Georgia Market Phil Campbell, Farmers' Bulletin Commissioner VOLUME 53 Wednesday, January 11, 1967 NUMBER 2 Land Banks Salute Farmers Federal Land Banks Celebrate 50 Years The Federal Land Bank of Columbia, which serves Georgia, the Carolinas and Florida, will join with the 11 other Federal Land Banks in the United States in honoring the achievements of farmers in a 1967 nationwide observance of the 50th anniversary of their establishment. "The Land Banks and agriculture have marched hcnro-tti-hand through the past half century to reach the point at which the nation's farmers have become truly, as our anniversary slogan designates, them, 'Providers of Plenty'/' said Robert A. Darr, president of the Federal Land Bank of Columbia. "It is particularly fitting that during our anniversary observance we call to public attention the remarkable contributions they have made and continue to make to this country's economy and progress." Created under the Federal Farm Loan Act signed into law by President Wilson on July 17, 1916, all of the 12 Federal Land Banks were chartered between March 1 and April 3, 1917. President Lyndon B. Johnson recently characterized that law as a "charter of financial independence for millions of American farmers." Supervised by the Farm Credit Administration, an independent agency in the executive branch of Government which operates at no expense to the taxpayers, the Land Banks are completely owned by the farmers and ranchers who borrow from them. Today, there are approximately 388,000 farmers and ranchers who hold Federal Land Bank loans in the aggregate of more than $4 billion. Since their establishment, the banks have made more than 2 million loans totaling more than $12 billion. During the fiscal year ended June 30, 1966, the Federal Land Bank of Columbia and the 46 Federal Land Bank Associations in this district closed 6,097 loans (Continued On Page 8) ERADICATION IMPROVED WITH KNOWLEDGE OF WEEVIL'S LIFE CYCLE Westward spread of the boll weevil, a major cotton pest, has been halted as a result of basic research into the weevil's life cycle and the development of more efficient eradication techniques, a U. S. Department of Agriculture plant pest control official reports. Joseph F. Spears, chief staff officer for control programs, noted the accomplishments of the boll weevil eradication campaign waged by USDA's Agricultural Research Service. ARS scientists discovered that boll weevils are easier to control if they are hit with pesticides before they reach a firm diapause state a state of metabolic rest of the insect. Boll weevils diapause in the fall to survive cold weather and lack of food. Spears reported that ARS workers, in cooperation with industry and Texas Dept. of Agriculture officials, took advantage of this information to stop the expansion of the weevil in the High Plains area of Texas. This area produces about half (2 million bales) of the state's cotton. Spears said the program to combat the weevil was carried out with a lowvolume spray technique developed by ARS in 1964. Over the past 3 years more than 3.6 million acres has been treated successfully. Infested areas were treated with undiluted technical malathion at the rate of about 1 pint per acre. These treatments reduced infestations of weevils by up to 99 per cent. Undiluted malathion one of the safest pesticides has been used since the program started in 1964. Costs were greatly reduced 85 cents per acre for malathion compared to about $2 for the conventional methyl parathion. STERILIZATION TESTS OF PINK BOLLWORM REPORTED BY USDA An 80 to 90 per cent reduction in the second generation of pink bollworms was achieved during field tests of the sterile male release technique, a U. S. Department of Agriculture scientist has reported. The pink bollworm is a major pest of cotton in this country. Milton T. Ouye, of USDA's Agricultural Research Service, reported on field tests of the male insect sterilization technique. In the first season, 62,300 sterile male pink bollworm moths were released at a rate of 685 to 9,150 per week beginning when cotton squares were about 1 week old. Overwintering larvae were reduced to 616 in the treated plots compared with 1,552 in an untreated check section. The next season, Mr. Ouye released 54,000 sterile males at weekly rates varying from 3,150 to 6,500. That season Mr. Ouye found 378 larvae in the treated plots and 7,146 in the untreated area. FARMER'S FILING REQUIREMENTS Farmers who earned at least twothirds of their 1966 gross income from farming should file their declaration of estimated Federal income tax for 1966 on or before Monday, January 16, 1967. Form 1040ES should be used for this purpose. However, Mr. A. C. Ross, District Director of Internal Revenue in Georgia said that farmers need not file an estimate if they file their 1966 Federal income tax return, Form 1040, and pay in full any tax due by February 15, 1967. On October 31, the mortgage loan account had reached an all-time high of almost $382 million in more than 37,000 loans. A 4 per cent dividend was paid to the associations on their stock in the bank, and all associations paid a dividend to their members during the year from earnings on the previous year. As of October 31, 1966, the total Land Bank mortgage loan account in Georgia stood at 13,469 loans in the total amount of $135,566,171, as compared with 12,960 loans in the aggregate of $108,446,706 a year earlier. There are 15 Federal Land Bank Associations serving farmers in every county in Georgia. Originally established in a period in which farmers in general were considered poor financial risks by lenders and, therefore, had difficulty in obtaining needed credit, the Land Banks today remain strictly lending businesses whose objective is to help farmers conduct their operations successfully by making available to them long-term loans at reasonable rates of interest. Fiftieth anniversary activities will be conducted throughout 1967, and the Federal Land Bank Associations in Georgia, along with others, are planning annual meetings and special events designed to focus attention on farmers' achievements. An observance in the nation's capital is planned for April 3 when agricultural, business, and government leaders will join with Land Bank officials in paying tribute to agriculture's progress, Mr. Darr reported.
