Peanut Program Moving Ahead The food and agriculture act of 1977offers the first major change in the peanut program since 1949. The program is administered by the Agricultural Stabilization and Conservation Service (ASCS). Major changes in the 1978 peanut program under the new four-year farm legislation are outlined in this summary. allotments The national allotment for 1978 is 1,614,000 acres, the minimum allowed. Peanut allotments for farms are based on the preceding year's farm peanut allotment. To retain full allotments farmers must plant enough peanuts to produce at least 75 percent of their poundage quotas at least once every third year. Geor- (Our guest columnist this week is Freling H. Box 1907, Athens 30603.)____________________ gia's share of the national allotment is 530,122 acres for 1978. quotas The 1977 Act establishes minimum annual ranging from 1,680,000 short tons in 1978 to 1,440,000 short tons in 1981, but the quota may be increased in any year if peanuts are needed for domestic edible use. Each farmer, in addition to his allotment, receives a farm poundage quota representing a proportionate share of the national quota. This farm poundage quota is computed as follows: First, a farm yield is determined, which is the average of the highest three individual farm yields from 1973 to 1977. The county ASC committee sets the farm yield if there was no peanut production in at least three of the five years. The committee's figure will remain the same through the life of the program. Next, a preliminary poundage quota is determined by multiplying the allotment times the farm yield. The result, in turn, is multiplied by a national quota factor which gives the farm poundage quota. The national quota factor is set so that the sum of all quotas will not exceed the national quota. East Point Rain crow is the common name for the cuckoo, either the black or yellow bill. It is a caterpillar-eating songbird that mates during the rainy season, hence the name rain crow. (Continued On Page 8) As State Dove Season Opens The Mourning Dove, the grey speedster of the September skies is once again the focus of attention for Georgia hunters. As the season rolls around, sportsmen across the state prepare for opportunities to bag the wary game- Dove hunting moves into high gear in Georgia as the season opened in the northern zone September 2. Grain fields which have just been harvested and waterholes during dry weather often provide some of the best locations for a shoot, but many other factors enter into the really successful hunt. Georgia is one of the most active states for dove shooting in the Southeast. In fact, the dove remains in a neck and neck race with quail for the honor of being the state's most popular gamebird. Dove hunting is popular for a variety of reasons: the bird's habit of congregating in large numbers over a recently harvested grain field as well as the bird's speed, agility and plentiful numbers combine to create an extremely sporting target. In the opinion of many sportsmen, the dove is the most difficult flying target to hit that a hunter can find. A dove lazily drifting along can suddenly blaze into high gear, zig-zagging in any direction, at the sound of a gun or the sight of a hunter. Unlike quail, doves require water in a pool or stream to drink. During (Continued On Page 8) Pumpkin Contest Farmland Coming Oct. 18 Grows in Big Event The great pumpkin contest will be October 7 at the Atlanta Farmers Market. The contest, held in conjunction with the 'Paintin and Pumpkin' arts and crafts festival, will award prizes of $25 each for the largest pumpkin as well as the best decorated one. Entries for both contests must be brought to the Atlanta Farmers Market by 2 PM, Saturday, October 7. Judging will be that afternoon and the winners will be announced at 5 PM. Pumpkins may be picked up between 12 noon and 6 PM Sunday, October 8. Sept. 27 Deadline Thirty acres of cotton comprise a portion of the four hundred acres of cropland grown for harvesting and tillage and plot demonstrations at the Sunbelt Agricultural Exposition, October 10-12 in Moultrie. In the tradition of the great farm shows of the Midwest, the annual exposition will be the first such event of its scope and magnitude which the South has witnessed in almost a century. For Horse Edition The fall horse show edition will be October 4. Deadline for notices is September 27. Horse clubs are encouraged to send in all listings for October, November and December shows. In addition, at stud notices will be published in the October 4 issue. At stud notices are published four times a year July, October, January and April. Ph. 2846788. eorgia Cooking STUFFED CABBAGE LEAVES 12 large cabbage leaves 1 cup lean ground beef 2 cups bread crumbs 1 1/2 teaspoons salt 1/4 teaspoon pepper 1/4 teaspoon garlic salt 1 103/4 oz. can condensed tomato 1/2 cup diced onion soup Boil cabbage leaves for five minutes, being careful not to break leaves. Combine beef, bread crumbs, salt, pep- per, garlic salt, onions and eggs. Make this mixture into 12 oblong patties. Place a meat patty on each of the cab- bage leaves. Roll the patty in the cabbage leave and secure with a toothpick. Place in skillet; pour tomato soup over cabbage rolls and cover and cook over low heat for 45 minutes. Narcissus have a beautiful story of origin which takes place somewhere along a streambank long long ago. As mythology has it, there was a young, handsome youth named Narcissus who ignored the romantic overtures of the nymph Echo. When Venus saw what was happening, she was dismayed at the youth's indifference and caused him to fall in love with his own reflection in the water. Narcissus, unable to reach or touch his image sadly lingered on the banks of the water until he became a flower the yellow-trumpted narcissus. Narcissus are also known as daffodils and are familiar to all. Their bright yellow trumpets are among the first flowers of spring. And, because they are survivors and easy to cultivate, they grow practically anywhere. Narcissus grow in any good garden soil. A sunny spot is preferable but they will tolerate some shade. Plantings under evergreens, though, do not perform well. These flowers are not heavy feeders. If the soil is less than rich, mix in a little all purpose fertilizer such as 510-5 when planting the bulbs. When new growth appears in the spring, spread a little fertilizer on the surface. Planting narcissus bulbs in the early fall is essential if you want beautiful flowers next spring. Never plant bulbs later than mid-October if avoidable. The new program has a twotiered price system. The higher price support will be on quota peanuts, which will be supported at not less than $420 per ton on a national average basis for 1978 through 1981. The 1978 - crop support has been set at the minimum $420 per ton. Most farmers will be able to produce their quotas without planting their entire allotment, but they may decide to plant the entire allotment and produce "additional" peanuts not covered by the quota. These "additional" peanuts are eligible for price support at $250 per ton. The price support for "additional" peanuts is based on the estimated demand for peanut oil and meal, the expected prices for other vegetable oils and protein meals, and world market conditions. marketing - quota and additional Farmers marketing less than their quota in 1978 may market the balance in 1979, in addition to their 1979 quota, if enough acreage, based on the farm yield, is planted to produce the quota, and if total undermarketings for all farms in the Nation do not exceed ten percent of the national poundage quota. Producers may obtain price support on their peanuts through their grower associations. There will be no deductions for inspection, handling or storage as under the previous program; the loan pool will pay for these warehousing costs before distributing profits to producers. Or, farmers may take out individual farm-stored CCC loans on their quota peanuts. Any peanuts retained on the farm for seed or other use will be considered as marketings of quota peanuts. "Additional" peanuts not contracted by June 14, 1978, for sale for export or crushing will receive the lower price support level of $250 per ton through the grower association. identification Plastic identification cards and paper stock marketing cards will be furnished for identification. To avoid penalties and allotment reductions, peanuts must be identified as to the farm where they were produced. The plastic card - with State and county code, farm number, and producer's name and address - will accompany each lot of peanuts from weigh-in until after inspection. If an allotment is exceeded, all peanuts marketed from the farm are subject to penalty on the basis of the excess acreage. Penalties are also assessed for marketing more than the effective farm poundage quota. The penalty rate is $504 per ton. Peanut acreage must be reported to the county ASCS office by the reporting date. For further information, contact your local ASCS office. If an advertisement or brochure says the manufacturer will "rush" your order within a week, your order must be shipped within that time. Grandpa's Garden When the leaves start to fall, save them! Pound for pound, leaves have twice as many nutrients as manure. Shred them with the lawnmower and add to compost pile or around plantings for mulch. Mac Jones of Albany recommends planting clay flower pots near some vegetables, particularly those that are always thirsty such as cucumbers, tomatoes and melons. If you fill the pots with water they will drain slowly and keep these plants from drying out. (You can also sink old coffee cans with a few holes punched in the bottom.) While you are giving the plants a drink of water, why not feed them as well. "Manure tea" is an old remedy for fertilizing plants which has worked for years. Drop a spoonful of rabbit pellets, or whatever natural fertilizer you have available, into the coffee can and add water. If you are fresh out of pellets, you can use fish emulsion which is readily available in a clean quart bottle from the garden store. Lime is great for some crops but not so good for others. Lime is primarily used to neutralize and improve the soil. Before you add it, you should have #soil test. Lime mixed with wood ashes and sprinkled around onions, cabbage and beets will do wonders to protect them from creepy crawlers. Potatoes, however, do not like lime. Dove Season (Continued From Page 1) dryer periods when many sources of water have dried up, water-holes can provide excellent locations for dove shoots. Doves are also seed eaters. They prefer to land in clean, bare areas before feeding, in order to observe their surroundings. For this reason, row or strip plantings are more likely to attract doves in numbers plentiful to hunt. However, if millet or other grain fields have been broadcast planted, their attractiveness may be enhanced by disking strips at random after the crop has been harvested. Dove fields should be at least four or five acres in size. Smaller fields seldom attract and hold many birds. For best results, the field should be hunted only once or twice a week. Shooting should be halted around 4:30 in the afternoon even though many hunters cannot be torn away from the field until darkness arrives. Stopping at 4:30 allows the birds an opportunity to feed before going to water. Without this opportunity the doves will abandon the field and seek new feeding grounds. The northern and southern dove zones in Georgia are separated by a line which follows U.S. Highway 280 from the Alabama border at Columbus to Abbeville and then along the Ocmulgee River to the Altamaha River. The boundary continues along the Altamaha to the South Altamaha River and along the South Altaha T" ri to the Atlantic Ocean. Hunting season for the northern zone is September 2 through October 7 and December 11 through January 13, 1979. For the southern zone, season is September 30 through November 4 and December 11 through January 13.
