FARMERS & CONSUMERS Tommy Irvin, Commissioner Georgia Department of Agriculture Market Bulletin Volume67, Number9 Huckdtuj Low Cost Loans For Go. Farmers The Georgia Residential Finance Authority (GRFA) is a public corporation initially created by the State Legislature in 1974 to assist low and moderate income Georgia families obtain adequate housing at a reasonable cost. To accomplish this objective, the Authority is empow-j ered to issue tax-exempt bonds to finance programs offering mortgage loans at favorable rates and terms. In 1980, the General Assembly expanded the responsibilities of the Authority with the passage of Senate Bill 544. This legislation empowers the Authority to issue up to $100 million in tax-exempt bonds for the purpose of providing "belowmarket" loans to small family farmers. Specifically, the intent of the legislation is twofold: 1) to provide loans primarily for land acquisition and structures to persons experienced in farming to begin a viable, (Our guest columnist this week is Henry M. Huckaby, Executive Director, Georgia Residential Finance Authority, 2872 Woodcock Blvd., Suite 150, Koger Executive Center, Atlanta 30341.)____________ integrated farming operation and, 2) to provide loans to established farmers, who have a small to moderate net worth, for the expansion of their existing farm in order to increase the economic vitality of their operation. The first bond issue will be in the $15 million to $25 million range. To help ensure the loan program is designed to meet the needs of these types of farmers, the legislation required two new agricultural-related persons be added to GRFA's Board of Directors: 1) the Director of the University of Georgia's Agricultural Extension Service and, 2) an active family farmer. The first position is currently held by Dr. Talmadge DuVall while Governor George Busbee has selected Mr. Dan W. Hammack, a farmer and agricultural contractor from Edison, to fill the other position. While the specific guidelines to be used by the Authority from loan approvals have not yet been finalized, (Continued On Page 12) FOR SUBSCRIPTION AND ADVERTISEMENT INFORMATION SEE PAGE 2 Wednesday, March 4,1981 Horse issue Two Percent Increase Expected Horse shows for April, May and June, at stud notices, boarding facilities and "Equine Everything Else" will be published in the April 1 issue. Deadline March 25. In Georgia's Soybean Acreage v Although farmers won't begin planting their 1981 soybean crop until early Mayr the Georgia Crop Reporting Service is anticipating that 2,500,000 acres will be planted in Georgia, a two percent increase over last year's acreage. Recipe Contests Provide The Opportunity to Create There are two annual cooking contests coming up that will allow you the opportunity to create a new recipe or use that old family favorite. Both are easy to enter. Chicken Cooking Contest: Your chicken recipe must feature a broiler or fryer. The recipe should be for approximately four servings and cannot contain any garnish. Recipes will be judged on simplicity, appeal, taste and appearance. You do not need an entry blank for this contest. Send your recipe entry with your name, address and phone number listed on the front. You may submit multiple recipes but they must be on separate sheets of paper. Send entries to Chicken Contest, Box 28158 Central Station, Washington, D.C. 20015. Your entry should be postmarked by April 1, 1981. State finalists will be notified of the state cook-off date. The Georgia Chicken Cooking Con- test is sponsored by the Georgia Poultry Federation, Georgia Poultry Processors and the Georgia Department of Agriculture. Beef Cook-Off: Your beef recipt; must feature chuck, round, rump or fresh brisket in any form. It must contain at least two pounds and no more than five pounds of fresh beef. You may use other items but the primary ingredient must be beef. Outdoor and microwave cookery are not allowed but you may use your pressure cooker. You should allow no more than four hours cooking (Continued On Page 11) However, the final number of acres planted will depend on later planting conditions, the cost of input items, and the soybean market. The final production and yield in 1981 will depend heavily on the amount of rainfall received and weather conditions, according to Dr. Earl Elsner, Extension Agronomist. "Soybeans use an average of twotenths inches of water per day, depending on temperature and cloud cover," Elsner explained. Nationally, soybean acreage is expected to decrease by three to five million acres due to the increase of corn expected to be planted by midwestern farmers. If this materializes, the market for soybeans should be strengthened. Soybeans continue to be planted in abundance in Georgia. Growers find they work well in a doublecropping situation, since they can be planted after wheat is harvested, according to Dr. John Woodruff, (Continued On Page 12) OQ consumer line... I know Georgia law prevents feeding garbage to swine. Would it be o.k. to feed my pigs restaurant leftovers provided I re-cook them? E.U. Gainesville Sorry, but the law prohibits the feeding of any refuse matter or byproduct which contains animal tissue in any form. This would include even meat that is re-cooked and cooked vegetables seasoned with fat. This stringent law was passed because many hog diseases such as hog cholera, African swine fever and trichinosis can be transmitted through the feeding of garbage to swine. The University of Georgia College of Agriculture's Livestock Judging Team recently completed an active season participating in seven national and regional judging events. Members participated both individually and as a team in the contests rating the quality of hogs, cattle, horses and sheep on the basis of either carcass or breeding merit. Members of the 1980 team were (1-r) Edward Baxter, Coach Calvin Alford, Parrish Alans, David Crouch, John Harrison, Randy Pinson, Donya Lester, Albert Schultz, Connie Carr, Charles Gay, and Chuck Ellington.
