By the time issue of the Market Bulletin is pub- ned, Representatives and Senators of >General Assembly will have returned me to attend to their own personal af- rs which they have neglected for 40 ys. It is a body never fully understood by anyone who has not ac- tually served in the capacity of a repre- sentative or senator. The best description of the Georgia General Assembly is that it is composed of a cross-section of the citizens of the State of Georgia, which, in effect, means that every type citizen found in the State at some time or other is represented by service in the General Assembly, and usually any General As- sembly will have among its members a representative of every type citizen found in Georgia. This being true, the people of Georgia need never have any fear of the future of the State, because in the final analysis the General Assembly will re- flect the views of the people of Georgia and in its deliberation and passage of laws will do what is best for the State and the people. During my eight years of experience with the Legislature as a member and as Commissioner of Agriculture, I have al- ways found it farm-minded and very re- ceptive to any legislation which would benefit the farm people of Georgia. Because of the almost thirty farm bills passed during the 1956 Session of the Legislature, very little farm legislation has been necessary during the 1957 Ses- sion. However, there are a few measures which will be passed by adjournment time and a description of these will be carried in the next issue of the Market Bulletin for the benefit of the farmers and other citizens of Georgia. Conservation Reserve Deadline !s Extended The March 15 deadline for signing up for participation in the Conservation Re- serve program of the Soil Bank this year has been extended to April 15 according to John F. Bradley, Athens, administra- tive officer for the Georgia Agricultural Stabilization and Conservation Commit- tee, After that date, Bradley says, no more contracts involving annual pay- ments for 1957 will be accepted. Bradley explained that Congress has authorized payments to producers under the Conservation Reserve program which will not exceed $450 million in any calen- dar year. Money for payments has been allo- cated to states and counties, he contin- ued. Funds not used by a county by the March 15 closing-date will be reapportion- ed to other counties which have a wait- ing list. Unused funds in a state may go to other states with waiting lists. As more farmers sign contracts, the increasing number of farmers who will receive annual payments in succeeding years will reduce the funds available for new farmers to enter the program. Bringing the situation closer to home, Bradley pointed out that the initial allo- cation to Georgia for the 1957 Conserva~ tion Reserve program was $7,422,000. Part of this will be used for annual pay- ments to the relatively few farmers who signed contracts last fall. The balance is available for those who sign contracts be- fore March 15. Assuming a full sign-up this year, the ASC officer explained, a greater part of the funds available to the county for next year will be used for making annual payments. To that extent there will be re- duced funds for initial payments for those who wait until next year to sign up. The U. S. Department of Agriculture announced previously that it does not ex- pect to be in position to deliver payment certificates to farmers who participate in the 1957 Acreage Reserve programs of the Soil Bank until about harvest time for the latest of the crops for which com- pliance must be checked.
