staffed by Job Service personnel, has been built where all unassigned laborers must report to register and obtain credentials which must be worn in order to work on the market. The workers will be assigned on a "first-in, firstout" basis to buyers and farmers requesting help with their produce or, employers may ask for specific workers to assist them. Youths under the age of 16 must present a work permit. Security will be provided by the Crisp County Sheriffs Department. The store is owned and operated by Zack Hinton. The Department of Agriculture is responsible for inspecting grocery stores to assure the public of proper labeling, sanitary conditions, correct measurement and compliance with consumer protection regulations. Miley of Hahira inquiring about the "popular petty-toole cotton I seed' caught my eye and brought back many, many memories. It was about 1912 when my father, the late H. A. Petty of Oawson (Terrell County), saw field after field of cotton dying on his farm from the disease called "wilt." Cotton farmers everywhere were suffering heavy losses because of wilt. In all of his fields there was one stalk that caught his eye I because it remained healthy and productive. It was then and there that Petty's Wilt-Resistant Toole cotton seed were I conceived. Mr. Petty picked the cotton from that stalk, boll by boll. He numbered each boll for identification and the following year, seed from each numbered boll were planted in a numbered row. Following that procedure, he was able to produce more and more healthy stalks in the midst of wilt- infested fields. I After a few years, wilt in his fields disappeared. He built a gin on his farm in which he could gin only his own cotton to insure purity of the seed that resisted wilt. From the late 'teens through the twenties and thirties, Petty's Wilt-Resistant Toole cotton seed were very popular and in big demand wherever cotton was grown. For many of those years, this seed led all varieties in yield, staple length I and wilt resistance in tests at experiment stations in Tifton and Griffin. In the late thirties, introduction of synthetic fibers such as dacron and nylon brought about vast changes in the tex- tile industry and demands for longer staple length cotton. Short stapled cotton was on the way out. I It was 1940 or 1941 when Mr. Petty's private gin discontinued operation, and it was the end of an era for his eight + children who had benefitted with college educations and other amenities from that one stalk that their father found t standing healthy in a field of cotton dying from wilt. It was heart-warming to know that "someone out there'1 *I remembered what most of the surviving Pettys had forgot ten and I hope that this has been informative to you. W. V.
