READ THIS COLUMN On January 11, 1978, Secretary of HEW, Joseph Califano announced the most militant and far-reaching campaign ever developed to destroy the American tobacco industry by arbitrarily telling individual Americans what some of their habits, life styles, and conduct must be. Mr. Califano stated HEW will use 23 million dollars of tax payers money this year, in a new department of HEW enetitled 'Smoking and Health', to stop the smoking of cigarettes by 54 million Americans. He says he will appeal to major broadcasting networks asking for increased anti-tobacco announcements. He is asking heads of state (Our guest columnist this week is Mr. Fred Voigt, Chairman of the Agricultural Commodity Commission for Tobacco, P. 0. Box 396, Tifton,Ga., 31794.)__________ departments of education in all 50 states to develop comprehensive health programs dealing with dangers of smoking. He has pledged HEW cooperation and assistance of 16 thousand of the nation's school superintendents to develop similar programs. We must remind ourselves of the financial and other assistance our schools are receiving from HEW. Mr. Califano is insisting that our nation's insurance companies provide discount premiums to nonsmokers for life, fire, and health insurance. He says he will implement more rigid smoking regulations and enforcement in 10 thousand government buildings, and he supports total elimination of smoking on commercial aircraft. He is urging all 50 states to enact strong new 'Clean Indoors Air Laws'. Other loan actions on Georgia farm applications are as follows: ACCEPTED* 9146 for 836.2 million dollars APPROVED+7671 for 355.4 million dollars Under the Physical Disaster program, most drought-stricken Georgia farmers have received approximately 50 percent of their SBA loan to cover their anticipated established normal crop yield at last year's planting season's prices. Disburse- ments now are also being made to cover the production costs of a new crop. These items include seed, fertilizer, insecticides, fuel, labor, and other directly related costs. According to Southeastern Regional Director Wiley Messick, "A farmer should receive the sec- ond check within 60 days. To be eligible for it, he must certify that he has begun preparing the ground for a new crop." The borrower is obligated to use the loan's proceeds for the original purpose. A 1972 law provides that anyone who misapplies a loan's pro- ceeds shall be civilly liable to the SBA for an amount equal to one and one half times the loan's original amount. False statements on loan applications may also result in criminal prosecution. Backyard blueberry production is becoming very popular in home gardens throughout Georgia. Blueberries are relatively easy to grow, produce the first year and make a lovely garden planting that can compete with any flowering shrub for aesthetic appeal. Rabbiteye blueberry bushes produce large, easy to pick fruits. The bushes are thick with green leaves and during blooming season produce white or pink flowers. Rabbiteye blueberries were developed especially for Georgia's growing conditions. There are many cultivars (varieties) available. The better known rabbiteye selections include Tifblue, Climax, Woodard, Bluebelle, Briteblue, Delite and Southland. To insure pollination two or more should be planted together. Cultivar selections for planting vary from area to area. Select healthy two year old nursery plants. Before or shortly after transplanting, prune back each strong shoot to remove the rounded, plump fruit buds. The soil for blueberries must be acid. Avoid areas where large amounts of wood have been burned (Continued On Page 12) A Dual Purpose Tree, The Profitable Slash Pine A dual purpose tree, the slash pine may generate more than twice the monetary return per acre over loblolly pine by harvesting gum and wood products. By using improved slash pine planting stock, values are further enhanced. Ray Shirley, director, Georgia Forestry Commission, states that the high gum yield slash pine seedlings have a 12 percent height growth capability and a 50-100 percent higher gum efficiency level than regular stock. He noted that the trees also have a high resistance to insect attack, such as the southern pine beetle. The improved slash pine tree seedlings have a 20 percent higher yield per acre than regular stock. This is also higher than current tests show on improved loblolly pine. From an economic standpoint, im- proved slash pine seedlings yield 21.5 percent more return per acre per year than regular tree seed- lings. Slash pine exceeds all other com- mercial pines, such as loblolly pine, as the tree for flat, wet sites. A 15year study by the Southern Forest Experiment Station indicates the odds are with those planters who choose slash pine over loblolly for this type site. On drier sites, slash pine may perform equally as well as loblolly pine. Other advantages include slash pine's tolerance to the devastating southern pine beetle that seems to prefer loblolly pine. The susceptibility of slash pine to fusiform rust, compared to loblolly pine, seems to vary "considerably to differing conditions. There is no clear cut resistance of one specie over the other. By using improved slash pine, this susceptibility may be lessened. In addition, slash pine tends to prune itself of limbs making a cleaner bole that is preferred by harvesting crews. This provides for more utilization and less debris left on the site. Slash pine tree seedlings are available from the Georgia Forestry Commission on a first come, first serve basis. James C. Wynens, chief, Reforestation Division, said that the tree seedling application forms may be obtained from the Forestry Commission County Rangers, County Agents, Soil Conservation Service Technicians and Agricultural Conservation Program Officers. There are approximately 70,000 farms, and last year their total income amounted to nearly $2.3 billion. And agricultural economists with the Georgia Extension Service say that income was pretty well balanced between crops (48.4 percent) and livestock (51.6 percent). Within our boundaries are 159 different counties, some large, some small each with an interesting history and valuable contribution to Georgia agriculture. Banks is a poultry county producing more than 8 million broilers in 1974. Before Banks county turned to poultry production it was a diversified agricultural area growing field crops, vegetables, fruits, nuts, etc. Although other agricultural products are still produced, poultry has taken the lead in farm production accounting for $8,129,000 of the $9,886,000 agricultural revenue in the county (1974 Census of Agriculture) . Banks county was formed in 1858 from parts of Habersham and Franklin counties. It was the 127th county organized and was named for Dr. Richard Banks, one of Georgia's most noted practitioners of medicine. The county seat is Homer. Geographically, Banks county is located in the northern corner of the state in the Piedmont Plateau. The average free-growing period is about 210 days. WINTER FORAGE Georgia cattlemen are finding that rye, oats and wheat will produce up to 2,000 pounds of dry matter per acre during the fall and early winter if properly managed. Bill Sell, Extension Service agronomist, says these crops if planted in the early fall can use 60 to 80 pounds of actual nitrogen per acre. Cold weather may reduce the growth of rye, oats and wheat, but with enough fertilizer and moisture, they respond rapidly when daytime temperatures move about 45 degrees.
