LANIER State Executive Director Georgia ASCS Georgias upland cotton allotment has been set at 815,530 acres. This represents the States share of the 16-million-acre. national allotment announced by the Sec- retary of Agriculture on Oct. 15. The Ag- ricultural Adjustment Act of 1938 pro- vides an additional 310,000 acres as a na- tional acreage reserve to be used to the extent needed for the establishment of minimum farm allotments. USDA officials have said that it is not anticipated that this will be the final na- tional acreage authorized for the 1963 up- land cotton crop because of new legisla- tion to be recommended to the Congress - early next year. Establishing the nation- al allotment at the statutory minimum for the time being will give the Congress the maximum flexibility in determining the acreage provisions to be included in the new legislation. ; It is anticipated, however, that such legislation would supplement rather than substantially change the basic program choices cotton farmers will vote on in the quota referendum Dec. 11. Farmers who were engaged in the production of upland cotton in 1962 will be eligible to vote in the national referen- dum. At least two-thirds of those voting must approve quotas if they are to con- tinue in effect. If marketing quotas are approved, marketing penalties will apply to any excess cotton of producers who do not comply with their and price support to those who doom- ply will be available at a level within the range of 65 to 90 percent of parity. If quotas are not approved, the allotment program will remain in effect and price support at 50 percent of parity will be available to growers who comply with their allotments.
