FARMERS & CONSUMERS Tommy /rvin, Commissioner Georgia Deparfmenf of Agriculture Market Bulletin Volume 66, Number 4 u Kt Farm, Timber Land Gets Tax Ruling In a sweeping and unanimous decision the Supreme Court of Georgia has affirmed Cobb Superior Court Judge Luther Hames' judgment ordering a reassessment of timberland, crop land, and pasture land in Cobb County. The Georgia Forestry Association, in the Spring 1979 issue of its official magazine TOPS, had reported on the Cobb Superior Court decision. Now the Georgia Supreme Court, in a wellwritten opinion by Presiding Justice Hiram Undercofler, has upheld the sound reasoning of Judge Hames, declaring that the evidence supported his findings: "That the value was determined by (Our guest columnist this week is Edward W. Killorin, Chairman of the Board of Georgia Forestry Assn., 709 Cain Tower, Peachtree Center, Atlanta 30303.)__________ the sale price of other vacant lands purchased for development; that the assessors relied upon the property's highest and best use; that the sales relied upon did not accurately relect the value of other vacant land because such sales were often for special purposes such as schools or parks, or speculative development." The Supreme Court went on to hold that: "The evidence is sufficient to support the trial court's ultimate judgment that the assessors failed to consider the existing use..." of the timberland and farmland as required by Georgia Code Section 925702. The case was brought by Mr. John A. Sibley, a long time member and supporter of the aims of the Georgia Forestry Association and the GFA fully supported his cause. In fact, our Tax Chairman Dr. Leon Hargreaves of the University of Georgia School of Forest Resources and I, as then President of the Georgia Forestry Association, testified in the proceedings in Cobb Superior Court as representatives of the GFA, with Executive Director Glenn Anthony appearing also. Remember there are laws regarding the sale of bulk goods such as firewood. When making a purchase in bulk of over $20 it must be accompanied by 1] name and address of vendor and purchaser; 2] date mea- (Continued On Page 8) A soil test kit can be obtained from your County Agent and should be used when submitting samples. The most important factor is to be sure and provide specific information about what is to be planted. For example, do not say ' 'lawn'', but specify the type of grass seed you plan to use. The same rule applies to soil tests for crops. Extension Service officials say not being specific creates the most serious problem in the testing program. A soil test result is no better than the procedures used to collect the samples. Use a tool which can extract thin vertical slices of soil to plow depth. In a pasture, sample to a depth of four to five inches; orchards, from eight to twelve inches, and lawns to four inches. Take 12 to 15 cores and mix well to provide a good cross-section mixture of the area. For greenhouses, collect from surface to bottom of pots, or benches from several areas providing enough mixture to fill the sample bag about three-quarters full. Have the soil tested when there is a suspected nutrient element deficiency, once per rotation, or every other year if the soil is fertilized and cropped intensively. Although their exact origin is difficult to determine, it has been suggested that the first Hampshires imported to the United States arrived between 1820 and 1825. For many years the breed was known as the "Thin Rind" but the name was changed to Hampshire in 1904. Although the breed was valued in the farm community for many years, it did not gain widespread popularity until after 1930. The Hampshire hog is easy to identify as it has a striking white belt around its body including both front At last count, December 1, 1979, there were 2,280,000 hogs and pigs in Georgia. This is the largest population of swine in the state since 1924. Hogs and pigs are an important part of Georgia's overall agricultural picture. According to 1978 cash farm receipts, hogs and pigs accounted for more than 200 mil/ion dollars in agricultural revenue. Many swine breeds are represented in Georgia and will be featured in our What Is column in coming weeks for your enjoyment and information. legs and feet. Many farmers referred to the band as a "list" and called the animals "listed hogs." To be eligible for registration by the Hampshire Swine Registry, the animal must possess this distinctive band although the color pattern has little relationship to the usefulness of a particular hog as a commercial animal. Hampshires have very fine hair coats, trim, firm jowls and a very trim ham facing. These characteristics help the breed to trim out with very little waste. Hamps are famous for their muscling characteristics, meaning they are very meaty animals. Mature boars in show condition average 900 pounds with sows weighing about 200 pounds less. Hamps produce good-sized litters of uniform type and general high quality. The devotion of Hampshire sows to their litters is one of the breeds' most outstanding characteristics. For this reason Hampshire sows are often selected to crossbreed with boars of another breed for commercial purposes. The program is scheduled as part of NEC's "Prime Time" program January 26, and can be seen from 8 to 9 P.M. on NEC offiliates throughout Georgia. Don't Let Bad Weather Catch You Unprepared Being prepared can save your family inconvenience and discomfort if bad winter weather strikes. The most pressing problem is providing healthful, nourishing meals even though the power may be disrupted. Ice Storm Food It is a good idea to have sufficient food stuffs and drugs on hand to sustain the family for about 5-7 days. The foods should be those which require little or no preparation, for example: cereals, canned fruits, fruit juices, tuna, salmon, prepared meats, pork and beans, canned vegetables, peanut butter, jelly, raisins, saltines, graham crackers and powdered milk, etc. Remember, each individual requires a minimum of a quart of liquid a day. Instant cocoa and other beverages that mix with water would be ideal. Paper throwaways also may be a good idea since frozen pipes are also a possibility. Cooking Without Power Gas grills, gas, coal, or wood stoves are ideal during a power outage, but if you have none of these, a camp stove or charcoal grill can provide heat for cooking. Both of these should be used only out-ofdoors due to the possible formation of carbon monoxide and other toxic gases. It is possible to cook over a fireplace. Cast iron cooking utensils work best. One-pot meals such as stews, chili, etc. can be made in a dutch oven or fry pan. Just make sure the handles on your cookware can take the high temperatures. Cooking should be done over hot coals rather than over the actual flames. A grate or rack can be used to hold pots and pans off the coals. Racks from a barbecue grill or even from the kitchen range oven work when supported by bricks, blocks, or stones. Foods such as potatoes, squash, even stews and meatloaf, can be prepared be wrapping tightly in foil and placing them directly in the bed of coals. Heavy duty aluminum foil should be used to minimize the possibility of tears and leakage. If foods are to be heated directly in the can, always open the lid. Failure to do this could result in pressure building up inside the can, an explosion, or burns if hot food suddenly spurted out as the can was opened. Wood for fireplace use should be kept in a protected area. Wax and sawdust logs sold commercially could be used for room heat, but do not cook food over them. clothing are warmer than one bulky coat. It plainly denounces the widespread system of evaluating timberland by using so-called "comparable sales prices" of other vacant lands purchased for development. It flatly denounces the "highest and best use" test applied by many tax assessors, and it supports t{ie trial judge's finding that many sales relied upon by the tax assessor did not accurately reflect the value of ..other vacant lands, such as forest and farm lands in the county. We should all be alert to bring this decision to the attention of tax assessors in any instance where timberland or farmland is over valued by them.
