Minimum Standards. No person shall operate a rendering plant, conduct a ren- & dering operation or hold a license to car= ry on a rendering operation unless such * = person has complied with the following S| minimum standards: - (a) Buildings and surrounding prem- _ ises upon which rendering operations are to be conducted shall be of sufficient _ size and shape to accommodate all phases of actual or intended processing and shall be constructed in a manner and of mate- rials which will insure adequate drainage and sanitation in all phases of operation. - Such building and premises shall be lo- cated or enclosed in such manner as will prevent stray animals from entering such premises. (b) Raw material shall be hauled, re- ceived, and stored separately at all times in such a manner as will prevent the raw material or any disease vector contained therein from coming into contact with any product of a later stage of processing or any residue therefrom. (c) Raw material upon arrival at the rendering plant shall be promptly uo loaded into a building for processing. All other raw material shall be fully and completely processed within the earliest reasonable time. (d) Processing equipment shall be of such design, constitution, and condition - as will.as completely as possible elimi- nate the emission of any odors or gasses or liquids from the rendering plant. e) Vehicles in which raw material jis transported shall be so constructed and maintained in such condition as to pre- vent the escape therefrom of any drip- pings or seepings. Such vehicles shall not be movedon any public road or highway of this State unless the raw material car- ried therein is completely covered by a suitable cover in good repair and ade-- quate to-prevent the passage of any disease vector from or into such material. (f) All vehicles and containers used in transporting raw materials shall be dis- infected at the earliest practicable time atter unloading and shall-in no event be removed from the premises of the render- ing plant until such disinfection has been made. Disinfection. shall be accomplished only by cleaning and then spraying such vehicles and containers thoroughly with approved disinfectants prescribed by the Commissioner from time to time by spe- eial order. Adequate amounts of disin- fectant and spraying devices shall be maintained and available for use at ren- dering plants at all times. JERING REGULATION 6. Transportation by Licensees. Any per- son holding a valid license to operate a rendering plant shall be authorized to transport raw material between* any points in this State without the necessity of securing any further or additional li- cense, provided such transportation is conducted pursuant to the provisions of Regulation 5 set forth above. Such per- sons shall not be authorized, however, to transport such material from a point without the State of Georgia to a point within the State unless such transporta- tion has been previously authorized by a permit issued by the Commissioner as -hereinafter provided. : REGULATION 7. Permits. Any holder of a rendering plant license desiring to transport raw material from a point without this State to a point within this State shall apply to the Commissioner for a permit to do so. Said application shall state the name and address of the person without this State from whom the material is to be received, the name and address of the rendering plant within this State to which such ma- terial is to be delivered, the date upon which such transportation is to be accom- plished, the route'to be followed, and such other information as may be required by the Commissioner. Upon receipt of said application the Commissioner may in his discretion issue a permit authorizing such sarin which poennt sh fective only for the shipment the application.
