Since Federal legislation, affirmative and permissive, fixes the cost and prices and thereby the income of most other segments of our economy, I do not see any escape from the conclusion that the farmers minimum income must be like- wise guaranteed by Federal legislation in some form. I do not see any possibility of maintaining a prosperous agriculture unless agriculture is extended equal pro- tection of the law as required in the Con- stitution of the United States. The economist show that over a period of years there is a direct relation between the farm income and national income. With the national debt that is confronting us, we cannot afford to reduce the nation- al income and if the above is correct we eannot afford to reduce the farm income because of the fact there is a direct rela- tion between the two. One of the ways we can maintain our farm income on a high level is to regulate and control the importation of agricul- tural commodities that will cause a sur- plus in this country. I recognize the fact that we must maintain world trade -as such, but if we can control the im- portation of certain commodities that will have a tendency to beat down the price of commodities produced in this country, we will be going a long way towards solving this problem. THE FARMER IS THE SCAPEGOAT -Since the beginning of Federal farm legislation, the national policy has been to reduce production by acreage control, etc. of American farms to prevent farm At the same time (since 1934) surpluses. the national policy has been, through so- called reciprocal trade agreements, to encourage the shipment of surplus agri- cultural products into the United States. Naturally these two policies are in con- _ flict. One results in reduced production on American farms. The other results in reduced prices for what the farmer pro- duces. : 2 - Naturally most of our agricultural exports go to countries that do not have agricultural products to send to us. our imports of agricul- 3 - under his house. in view of. the established fact that the . farmers income determines the national Sore to. which we cannot ship agricultural prod: ucts. Most of our cotton exports go ta countries that manufacture the cotton and _ s sell large portions of the manufactured products right back-here in the United States. the merchandise that is labeled will show that this is true. S. Records of Commodity Credit Corpora- tion show that relatively small sums of money have been lost by the Government in the direct support of farm prices. Near- ly all the losses have been due to giving: away of commodities and to the buying of farm products from other countries when we already had a full domestically produced supply of those same farm prod- ucts. To say that the national government cannot afford to support a minimum ine come for farmers, is like saying that a man cannot afford to build a foundation = This is especially true income and the income of all the people. It is especially true in view of the fact that we cannot carry our enormous na- tional debt without an enormous national income. the fact that millions of homes, auto- mobiles, farm tractors, radios, televisions, washing machines, etc. will be thrown back into the laps of the greedy as our national income is allowed to decline sub- stantially. It is especially true in view of the fact that all state and local govern- ments have been keyed to high incomes and high taxes in the several states. To put it bluntly, the difference between a sustained agriculture income and a radi- cally reduced farm income is the dit- ference between continued national pros- perity and a national depression.
