Special Program Prevents 
 
Spread Of Noxious Weeds 
 
Noxious weed seed, which in past years have created a problem by spreading from roadside rights-of-way to farm fields, have been practically eliminated from roadside grass plantings through a cooperative program of the Georgia Department of Agriculture and the Georgia Highway Department. 
The joint program includes the pre-testing of all seed used for roadside planting to the extent that such seed must pass laboratory tests for quality higher than the minimum requirements of state law essentially the same quality standards of certified seed. 
 
The pre-testing, performed in the Department of Agriculture's seed laboratories, provides for high quality seed which benefits highway contractors. With a good stand of grass, the contractor saves costly replanting the 1969 upland cotton crop. This includes the State's share of the national allotment of 16 million acres and the national acreage reserve of 200,000 acres for the grass. 
The program has been so successful that other states have requested information on how it is handled. 
 
Every bag of approved seed used on highway rights-of-way today is identifed by a lead seal on which is imprinted a symbol of the two state agencies "AG" and "GHD". The highway project engineer checks seed bags for the seals and cuts the connecting wire between the official analysis tag and the bag itself. He then sends the seal and analysis tag to the Highway Department for filing with the records of that project. This procedure insures that only approved seed is used. 
A number of years ago some seed beina used on highway jobs was of very low quality. While meeting minimum requirements, the seed often contained large quantities of noxious weed seed. On highway projects requiring plant top soil some weed se^ed may be present but by using enriched top soil from near the project site, noxious weeds foreign to the area are not introduced. 
 
Cotton Allotments, 
Quotas Announced 
Georgia farmers will have a total allotment of 818,675 acres available for producing the 1969 upland cotton crop this includes the State's share of the national allotment of 16 million acres and the national acreage reserve of 200,000 acres for the establishment of minimum farm allotments. The 1969 allotment varies only slightly from the 1968 allotment. 
National marketing quotas for the 1969 crop will be voted on by growers by mail during the period Dec. 2 through Dec. 6, 1968. 
Notices of farm acreage allotments will be mailed to operators of cotton farms prior to the referendum.

At least two-thirds of the growers voting must approve marketing quotas if they are to become effective for the 1969 upland cotton crop. If quotas are not approved for the crop, there will be no upland cotton payment program. However, the allotment program will remain in effect and price-support loans will be available at 50 percent of parity to farmers who keep within their cotton allotments. 
If quotas are approved, the upland cotton program under which payments are made to cooperators will be in effect, and growers who exceed their upland farm acreage allotment will be subject to penalties on the farm's excess production of upland cotton. The penalty would be 50 percent of the cotton parity price as of June 1 5, 1969.

Recipes 
 
RICE STUFFING FOR TURKEY 
 
1 cup sweet milk 1 cup soft bread crumbs 
1 onion, chopped 1 tbsp. fat 4 cups of cold cooked rice 
 
2 Ib. sausage meat Vz tsp. sage 
1 tsp. minced parsley Vz tsp. thyme 1 tsp. salt Vs tsp. pepper. 
 
Brown onion in fat. Brown sausage. Soak bread crumbs in milk. Add rice. Makes 6 cups stuffing for turkey. 
 
CRANBERRY SALAD 
1 Ib. fresh cranberries, chopped 2 cups sugar 1 (No. 2 can) crushed pineapple 
 
1 large apple, chopped 1 cup chopped nuts juice of 1 orange 
1 pkg. orange or cherry jello 
 
Cut up cranberries, add sugar and let stand several hours. Drain juice from pineapple and save. Add pineapple, apple and nuts to 
cranberry mixture Heat pineapple juice and juice from orange and use to dissolve jello. Pour over cranberry mixture and chill until congealed. Serve on lettuce with favorite dressing. 
 
GREEN BEAN CASSEROLE 
4 cups cooked French style green beans 2 cans cream of mushroom soup 2 cups Crisp French fried onion rings 
Combine beans and soup. Place in baking dish % of the mixture. Add layer of onion rings. Add remaining beans and top with onions. Bake 325 degrees for 30 mins. 
 
POUND CAKE 
3 sticks margarine or butter 2V& cups sugar 3 cups flour 
 
8 eggs 6 Tbsp. evaporated milk 2 tsp. almond extract 
 
Cream butter and sugar Add 3 eggs at one time. Blend, add flour and continue until eggs and flour are used. Add milk and extract last. Grease paper with oleo and flour real well. Put into cold oven, set 
at 325 degrees. Bake approximately 1 hour and 10 to 20 minutes. Cool 15 to 20 minutes before turning out of pan.
