VanLANDINGHAM, Slate Director Farmers Home Administration Rural people in Georgia are finding it possible to enjoy the advantages of central water supplies and distribution systems financed by loans from the Farmers Home Administration. Technical assistance furnished by FHA coupled with long-term loans at low rates of interest makes it possible for the first time for these smaller communities to borrow for central water systems. Organizations operating on a non-profit basis, including municipalities, counties, other public bodies and non-profit corporations, may qualify for FHA loans for water systems if they cannot obtain the needed credit from other sources. The loans may be made to provide or improve rural water supply and distribution systems that furnish water for household, livestock, irrigation and fire protection. A system may include capacity for industrial and commercial use when the cost of such capacity will be less than the cost of the capacity for other purposes. The proposed system must serve primarily farmers or other rural residents. A rural resident is a person living in a rural area or small town of not more than 2500 population which is not part of an urban area. Loans to non-profit corporations may run as long as 40 years. Loans to public bodies in Georgia are limited by law to 30 years. Interest rates will not exceed 5 percent. Municipalities and other public bodies are able to obtain lower interest rates because the loans are usually secured by tax exempt bonds. The maximum amount that may be loaned to a borrower is $1 million. The Farmers Home Administration will assist the applicant in making the first determinations regarding the engineering feasibility, economic soundness, cost estimates, organization, financing and management matters in connection with the proposed system. After preliminary determinations are made applicants will be expected to provide the technical services necessary to design the systems, prepare estimates of cost, legal work and complete arrangements for organization and financing. This assistance by FHA is one of the primary reasons that many small towns and communities are able to finance central water systems for the first time. Legislation authorizing FHA water loans was enacted by congress about three years ago. A number of these loans have been made in Georgia and several of the water systems are already in use. The loans provide a new means by which rural people can obtain a safe and convenient source of water and fire protection. Central water is an early step in making rural communities more attractive places to live and in encouraging new homes and businesses. They are a great aid in halting the decline of small towns and villages. Loans of this type can also be made to rural groups for soil conservation, drainage, and shifts in land use to grassland, forestry and recreation developments. Applications for loans are made at the local offices of the Farmers Mome Administration. The county supervisor in charge will be glad to explain services available from the agency and assist in the preparation of applications. 1965-CROP PEANUT ALLOTMENTS SET Georgia has received an allotment of 527,762 acres for production of the 1965 peanut crop, C. F. Fleming, Acting State Executive Director of the Georgia Agricultural Stabilization and Conservation Service has announced. This represents the State's share of the 1,610,000 national acreage allotment, recently announced by the Secretary of Agriculture. This minimum national allotment is the same as the original allotment announced for production of the 1964 peanut crop; later in the marketing year, 1964-crop allotments for States producing Valencia-type peanuts were increased by 2,612 acres, in accordance with legislation providing for such increases for types of peanuts in short supply. Fleming explained that the 1965 State allotment will be apportioned among individual peanut-producing farms within the State in accordance with provisions of governing legislation. Notices of farm allotments will then be mailed to growers. Farm allotments for the 1965 crop of peanuts in Georgia are expected to be about the same as allotments for the 1964 crop. Peanut marketing quotas have been in effect each year since 1949.
