In 1953, 8238 samples of fertilizer were analyzed, 1524 samples of dairy pro- ducts, foods and drugs, and feeds, and 318 of insectieides, and 222 samples of mis- cellaneous products. ; In 1954, 7592 samples of> fertilizer were analyzed, 1308 samples of dairy products, foods and drugs, and feeds, and 806 samples of insecticides, and 181 sam- ples of miscellaneous products. During the two years covered by this =f report, the Laboratory has made a full -analysis and reported on 19,889 samples of. all types. SPECIAL COMMENTS Laws and regulations of the Agricul- tural Department require the registra- tion of fertilizers, feeds, insecticides, and the correct tagging or labeling of these, and seeds, and foods and drugs. The Chemical Division, together with inspec- tion forces, police or see that these pro- ducts meet their required standards and claims. This is of greatest. importance and value . The protection and-guidance of the farmers and general public buying and, _using fertilizers, feeds, insecticides, seeds, dairy products, foods and drugs. Evaluation of these vital functions can be th better realized by conceiving of the chaos resulting if the innocent pur- chasers were not so protected. Depart- ment bulletins giving the laws and rules and regulations on these subjects are al- ways available, and invaluable, both to - tne farmer and to the processors and dis- tributors of agricultural essentials, The technical or scientific divisions perform - duties and functions needed by the citizen of the State. As especially recommended in our _| 1944 biennial report describing the inad- : equacy of our present laboratory facili- tie: there is now being built for occu- in 1955, a six st geod two base- ments) laboratory and office building for the use of the Georgia Department of Ag- riculture. During the past two years much effort and thought has been devoted to planning for the physical requirements of the next decade. Also, during the past two years, our Commissioner of Agri- culture, realizing the rapid pace of mod- ern advancement in agriculture technol- _ ogy, has generously made possible the procurement of the best equipment to keep abreast of modern industrial de- _ velopment. Because of the foresight of the Com- missioner of Agriculture, the Chemical Division has been able to establish a com- plete spectrographic laboratory, an Infra- Red Spectrophotometric Laboratory, a Polarographic Laboratory, and to add new spectrophotometers, polarimeters, flame. photometers and other modern sci- entific instrumental aids, to established laboratories. Without these new instru- ments many problems involving new org- anic pesticides, and drugs for humans and animals could not have been adequately evaluated. We have been able to develop new methods for certain fertilizer ma- - terials, pesticide materials, and other ag- rieultural products. The value of these new instruments will be even fuller real- ized in the future as more advanced methods and uses are developed. The worthy ambition of our Com- missioner of Agriculture to establish the finest possible, and most progressive ag- ricultural laboratories is being realized. The basis for Southern Regioral Control Laboratories has been established. ~ RECOMMENDATIONS ~ While the present practice of testing products bought by the State Purchasing Department has been limited to only a few items, it is recommended that all products bought by the State, the scHools, ae other Public Departments in the State should be.tested in laboratories, or otherwise, to guide and protect public spending. Chemists and other scientific employees are worthwhile and paying _ investments. The State has responsibilities and op- portunities for progress not possible under Federal laws and functions.
