The 1970 session of the State Legislature is fraught with decisions which will ultimately effect each and every citizen of Georgia. Therefore, every Georgian should take an interest in his State Legislature to try to be aware of the business it will take up, the bills and resolutions it will hear. It is only then, through awareness, that your representative can do his work most effectively. Only through your interest in the affairs of state can your state senators and representatives know your feelings and represent you effectively. AGRICULTURE Several bills of particular interest and importance to the farmer and to agri-business will be introduced in this session of the General Assembly. One of these is the Georgia Plant Food Act of 1970 which, in essence, will, if passed, provide a higher quality fertilizer product to the farmer. This bill calls for a tightenning of tolerances in commercial fertilizers, as well as up dates and revises the entire plant food law. TOBACCO FARMERS A bill of particular interest to the tobacco farmer would increase the membership on the Tobacco Advisory. Board from nine to fifteen men. Six farmer members would be added to the board to assist in surveying the tobacco crop conditions to determine a date to open the Georgia tobacco market. There are several additional Senate Resolutions affecting tobacco growers. BUDGET BILL Two measures of prime importance to all Georgians are the 1970 budget for the state which must be approved by the Legislature and the revision of the State Constitution. The Department of Agriculture is requesting funds in this year's budget to make improvements on state farmers markets throughout Georgia. In particular, the following facilities would be modernized to better serve farmer and consumer: Atlanta, Thomasville, Macon, Savannah, Augusta, and Jesup. In addition, the department budget also recommends completion of the peanut shelling plant at Plains, Georgia, and an additional grain grading (Continued on page 8) Acidity Problem To Ga. Farmers When it comes to correcting acid soil conditions, it looks like the harder Georgia farmers run the "behinder" they get. Despite a doubling of lime use since 1964, acid soils are still the state's No. 1 soil fertility problem, says P. J. Bergeaux, Extension Service agronomist with the University of Georgia College of Agriculture. Farmers applied only 501.000 tons of lime in 1964. In 1965, first year of Extension's "Stamp Out Acid Soils" program, consumption was up to 776,000 tons. Slightly more than one million tons of lime were applied in 1967 and consumption stayed close to that level in '68 and '69. But lime use has not kept pace with the increasing use of fertilizers, particularly nitrogen, according to Bergeaux. "Crop removal of calcium and magnesium, plus the acidifying effect of ammonium nitrogen fertilizers, is resulting in critically acid soil conditions on many Georgia farms," he stated. Bergeaux pointed out that Georgia soils are inherently acid in the first place. In the native state the pH ranges from 5.2 to 5.8. A pH of 6.0 to 6.5 is needed for maximum production of most crops grown in the state. Bergeaux said it would take 5 million tons of lime to bring Georgia's cropland up to the desired pH level. He added that 1.6 million tons annually would then be needed to maintain it. Social Security Benfifs To You Most persons employed or selfemployed in farm work are covered by Social Security. On attaining age 65 or on becoming disabled at any age, farm workers may be eligible for monthly benefits for themselves and dependents (reduced benefits are payable as early as 62). In case of the worker's death, his family may be eligible for survivors insurance benefits. In addition to cash benefits, health insurance benefits are available for farm people 65 or older (whether or not the worker is retired). The payments are made by the Social Security Administration, and information about them may be secured at the nearest Social Security Office. If you had a net profit of $400 or more in 1969 that is, if you cleared $400 or more from your farming you can get social security credit for the year. Progressive Farmer Reclaims Swamp Land After more than three decades of sweat, tears, and a little blood, Fred Voigt, 67, a native of Pierce County and long-time resident of Waycross, has managed to turn 230 acres of formerly worthless Cyprus ponds and swamp- land near Waycross from a no-man's land into a flourishing garden. Starting with a dream over 39 years ago, Voigt and his two-mule team began the reclaiming project by digging channels in the Cyprus ponds for drainage. But because the land was so low and the water table so high, the drainage ditches alone could not remove enough water to make the land tillable. So, in order to overcome the prob- lem of standing water, Voigt gradu- ally deepened and widened the drain- age ditches; and using the dirt turned up from the slopes and channels of the ditches, he built up terraces that stood high and dry. This job of reclaiming the Cyprus Fred Voigt examines the nuts of this ponds and swampland has gone on year's pecan crop. for more than 30 years, with the last of the original 230 acres being drained only recently. On the first few acres of land re- claimed, Voigt planted pecan trees on every other terrace, and between these rows of trees he planted corn and tobacco. This practice is still continued today, but only on a lim- ited basis and only with tobacco. A number of years ago, Voigt's operation attracted the attention of the Ag-Scientists at the University of Georgia's College of Agriculture Coastal Plain Experiment Station 60 miles away in Tifton. Since this time, all or parts of the 230 reclaimed acres of pecan trees have been in- volved in,some phase of agricultural research. Shunning less expensive mechani- cal harvesting, Voigt even harvests all of his pecans by hand so that he can count the yield of every single tree. He has over 30 years of yield records on his first and oldest trees. An interesting side light to Mr. Fred Voigt surveys this year's pecan crop. He is standing in the drainage canal below the terraced pecan trees Fred Voigt and his operation is an old pecan tree, which has grown wild for more than 40 years on the Voigt property and which is called of his oldest grove. (Continued on page 8) SUCCESSFUL GARDENING DEPENDS ON PLANNING By TROY KEEBLE Extension Horticulturist University of Georgia College of Agriculture Just as the largest business and financial empires are built upon correct planning and decisions, both large and small, successful gardening hinges upon the same. While temperatures may prevent any outdoor activity, gardeners may wisely spend some time in planning the future and evaluating the past. This means mistakes as well as successes. A wise gardener will take a pencil and pad and list the plants (flowers, vegetables, bulbs, lawn and shrubs) which he grew in the past. An indication should be made as to how well each grew. More important, the reasons for success or failure should be listed. Remember such things as selection of varieties, planting dates and methods, fertilization, insect and disease control, watering and any effects of extreme weather. A study of these factors may give you some food for thought as well as a basis for gardening in 1970. PageS Recipes of the Week IRISH BEEF STEW 2 Ibs. boneless beef for stew cut in cubes 3 Tablespoons flour 1 teaspoon salt 3 Tablespoons lard or drippings 1 cup water 1 can (8 oz.) tomato sauce 1 bay leaf 1 Tablespoon Worcestershire sauce 6 onions 4 carrots, cut in one-inch pieces 1 pkg. (10 oz.) frozen baby limas 1 pkg. (9 oz.) frozen cut beans flour for gravy, if desired Combine flour and salt. Dredge meat in seasoned flour. Brown in lard or drippings, pour off drippings, add water, tomato sauce, bay leaf and Worcestershire sauce. Cover tightly and cook slowly iy2 to 2 hours. Add vegetables and continue cook ing 20 to 30 minutes or until meat is tender and vegetables done. Discard bay leaf. Thicken cooking liquid with flour for gravy if desired. 6 servings. Mrs. M. Cook, stirring occasionally, until meat is browned and onion and pepper are tender. Drain corn, beans and tomatoes. Add liquids to meat and cook until liquid is reduced to about half. He adds that homeowners who collect hollies from the woods are usually disappointed in the results. $9 BILLION LOSS Diseases, insects, nematodes and weeds cause an estimated $9 billion loss each year to crops, pastures and range plants in the United States. Peanuts Number 1 Peanuts were the No. 1 crop in the state last year, accounting for 28.3 percent of the total crop value of $407,113,000. Farmers planted 502,000 acres and averaged 1,900 pounds p^r acre for a total production of 953,800,000 pounds, bringing Georgia farmers $115,410,000. It has never been cared for in any way; has missed only one year in the past 39 years having a crop a feat unheard of in the fickle pecan; and has never been pruned. When Voigt gets into a friendly argument with his neighboring pecan growers about pruning trees and about spacing the trees, he brings them to his "learning tree" to emphasize his philosophy. "If you give a tree plenty of room to grow and plenty of water, it will grow and make pecans without too much help. And you won't have to prune it to let sun in to produce nuts. It will do this on its own," he argues. "This land that I have dug out of these Cyprus ponds is very poor land as far as fertility goes, but we have plenty of water, and that is the secret." But this low fertility makes the land valuable in another way. From the standpoint of agricultural research, the land is almost inert and the results of any application of chemicals, such as fertilizer, can be studied without having to give too much consideration to the soil's effect on the plant. The soil in reality serves only to give the tree roots something to grow into to hold the tree upright. "But because the soil is almost inert, a little fertilizer placed around .the trees and the tobacco really causes both to grow," commented Voigt. According to Mr. Voigt, his work in reclaiming this land also has importance for the future of the state in another way. With South Georgia rapidly becoming the major farming area of the state and as useable farmland is gobbled up for housing projects and super highways, the many thousands of acres of land covered in Cyprus ponds and swamps may hold the key to feeding the state in the future.
