This year's drought has been particularly devastating because of record breaking high temperatures. Many farmers have reached the point where they no longer have equity in chattels and real estate to be offered for security. Agricultural lenders and effected farmers have expressed a concern I about the policy of Farmers Home Administration of continuing with borrowers and acceptance of new borrowers who no longer, because of their equity situation, can seJ cure credit from private sources. A policy has been formulated by the FmHA and is now awaiting comments from FmHA field personnel before it is implemented. It appears that the policy will be to continue with farmers who are (Our guest columnist this week is Bob Biolock, State Director, Farmers Home Administration, Athens, Ga. 30601.) ________ unable to collateralize their loans where an emergency (EM) loan or economic emergency (EE) loan can be made to supply operating credit for 1981 crops. A plan of operation must be worked out whereby the borrowers can repay the operating loan and the interest on all their FmHA. The borrowers must have made a determined effort to keep FmHA accounts current and have been unable to do so because of conditions beyond their control, such as economic distress and/or natural disaster which cause abnormally low production. These requirements will also generally apply to eligible applicants for new loans. Necessary nondisturbuice agreements must be obtained from other creditors to insure that these borrowers will have the use of land and machinery to produce the 1981 crop. Irvin said peanuts and cotton stand to lose another 20 percent from the rainfall which he termed "too much, too late, to help either of these crops." "Any time you have this kind of rainfall during this stage of harvest," Irvin said, "the peanut stems start rotting and the peanuts start sprouting out of the shells and peanut hay is also damaged." "Farmers can't get out into the fields to harvest cotton either," Irvin added, "and the weight of the moisture from the rain pulls the cotton out of the bolls onto the ground, spoiling it." For other crops like soybeans, pecans and the state's pastureland, the rain is a welcome sight and will help, especially with the soybeans which were severely hurt by drought and armyworms. A number of emergency relief programs are now being studied by state and federal officials. Commissioner Irvin has recommended to Senator Herman Talmadge and other members of the Georgia Congressional delegation that the temporary grazing program, which was in effect several years ago, be reactivated. The grazing assistance administered through ASCS provides 50/50 federal cost sharing for land preparation and seed and fertilizer to assist cattle farmers in planting temporary winter grazing, and other efforts to keep herds intact. The ASCS estimates are calculated from reports by drought emergency boards established in all of Georgia's 159 counties. The FmHA fully intends to continue with these borrowers and applicants for new loans as long as there is a reasonable chance for success. This will be on a year to year basis and will be evaluated at the end of each year to determine if it is in the best interest of the government and the borrower to continue to meet the borrower's credit needs. Seeding rates of 100 to 120 pounds of a small grain plus 20 to 25 pounds of ryegrass is a good mixture. Legumes such as crimson clover, 15 to 20 pounds per acre, or arrowleaf clover, six to eight pounds per acre, or a mixture of both legumes may be used to an advantage where adapted. Legumes usually extend the grazing period and add nitrogen to the soil. Rye usually provides more grazing in early fall and winter than other small grains. However, rye matures early in the spring.
